Why has a large Legionnaires' disease outbreak been absent from public debate?
The Legionnaires' disease outbreak that hit Portugal in November 2014 was the third largest worldwide and was declared a "great public health emergency". Nonetheless, the Portuguese outbreak, despite killing 12 people and infecting 375 others did not promote extensive media coverage, nor did it make it into the political debate. We conducted a quantitative analysis of 83 news pieces on Legionella published in four national newspapers, and interviewed the journalists who covered this outbreak. The communication process was controlled by a small group of official sources and the outbreak was pushed away from news lineups due to two political scandals. The production of another news wave made the outbreak's news wave to break prematurely.

A pandemia causada pelo vírus SARS-CoV-2 trouxe para o campo jornalístico um conjunto alargado de especialistas, principalmente da área da saúde. No entanto, as fontes oficiais, sobretudo políticas, não perderam espaço. A elas ficou reservado o papel de decisores, mas isso nem sempre foi comunicado da melhor forma, criando-se com regularidade entropias de vária ordem. Por exemplo, por vezes não se tornou claro por que é que alguns países adotaram confinamentos severos enquanto outros rejeitaram medidas restritivas. A resposta a esta pandemia foi sempre difícil. Acima de tudo, porque o conhecimento era escasso, mas muitas vezes porque não havia cooperação e coordenação entre vários agentes, entre eles os governos, autoridades de saúde ou especialistas. Neste trabalho, procuramos saber qual o lugar das fontes oficiais na imprensa portuguesa durante os estados de emergência. Para isso, analisámos dois jornais, um de referência (Público), outro de linha popular (Jornal de Notícias), de 18 de março a 2 de maio de 2020 e de 9 de novembro a 23 de dezembro de 2020. O nosso corpus de análise é composto por 2.307 textos noticiosos: 1.850 textos foram publicados durante a primeira fase de emergência nacional, citando 4.048 fontes; e 457 foram publicados na segunda fase, apresentando a citação de 857 fontes. Como conclusões, constatamos uma grande visibilidade das fontes oficiais, particularmente do governo, sobressaindo aí o primeiro-ministro e um conjunto restrito de outros ministros. Não há propriamente ninguém que assuma o papel de porta-voz oficial daquilo que vai acontecendo, ao contrário do que é recomendado na literatura, e isso foi provocando alguns deslizes na comunicação ao longo de 2020, verificando-se no final desse ano uma subida de casos, resultante também de algumas hesitações ao nível das decisões. ; SARS-CoV-2 pandemic attracted a wide range of expert sources into journalism, especially those from the health field. Nonetheless, official sources (mainly politicians) did not become less visible. They were mainly decision-makers, even though decisions were not always well-communicated, which promoted entropy. Worldwide, countries adopted different strategies, some undergoing severe lockdowns and others rejecting restrictive measures — and that was often difficult to understand. The management of this pandemic was hard, not only due to the lack of technical knowledge but also due to the lack of cooperation and coordination amongst several stakeholders, such as governments, health authorities, or experts. In this research, we seek to understand the role of official sources in the Portuguese press during the emergency states. In order to do so, we analyzed two national newspapers, a reference newspaper (Público) and a mainstream newspaper (Jornal de Notícias) from March 18 to May 2, 2020, and from November 9 to December 23, 2020. Our corpus comprises 2.307 news pieces: 1.850 were published during the first emergency state, quoting 4.048 news sources, and 457 were published during the second emergency state, with 857 sources. We realized that official news sources are highly visible in the news, especially those from the government, such as the prime minister and a few other ministers. Although evidence recommends the appointment of an official spokesperson, that did not happen in Portugal, and it may have contributed to some lapses throughout 2020. By the end of the year, the country had an increase in covid-19 cases, and the hesitancy that characterized political decisions was also behind that.

Fizemos uma análise quantitativa das 83 notícias sobre Legionella publicadas em quatro jornais nacionais, e conduzimos entrevistas com os jornalistas que cobriram este surto. O processo comunicativo foi controlado por um pequeno grupo de fontes oficiais, e o surto foi rapidamente afastado dos alinhamentos noticiosos, sendo substituído por dois escândalos políticos. FIFA World Cup 2014 on Twitter and Facebook: more from less or less from more?
The last FIFA World Cup in Brazil presented the ambition of a global event, referring both to the number of audiences and the number of platforms involved in its coverage. Taking the advantages promoted by social media platforms and mobile technologies, media companies had the opportunity to try new strategies in a truly ambient information reality. Taking into account the development of Twitter, assuming itself as an informative and mobile platform, it becomes necessary to promote a further reflection about the impact of social media in the field of journalism. Applying this research to sport we follow other analyses made about political issues. In this study, we have analyzed 3195 post on Twitter and 665 on Facebook, made by media outlets from seven different countries, during the coverage of 32 matches of the World Cup in Brazil, in June and July 2014. ; O último campeonato do Mundo FIFA, que se realizou no Brasil, apresentou a ambição de um evento global, tanto ao nível das audiências como nas plataformas utilizadas na sua cobertura. Aproveitando as vantagens promovidas pelas plataformas de media social e os periféricos móveis, as empresas mediáticas tiveram a oportunidade de experimentar novas estratégias, numa realidade marcada pela ambient information. Tendo em conta o desenvolvimento do Twitter, que se assume cada vez mais como uma plataforma informativa móvel, é necessário refletir sobre o impato das media sociais no campo do jornalismo. With this article we aim to propose an analytical alternative to what we could call the substitution and condemnation of the spectator as an element of the new technological apparatuses. Actually, what we see in many of the current reflections on new media is that while the spectator is being accused of ultimate passivity, he is also being mobilized to emancipated action as an empowered user. Muted voices: the underrepresentation of women in COVID-19 news in Portugal
During the COVID-19 pandemic, the Portuguese media seemed to contribute to the symbolic annihilation of women. In spite of the fact that women play leading political roles as the Minister of Health and the Directorate-General of Health, women were almost mute in the COVID-19 news that was published in the Portuguese daily national press. In a sample of more than 6000 news sources, women account for less than 20% of them. Their lack of visibility in the news deepens the existing asymmetries of gender and amplifies the glass ceiling. The aim of this study was to analyze the media coverage of COVID-19 through a content analysis of the news that was published in two Portuguese daily newspapers with different editorial lines. Health policies in the news: communication strategies of the last three ministers in Portugal

Publicado em "Media literacy and intercultural dialogue : strategies, debats and good practices", ISBN 978-84-93999-5-1 ; After being involved in many polemic events for several months, Portuguese Health Minister Correia de Campos left office on January 29th 2008, and was replaced by the paediatrician Ana Jorge. It lagged behind an intense newsabilityabout health pOlicies initiated by that Minister, prolix in declarations to the media. His successor embraced a more sober style. Health policies didn'tchange much, but the news items wrote about them were drastically different In June 21 st 2011, the government team changed and a new Health Minister was sworn - Paulo Macedo - who, like his predecessor, became known for releasing moderate statements to the media, although several profound reforms in the health sector were to be expected. In this paper we want to analyse how those Mini5ters managed their relation with the media during their governments, and to understand their communication strategies and the journalists' reaction to them. We gathered every news article that mentioned health policies and was published between2008 and 2011 in three generic newspapers: a daily quality newspaper (Publico), a daily popular newspaper (Jornal de Noticias) ,and a weekly quality newspaper (Expresso). 1987 news articles were analised. Vaccination against Covid-19 — an analysis of Portuguese official sources' digital health communication ; Vacinação contra a Covid-19 — uma análise da comunicação de saúde das fontes oficiais portuguesas em ambiente digital
The covid-19 pandemic poses complex challenges to governments and health authorities all around the globe. Institutions have to cope simultaneously with the efforts to control the dissemination of the disease and the need to undertake articulated health communication procedures. This communication process is challenging to manage, due to the considerable uncertainty of the available information, the increase in misinformation stemming from a scattered (and often unmediated) mediascape, and some social groups' resistance to adhere to the recommended preventive measures. Vaccination emerges as a topic that fuels extreme positions — on the one side, the eagerness for vaccine availability (which encourages illicit attempts to get it); on the other, the obstinate refusal of vaccination (based on theories with no medical-scientific grounds). In this context, we aim to assess how the leading Portuguese governmental and health institutions communicate with their audiences in the digital environment through their official websites and online social networks. In five websites and four online social networks used by the chosen sources, we have collected the content about vaccination published between the announcement of the authorisation of the first vaccine and the beginning of the administration of the second round to health professionals. Then we have applied content analysis methodology to the corpus of this case study. The results have shown that the primary Portuguese official sources give themselves the floor regarding the covid-19 vaccination process, addressing three main themes using an eminently informative frame: vaccine administration, priority groups definition and a general approach to the vaccine. Bearing in mind health communication's primary goals — engage, empower and influence citizens — we conclude that Portuguese official sources have promoted conservative forms of communication, potentially missing the opportunity to foster a more pedagogical and customised digital communication. ; A pandemia por ...

A vacinação surge, pois, como um tema que alimenta posições extremas — desde a ânsia pela sua disponibilidade (que potencia tentativas ilícitas de obtenção da vacina) até à sua recusa intransigente (baseada em teorias sem fundamentação médico-científica). Neste enquadramento, pretendemos avaliar a forma como as fontes oficiais — as principais instituições governamentais e de saúde portuguesas — comunicam com os seus públicos em ambiente digital, nomeadamente através dos websites e das redes sociais online. Para isso, foram recolhidos os conteúdos sobre vacinação publicados em cinco sites e quatro páginas nas redes utilizadas pelas fontes analisadas, no período compreendido entre o anúncio da autorização da primeira vacina e o arranque da administração da segunda dose aos profissionais de saúde. O material em estudo foi examinado através de técnicas de análise de conteúdo. Os resultados revelaram que as principais fontes oficiais portuguesas chamam a si o protagonismo em torno da vacinação contra a covid-19, que declinam em três temas fundamentais — administração, definição de grupos prioritários e abordagens genéricas, através de conteúdos com um enquadramento maioritariamente informativo.
