O presente texto pretende refletir sobre a Organização das Nações Unidas do ponto de vista pacifista, recorrendo principalmente a um dos seus objetivos fundamentais: manutenção da paz e da segurança internacionais. Procura-se, igualmente, reforçar o importante papel do multilateralismo no sistema internacional contemporâneo, bem como o contributo da ONU para essa dinâmica. Através de uma análise qualitativa, recorre-se a fontes primárias e bibliografia crítica para explorar o carácter pacifista, e multilateral, da maior organização internacional alguma vez fundada. Conclui-se que, não obstante os desafios colocados pelo contexto international atual, em particular devido às decisões de alguns Estados-membros em relação à cooperação internacional, a ONU tem conseguido fazer vingar os seus desígnios.

In September 2015, the United Nations (UN) Member States subscribed the Sustainable Development Goals (SDG) of the 2030 Agenda (General Assembly 2015). This work makes an analysis on how Knowledge Societies can effectively contribute for the achievements of the Agenda's 17 Sustainable Development Goals. Moreover, it will be presented the research overview conducted by UNU-EGOV for producing the United Nations Educational, Scientific and Cultural Organization (UNESCO) Knowledge Societies Handbook (UNESCO/IFAP and UNU-EGOV 2016). In addition, three countries from three different Continents of Asia, Europe and Africa - China, Portugal and Uganda respectively - will be analyzed in the context of the knowledge societies architecture proposed in the handbook. For making that analysis a set of indicators collected from the "The World Bank" (The World Bank 2016) and "International Telecommunication Union" (ITU) (ITU 2015) databases have been selected. The indicators have been interpreted taking into consideration the socio-cultural, political, and economic context of each of the three countries.

Nanotechnology is a newand very promising area of research which will allow several new applications to be created in different fields, such as, biological, medical, environmental, military, agricultural, industrial and consumer goods. This paper focuses specifically on nanocommunications, which will allow interconnected devices, at the nano-scale, to achieve collaborative tasks, greatly changing the paradigm in the fields described. Molecular communication is a new communication paradigm which allows nanomachines to exchange information using molecules as carrier. This is the most promising nanocommunication method within nanonetworks, since it can use bio-inspired techniques, inherit from studied biological systems, which makes the connection of biologic and man-made systems a easier process. At this point, the biggest challenges in these type of nanocommunication are to establish feasible and reliable techniques that will allow information to be encoded, and mechanisms that ensure a molecular communication between different nodes. This paper focus on creating concepts and techniques to tackle these challenges, and establishing new foundations on which future work can be developed. The created concepts and techniques are then applied in an envisioned medical application, which is based on a molecular nanonetwork deployed inside the Human body. The goal of this medical application is to automatously monitor endocrine diseases using the benefits of nanonetworks, which in turn connects with the internet, thus creating a Internet of NanoThings system. The concepts and techniques developed are evaluated by performing several simulations and comparing with other researches, and the results and discussions are presented on the later sections of this paper.

This paper follows the research framework for context-specific public service delivery presented at ICEGOV 2016 [1]. The research has been conducted at the UNU-EGOV unit during the last year. The paper presents the research landscape for ICT enabled public service delivery scientific and policy literature. The findings are analyzed and presented in a conceptual framework allowing us to identify the core dimensions and sub-dimensions of public service delivery. The paper concludes by outlining the research gaps identified by the study and a series of policy recommendations to enhance public service delivery. Building a Smarter Planet with smarter energy are increasing concerns that touch all existing and known human areas, being them social, scientific, cultural, economical or political. In this context, Environmental Sensing and Monitoring Technologies continue to be emergent scientific researching subjects and aligned with a recent BCC Research report where three main trends are identified: a) Information and Communications Technology (ICT) and its miniatuization course; b) the bet on the sensors components; and c) the development of the environmental sensor and monitoring networks themselves, supported by already existing commercial initiatives. We believe that environmental sensing and monitoring initiatives will be gratified by new Information System (IS) architectures and collaboration protocols arising with Cloud Computing (CC) paradigm. Therefore, the aim of this paper is to: a) demonstrate that getting an efficient control and monitoring of Environmental Sensing, requires a Big Data processing and analysis capacity; b) enrich an existing proposal of a platform based on open source technology with: a) an efficient and appropriate dynamic and reconfigurable network infrastructure to support the required an expected set of sensing devices, and b) a Big Data processing engine to handle the expected variable amount of real-time data; c) evidence the relevance of human aligned communication channels to assure the effectiveness of all system; Objectively, this paper proposes an innovative monitoring platform for Environmental Sensing, supported by a cloud and ubiquitous architecture, using Big Data processing capacity, towards an efficient, effective, sustainable and passive eco-environment, where human-to-human relations allows the essential co-creation and co-decision in this business area.

The urban issue is currently of great inter-est. The cities and its multiple socio-cultural and political manifestations have been acquiring, from the technological changes of Information Society, new in-struments for ensuring the quality of the future life of most of the world population, and this subject has been named in doctrine as Smart Cities. According to this, several organizations have been gathering efforts in order to monitoring the different dimensions of smart cities. It is thus of utmost importance to analyse the main (inter) national metrics and indicators for evaluating the levels of smartness of cities, with special focus in governance. For this, and based in bibliographic revision and realizacao of conceptual proof, it is proposed an evaluation method that expresses the variables capable of enhancing the intelligent governance in Govern-ment portals. From the research undertak-en, it may be verified that studies in this field are still incipient. On the other side, in spite of the knowledge of the limits of such approach, this method will serve as a new focus on the fiability of the communication process between government and society and as source of consultation and evaluation of the intelligent governance. The objective of this work was to determine the geographic origin of the Madeiran common bean (Phaseolus vulgaris) gene pool. Phaseolin patterns of 50 accessions representing the diversity of common bean collected in Madeira, Portugal, and conserved in the ISOPlexis Germplasm Bank, were analysed using the Experion automated electrophoresis system, based on lab-on-a-chip technology. Five common bean standard varieties with typical phaseolin patterns were used to determine the phytogeographical origin of the Madeiran common bean accessions. Ninety two percent of the accessions exhibited a phaseolin pattern consistent with the one of common bean types belonging to the Andean gene pool, while the origin of the remaining 8% of the accessions was indistinguishable. The application of a similarity coefficient of 85%, based on Pearson correlations, increases the number of accessions with uncertain pattern. The analytical approach used permitted the determination of the origin of the common bean gene pool, which is Andean in 98% of the cases, and clustering of the observed variability among the Madeiran common beans. ; O objetivo deste trabalho foi determinar a origem geográfica do "pool" genético do feijoeiro‑comum (Phaseolus vulgaris) da ilha da Madeira, Portugal. Os perfis de faseolinas de 50 acessos que representam a diversidade do feijoeiro-comum coletados na ilha da Madeira, conservados no banco de germoplasma ISOPlexis, foram analisados por meio do sistema de eletroforese automática Experion, baseado na tecnologia "lab‑on‑a‑chip". Cinco variedades padrão de feijoeiro, com perfis típicos de faseolina, foram usadas para determinar a origem fitogeográfica dos acessos de feijoeiro-comum da ilha da Madeira. Noventa e dois por cento dos acessos exibiram um perfil consistente com o dos tipos pertencentes ao "pool" genético Andino, enquanto não foi possível determinar a origem de 8% dos acessos restantes. A aplicação de um coeficiente de similaridade de 85%, com base em correlações de Pearson, aumentou o número de acessos com perfil incerto. The Blue-Action the teams are working at different levels in stakeholder engagement. In the project we define direct stakeholders as the series of end-users who contribute directly to the co-design of climate services and information services, and who benefit directly from the project results. In Blue-Action WP5 "Developing and Valuing Climate Services and Information Services", the five case studies have been involving several stakeholders in their work. Most of the stakeholders in the case studies are direct "beneficiaries" of the project in terms of EU funding, i.e. fully-fledged partners receiving Horizon 2020 funding for their activities in the project who contribute to the co-design of the climate and information services in this project. Additional indirect stakeholders are involved in the activities planned together by our WP5 and WP8 "Communication, Dissemination, Engagement and Exploitation" and benefit from the co-designed products and services. This report concerns delivery D8.13: Roadshow showing the mid-term results of WP5 to larger business audiences which is part of a larger focus on Engagement with emerging business actors. In Blue-Action WP5, the set of five case studies bring scientists together with stakeholders (local government and business players) to co-develop products that "translate" the model outputs and improved modelling skill developed in the Blue-Action WPs 1-4 into societal- and sector-relevant products i.e. climate services and targeted information services. The goal is to establish a dialogue between the WP5 Case Studies, the project scientists, going beyond the cooperation achieved in WP5, and fostering cross-fertilisation of ideas, inspiration and synergies with other business sectors and potential end-users of the climate services under development in WP5.
