Cualquier estrategia orientada a reducir las tasas de emigración de trabajadores mexicanos a Estados Unidos modificando las condiciones de vida en las "zonas de expulsión" debe primero identificar y reconocer tales zonas. Al realizar una prueba piloto en el estado de Zacatecas, hemos identificado aquellos municipios de la entidad que contribuyen en mayor medida a la migración de trabajadores hacia Estados Unidos; hemos corroborado in situ, después, nuestros hallazgos, y nos hemos aproximado a la geografía y a la economía de tales municipios que integran una zona o región "expulsora" de este estado. Ello ha quedado documentado en un informe titulado "Zacatecas: sus áreas expulsoras de mano de obra. Aproximación preliminar", que elaboramos recientemente para la Comisión para el Estudio de la Migración Internacional y el Desarrollo Económico Cooperativo del congreso norteamericano. Este documento es una síntesis de dicho informe.

The migration process is interpreted in a different way when researchers live in so-called societies of origin, than when it is interpreted from societies of destination even when research work is multi-situated. The localization of researchers in this field involves numerous factors that influence the modalities for conducting research. Research agendas are clearly mediated by these localizations, and this book on the contemporary social sciences points out those mediations, breaking with the dichotomous readings that are implicit in this migration process (origin-destination, north-south, and cause-effect, to mention just a few). In the individual chapters, priority is given to presenting the modalities through which research is conducted in multidisciplinary or interdisciplinary teams on the American Continent. In summary, the focus of this book is on the narrative of methodological experience of the Practice of Research on Migration and Mobilities.

The aim of this paper is to analyze the main changes in the volume, tendencies, and modalities of qualified migration in Mexico during the last years. This information is key to evaluate the contribution of this population sector to the development of the country. The data sources used here are the Mexican Population and Housing Censuses of 2000 and 2010 as well as the Intercensal Survey of 2015. The results obtained show a gradual increase of skilled immigration in Mexico, mainly of professionals from different fields of knowledge, but also academics, scientists, and researchers, who are mostly natives of the United States, Spain, Colombia, Argentina, and Venezuela. In terms of socioeconomic integration in the country, the data reveal that the vast majority of this skilled labor is incorporated into the Mexican labor market as employees in the education sector (public or private) and the maquiladora and automotive industries as well as personal services.

El inusitado colapso político, económico y social de Venezuela devino en una migración masiva e inesperada, que se dirigió principalmente a países de América Latina. Este artículo indaga cómo, al amparo de los marcos jurídicos vigentes, se producen los procesos de incorporación de esta población que huye desde una crisis humanitaria hacia diversos países de la región latinoamericana. Algunos de ellos con marcos normativos de impronta progresista y más consolidados, mientras otros en una etapa en transición o de rezago, pero en la mayoría de los casos, se trata de países con poca o nula experiencia de acogida de migración. Se analiza evidencia que combina la revisión de leyes, políticas migratorias y medidas ad hoc diseñadas para responder a la migración venezolana, junto con los resultados de una investigación de corte cualitativo, basada en más de 200 entrevistas semiestructuradas a personas migrantes recientes en once países latinoamericanos. Los principales resultados dan cuenta de un gradiente que va desde la desprotección a la seguridad jurídica. Este gradiente abarca la improvisación de instrumentos coyunturales, dentro de los que se encuentran las respuestas de Colombia, Chile, Perú o Brasil, y la implementación de marcos normativos más consolidados -México, Uruguay, Argentina-, que han entendido a la migración con una orientación hacia el enfoque de derechos. ; The unprecedented political, economic and social collapse of Venezuela became in a massive and unexpected emigration, which was mainly directed to Latin American countries. This article aims to investigate how the processes of incorporation occur within the legal frameworks for migration enforced in Latin American countries. Where some of them rely on normative frameworks of progressive and more consolidated imprint, others experience a transition or stand at a delay stage, but in general, these are countries with little or no experience of receiving immigrants. The evidence analyzed here combines the documentary review of laws, migration policies and ad hoc measures designed to respond to Venezuelan migration, with the results of a qualitative investigation based on more than 200 semi-structured interviews with recent migrants in eleven Latin American countries. The main results point to an array of responses that goes from lack of protection to legal certainty. This gradient goes from the improvisation of specific instruments, such as the responses from Colombia, Chile, Peru or Brazil, to the enforcement of more established regulatory frameworks -Mexico, Uruguay, Argentina- that conceive migration from the human rights perspective.
