Institutionalization of Foreign Policy Think Tanks in Italy and in the UK: An Explanatory Framework

Abstract
This article explores the phenomenon of foreign policy think tanks in Europe in a comparative perspective and offers a framework of analysis for this topic. Assuming that think tanks were largely imported from the US after World Wars I and II, the article argues that European think tanks have been influenced by the different national political contexts in which they have undergone a process of institutionalization. First, the article hypothesizes that such contexts have contributed to determining different incentives for cooperation between think tanks and national policymakers. Such cooperation is based on the willingness of policymakers to turn to think tanks for expertise, advice or validation of policy decisions. Secondly, different political contexts are expected to influence the strategies of action that think tanks have developed towards policymakers and their audience. In this respect, the article identifies three strategies: the generalist, the advocate and the lobbyist. Empirically, the article is based on a survey of eleven organizations conducted in two countries, Italy and the United Kingdom, in 2013-14. Given that very few data are available on this type of organization, their activities, funding, policy audience and goals are investigated. These indicators are used to investigate the main commonalities and differences between the two cases and to compare them with the hypotheses. The results first show that there is comparatively more funding available for think tanks in the UK system than in the Italian one. Secondly, there is apparently more willingness from policymakers to turn to think tanks for expertise in the former case, considering that the UK think tanks hold a higher number of closed-door events and parliamentary hearings. On the contrary, where policymakers tend, instead, to more scarcely rely on external expertise - as it seems more evident in the Italian case - the core audience of think tanks tends to shift to other, more accessible targets (the public opinion, the academia or even businesses). The case study makes it more evident how advocacy becomes a far less important activity for an Italian think tank than a UK one.
Foreign policy think tanks in the Italian political context: Evolutions and perspectives

This paper explores the current state of foreign policy think tanks in Italy through an in-depth analysis of its main protagonists. These actors are not always immediately recognizable because the sector is not regulated and little data is publicly accessible. Empirically, the analysis is conducted through a web survey, in-person interviews, and a reputational analysis of seven organizations. This work not only identifies who these actors are and what they do, but it does so taking into account the political context. Such an institutional argument suggests that foreign policy think tank ties to the Italian political system are essential. At the same time, those ties pose serious limitations for the evolution of these organizations, especially in a transnational perspective.
Da centralidade do sofrimento na militância feminista: entre disputas e estratégias

Resumo Nomear os processos de subalternização tem sido uma ferramenta feminista imprescindível para a ação política. Reconheço a importância desse exercício, mas problematizo os efeitos que podem emergir de uma militância que se limita a essa nomeação. Discuto, especificamente, a centralidade no sofrimento, que por vezes faz crer que (só) se é aquilo que se sofre. Problematizar as condições de possibilidade e efeitos desta centralidade, além de apostar em horizontes para além do sofrimento é o exercício a que esse texto se propõe. Como inspirações teóricas, trago contribuições contracoloniais e/ou não cishetero-branco centradas.

MODELO DINÂMICO E MODELO TRADICIONAL PARA AVALIAÇÃO DO CAPITAL DE GIRO: UM ESTUDO DE CASO DAS EMPRESAS DO SETOR DE SIDERURGIA LISTADAS NA BM&FBOVESPA DURANTE O PERÍODO DE 2010 A 2014

O presente artigo teve como objetivo analisar o desempenho do capital de giro das empresas listadas na BM&Fbovespa e classificadas como pertencentes ao setor de siderurgia durante o período de 2010 a 2014. No total, foram cinco empresas analisadas e, por meio de suas médias, foi calculado o desempenho do setor. Desse modo, por meio de uma comparação entre os modelos tradicionais e dinâmicos do capital de giro, utilizando, para isso, de uma metodologia descritiva de estudo multicaso, os resultados encontrados sugerem que as empresas apresentaram, em média, uma estrutura de capital de giro sustentável financeiramente e, para algumas empresas, os anos de 2012, 2013 e 2014 apresentaram significativas reduções em seu desempenho.

O contexto do nascimento da Ciência Moderna se dá na transição do feudalismo para o capitalismo. Neste período de mudanças, surgem diversos pensadores que se apresentam por caminhos distintos, porém, com o objetivo de se chegar à verdade, contrapondo-se ao pensamento predominante na época: o do catolicismo. Essa contraposição foi possível pela secularização da sociedade. Diante disso, o artigo de cunho bibliográfico apresenta brevemente os novos paradigmas da ciência moderna e, na sequência, a apologética católica frente à ciência moderna, como meio de manter sua hegemonia às formas de pensar e (re)viver a medievalidade
Uso de simulação de eventos discretos para a análise de atendimento de pequeno varejo

A melhoria do nível de serviços ao cliente é um desafio para o varejo. Entre os principais problemas enfrentados, destacam-se as longas filas de espera. Sobre isso, a simulação pode oferecer importantes informações aos gestores para definir o melhor sistema de atendimento para diminuir as filas. Esta pesquisa teve como objetivo usar a simulação para apoiar a tomada de decisão na configuração do atendimento de um pequeno varejo para reduzir as filas em uma empresa do setor de varejo de alimentos. Para isso, foram coletados os tempos de chegada e atendimento, tornando possível simular um sistema com precisão e conformidade com a realidade. Os resultados indicaram que, com a introdução de mais um operador de atendimento, seria possível reduzir significativamente o número médio de pedidos em fila no processamento do produto, melhorando, assim, o atendimento aos clientes. Portanto, o uso da modelagem computacional se revelou como uma ferramenta relevante para a tomada de decisão no pequeno varejo no que tange à simulação para diminuir as filas.
Research on SARS-COV-2 pandemic: a narrative review focused on the Italian contribution
BACKGROUND: Since late 2019, a severe acute respiratory syndrome, caused by the severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2), has spread with overwhelming speed causing over 214 million confirmed infections and more than 4.5 million deaths worldwide. In this framework, Italy had the second highest number of SARS-CoV-2 infections worldwide, and the largest number of deaths. A global effort of both the scientific community and governments has been undertaken to stem the pandemic. The aim of this paper is to perform a narrative review of the Italian contribution to the scientific literature regarding intensive care management of patients suffering from COVID-19, being one of the first western countries to face an outbreak of SARS-CoV-2 infection. MAIN BODY: We performed a narrative review of the literature, dedicating particular attention and a dedicated paragraph to ventilatory support management, chest imaging findings, biomarkers, possible pharmacological interventions, bacterial superinfections, prognosis and non-clinical key aspects such as communication and interaction with relatives. CONCLUSIONS: Many colleagues, nurses and patients died leaving their families alone. To all of them, we send our thoughts and dedicate these pages.

Deliverable 4.1 Report on inventory of R&I breakthroughs
This document is intended to serve as the basis for a common understanding within the FIT4FOOD2030 consortium when it comes to potential R&I breakthroughs, but also to stimulate the discussion taking place at the three interconnected structures of the FIT4FOOD2030 platform (City Labs, Policy Labs and the EU Think Tank) and support their roadmap definition. The process to develop this report started with initial desk research and discussion within the project consortium to define key terms, in close cooperation with WP2 and WP3 to clearly distinguish trends, breakthroughs and showcases. The compilation of an inventory for past R&I breakthroughs was based on desk research and an internal meeting with WP4 partners. Findings from WP2 and WP3 were also used in the identification of potential R&I breakthroughs. Furthermore, the survey conducted in WP3 was used to direct questions on potential R&I breakthroughs to the participants.

Effect of COVID-19 pandemic lockdowns on planned cancer surgery for 15 tumour types in 61 countries: an international, prospective, cohort study
Background Surgery is the main modality of cure for solid cancers and was prioritised to continue during COVID-19 outbreaks. This study aimed to identify immediate areas for system strengthening by comparing the delivery of elective cancer surgery during the COVID-19 pandemic in periods of lockdown versus light restriction. Methods This international, prospective, cohort study enrolled 20 006 adult (≥18 years) patients from 466 hospitals in 61 countries with 15 cancer types, who had a decision for curative surgery during the COVID-19 pandemic and were followed up until the point of surgery or cessation of follow-up (Aug 31, 2020). Average national Oxford COVID-19 Stringency Index scores were calculated to define the government response to COVID-19 for each patient for the period they awaited surgery, and classified into light restrictions (index 60). The primary outcome was the non-operation rate (defined as the proportion of patients who did not undergo planned surgery). Cox proportional-hazards regression models were used to explore the associations between lockdowns and non-operation. Intervals from diagnosis to surgery were compared across COVID-19 government response index groups. This study was registered at ClinicalTrials.gov, NCT04384926. Findings Of eligible patients awaiting surgery, 2003 (10·0%) of 20 006 did not receive surgery after a median follow-up of 23 weeks (IQR 16–30), all of whom had a COVID-19-related reason given for non-operation. Light restrictions were associated with a 0·6% non-operation rate (26 of 4521), moderate lockdowns with a 5·5% rate (201 of 3646; adjusted hazard ratio [HR] 0·81, 95% CI 0·77–0·84; p<0·0001), and full lockdowns with a 15·0% rate (1775 of 11 827; HR 0·51, 0·50–0·53; p<0·0001). In sensitivity analyses, including adjustment for SARS-CoV-2 case notification rates, moderate lockdowns (HR 0·84, 95% CI 0·80–0·88; p<0·001), and full lockdowns (0·57, 0·54–0·60; p<0·001), remained independently associated with non-operation. Surgery beyond 12 weeks from diagnosis in patients without neoadjuvant therapy increased during lockdowns (374 [9·1%] of 4521 in light restrictions, 317 [10·4%] of 3646 in moderate lockdowns, 2001 [23·8%] of 11 827 in full lockdowns), although there were no differences in resectability rates observed with longer delays. Interpretation Cancer surgery systems worldwide were fragile to lockdowns, with one in seven patients who were in regions with full lockdowns not undergoing planned surgery and experiencing longer preoperative delays. Although short-term oncological outcomes were not compromised in those selected for surgery, delays and non-operations might lead to long-term reductions in survival. During current and future periods of societal restriction, the resilience of elective surgery systems requires strengthening, which might include protected elective surgical pathways and long-term investment in surge capacity for acute care during public health emergencies to protect elective staff and services.
