Die Reflexion über die Wirkung des Staatstheoretikers H. Heller wird zum Anlaß genommen, über die ideologische Basis und die materiellen Bedingungen der Auseinandersetzungen im Spanien der vergangenen 50 Jahre zu diskutieren. Dazu werden die wichtigsten Stationen der Heller-Rezeption aufgezeigt und Hellers Platz in der ideologischen Konfrontation bestimmt. Ergebnis ist, daß Hellers ideologische Ortsbestimmung in Spanien immer nur die fundamentalen Konflikte reflektiert hat: "erstens den Konflikt der sich gegenseitig bekämpfenden Bourgeoisie und zweitens den Konflikt zwischen der Definition der Situation durch die führende Schicht und dem Emanzipationsstreben der Mittelschichten, der innerhalb des franquistischen Spaniens ausgetragen wurde." Im liberalen Spanien stellt sich die Problematik anders; in der heutigen Demokratie wird die Frage nach der Ausgestaltung von Rechts- und Sozialstaatlichkeit als mit Hellers Grundideen prinzipiell lösbar betrachtet. Based on representative national surveys carried out in Spain in 1978, 1980, & 1984, the evolution of the Spanish party system is examined, emphasizing the development of partisan loyalties. It is shown that Spanish citizens quickly developed stable self-locations on a Left-Right scale; however, identifications with particular parties have been slower to develop. It is argued that this tendency has been the result of the volatility of parties, especially the disintegration of the governing union of the Democratic Center, & not volatility on the part of the electorate. 2 Tables.
