International Status of a Territory, Nationalism and Appropriation of History: The Case of KosovoThe issue of how legal arrangements pertaining to the international status of a political or administrative unit can influence the construction of the national identity is rarely addressed in the existing scholarship on ethnicity, nation and nationalism. Classical studies imply that nationalistically-prone political and cultural elites continuously strive to assemble all members of an alleged "nation" into one political unit. This, in turn, causes struggle for autonomy, independence, irredentism, secession, or, in the case of pan-nationalism, territorial expansion. It is also presupposed that real (if it can be the case), conceived, or constructed common ancestry of the members of a "nation" motivates nationalists to demand elevation of the nation's status in the international arena, i.e. the recognition of autonomy and independence. However, the relationship between nation-building by means of constructed history and existing international personality is more complex. It can be the reverse. As the Kosovo case reveals, sometimes the existing international status of an administrative unit built upon ethnic principle determines the nation-building process, namely its historical side. Since 1945, the views of Kosovar elites regarding the ethnic origins of their constituents varied according to the political status of the region. As the latter was evolving, Kosovar intellectuals and politicians differently saw ethnic roots of Kosovar Albanians. At first they considered this issue unimportant, but later "revealed" all-Albanian Illyrian (independently of tribal groups) roots and finally embraced Dardanian provenance. AbstractThe Kosovo myth is often seen as a critical supporting case for ethnosymbolist theory. Many theorists of nationalism and area scholars see this myth as either the direct continuation or creative reinterpretation of a long‐standing epic and liturgical tradition among the Slavic Orthodox population in the Balkans. Using primary and secondary sources, this article traces how pre‐modern cultural and communicative memories of Kosovo were transformed into a modern nationalist myth of the Serbs and, then, the Yugoslavs. It argues that cultural rupture and change rather than continuity or recurrence characterise the history of these scattered and ambivalent pre‐modern legacies. The evidence shows that the medieval monastic texts and epics referring to the Kosovo battle cannot be considered as the 'widespread ethnic memories' necessary in ethnosymbolist theory. However, ethnosymbolist theory is multifaceted. The article's findings about the Kosovo myth suggest that scholars can adopt only a weak minimalist version of ethnosymbolism, which views this approach as a research programme or a focus of study rather than an explanatory theory. This version does not contradict modernist constructivism but aligns with the neo‐Weberian tradition of longue durée research within it.

The growing interest in migration, citizenship, and nationalism among scientists has led in the last two decades to the formation of an interdisciplinary field of critical passport studies. Initially passport scholars were following the institutionalist approach to nationalism, as well as the theories of disciplinary regime and surveillance society. Thus they were focusing on how this travel document together with the associated institutional infrastructure, administrative and social practices have been used in developing modern nation-states by forging the physical, social and cultural boundaries of the nation and disciplining the citizens. More recently, an increasing number of scholars have been investigating the grassroot forms of the perceptions and practices of passport use. Their studies reveal how passports and passes can help citizens in navigating the attempts of nation-states to "bind" their own populations, as well as in subverting a citizenship regime that looks to involve citizens into national projects and socially exclude non-citizens. The review of critical literature on the passport allows us to conclude that the multidimensional nature of this document enables different social actors to involve it in both nation-building and nation-destruction. In light of this literature we can recognize the weakening of the link between citizenship and nation-state, and the fact that citizenship and civic consciousness are currently being produced by various actors at different societal levels.

Recent decades have witnessed waves of populism, diverse civil conflicts as well as political, economic, demographic, and environmental disruptions. While both scholars and the general public often talk about the 'crisis of citizenship', we chart several important elements of this 'crisis' and explain why they can be viewed as an important and, perhaps, promising transformation. In view of this transformation, the current understanding of citizenship should be decoupled from the normative ideals which associate it with the liberal nation-state, reconsidered to include conflict as its constitutive dimension, expanded by incorporating a diverse array of forms and ways of participation in community life and interactions with the environment, and grounded in a realistic understanding of political psychology.
