Dit artikel behandelt de wijze waarop de evolutie van het politieke systeem sinds 1961 de dynamiek van coalitievorming op provinciaal niveau in Vlaanderen en Wallonië heeft beïnvloed. Men kan een opsplitsing maken tussen de période voor en die na 1981. Het stadium na 1981 wordt gekenmerkt door de ontwikkeling van twee onderscheiden politieke (sub)systemen. Dit heeft consequenties gehad voor de onderhandelingspositie en -macht van partijen - met name voor het evenwicht tussen de diverse vleugels van elke politieke familie, dat blijkt op een verschillende manier geëvolueerd te zijn in ieder van de beide landsdelen. De analyse van de vorming van coalitiemeerderheden in de schoot van de Gemeenschaps- en Gewestraden en hun executieven wijst eveneens op zowel een horizontale als een verticale ontkoppeling van politieke arena's. Niettemin heeft de nationale politiek binnen dat kader ontegenzeggelijk nog steeds een sterke invloed. Inderdaad, wanneer men de vergelijking maakt, dan blijkt, voor wat coalitievorming betreft, de transformatie van het politieke systeem in België alsnog het beste tot uiting te komen op het (zowel meer discrete als meer autonome) niveau van de provincieraden en bestendige deputaties.

The prospect of European elections has begun to alter the conditions under which national political parties exercise their functions. It has compelled parties to negotiate common parties & to strengthen transnational organizations. How these organizations will be structured, what functions they will assume, etc, will be determined largely by the issue of a conflict-solving process between existing national structures, by the ability of national parties to accomplish new functions in a European system, & by the demands of that system. A tentative analytical framework is presented for the examination of the groupings of political parties in the European context. It should help to interpret current negotiations & future actions of these organizations with reference to the criteria, structures, & functions that are classically those of political parties. It suggests how new situations in the European field may be met by existing organizations or give rise to original political answers.

Le pluralisme en Belgique était garanti par la Constitution et assuré par les mécanismes de la "démocratie de concordance". Quels sont à cet égard les effets directs et indirects de la fédéralisation du pays? Les moyens institutionnels destinés à résoudre les conflits "communautaires" compromettent les équilibres antérieurs. D'autre part, certaines structures sociales unitaires résistent à un processus de fédéralisation qui se traduit par un cloisonnement de la société plus que par une mise en valeur des complémentarités. Le clivage linguistique se prêtera-t-il à une nouvelle "pilarisation" ou bien les antagonismes qu'il suscite ainsi que les réformes destinées à y faire face rendront-ils inapplicable en Belgique le modèle de la "démocratie de concordance"?

TWO QUESTIONS ARISE WHEN CONSIDERING THE CHANGES that might be brought about by direct elections and by developments in the new European Parliament. One concerns institutionalized cooperation between political parties. To what extent can the three existing European party federations – Socialist, Christian Democrat, Liberal – be considered as a step towards the formation of genuine European political parties? Are they anything more than alignments of traditional parties coordinating their action at European level? The other question is related to parties or groups which have not until now created close-knit ad hoc structures. A special case is that of the Communist parties, which have not organized specific links at Communit level. Another problem is raised by non-traditional parties and groups that have in most cases little or no parlia mentary representation at either national or European level. Will some of them take advantage of the European sphere of action to make more impression than they have been able to do at domestic level, in cooperation with similarly oriented partners in other member countries?
