This Open Access book provides detailed information about the incoming Mexican Emissions Trading System, including an analysis on why the system was implemented, how the system was designed, how it operates, how it could work, and how it could be strengthened by 2023 when it will be formally launched. This document is aimed at those who want to understand how an ETS can operate in an emerging economy. Although it has been written for experts and non-experts, this book does not provide the underlying theory of market-based instruments and emissions trading systems in general. The book can be read from start to finish, but can also be used as a reference for specific components of regional ETSs. The book draws upon a meticulous study of background documents and fieldwork from different authors to tell the story of how a Mexican ETS, the first of its kind in Latin America, can be set in the country. The emissions trading system cover many greenhouse gas emissions and has been hailed as one of the cornerstones of the Mexican climate policy. The book also examines and explains how the ETS is designed and implemented.

The article analyzes the trends in the voluntary carbon markets in the United States, Canada, and Mexico, arguing that the situation in the region is dynamic, with a shifting legislative panorama, even though it is still unclear how these new markets regulatory and institutional framework will operate. Given that the international markets themselves have regulatory deficiencies, what will the governance options for these mechanisms be in the North American region and what institutions could ensure their efficacy? How could today s North American, currently very fragmented, markets be integrated? What role will they play in the broader context of international emissions trade in the post-Kyoto regime?. ; Tras analizar las tendencias de los mercados voluntarios de carbono en Estados Unidos, Canadá y México, se observa que existe una situación dinámica en la región, con un panorama legislativo cambiante en la materia, aunque resta por aclarar cómo funcionarán los marcos regulatorios e institucionales de dichos mercados. Dadas las fallas regulatorias en los mercados internacionales, este artículo explora cuáles serían, entonces, las opciones de gobernanza de estos mecanismos en la región norteamericana, qué instituciones podrían asegurar su eficacia, cómo podrían integrarse los actuales mercados norteamericanos, actualmente muy fragmentados, y qué papel jugarán en un contexto más amplio de esquemas de comercio internacional de emisiones en el régimen posterior a Kioto.

AbstractThis paper questions the pertinence of the humanitarian aid localization agenda in Latin America, at least in the narrow sense embraced by the 2016 World Humanitarian Summit. Localized support has been the standard practice in the region for decades, thanks to at least two correlated factors: the Monroe Doctrine limiting intervention to the USA and regional efforts to resist such intervention. Instead, humanitarian action in the region is an example of a particular way of understating localization, mainly specialized support to specific issues, no distinction between humanitarian or development divisions, and coexistence of different response approaches, synthesizing international and local experiences that intermingle with community practices and traditions, under national government leadership. Governments, together with NGOs, civil protection, and other relevant actors from international cooperation and development, engage in crises based on a long-standing tradition of risk management at national and regional levels. Fears of abuses hidden behind the non-interference principle, human rights activism, and disaster risk management approaches to emergencies created a complex ecosystem for humanitarian localization.

Le modèle actuel de gouvernance mondiale se caractérise par l'interaction de plusieurs systèmes et variables non linéaires. Il en résulte un environnement complexe qui pose des défis importants à l'UE et aux autres acteurs politiques et économiques du Nord et du Sud. La fragilité, les menaces climatiques face aux menaces sécuritaires ainsi que la transformation numérique constituent un cadre mondial dans lequel l'UE et ses partenaires mondiaux doivent aller de l'avant. Dans cet article, nous analysons certains de ces systèmes de gouvernance complexes auxquels l'UE fait face. Nous soutenons qu'il devient nécessaire d'aller au-delà des approches réglementaires traditionnelles d'élaboration de règles, de conformité et de leur application ; il s'agirait surtout d'adopter de nouveaux cadres de gouvernance. Il s'agit notamment d'améliorer l'interaction entre la science et la politique, en favorisant et engageant des dialogues sur des décisions et des actions environnementales complexes, tels que l'interaction entre le changement climatique et la numérisation. Une collaboration plus efficace entre les différents secteurs, y compris le secteur privé, peut contribuer à optimiser les structures de gouvernance et à atteindre des résultats durables dans un monde aux systèmes complexes.

A través de la cooperación internacional ambiental en su sentido amplio (político, técnico y financiero) México ha ido fortaleciendo su agenda nacional ambiental, a la vez que se posicionó como un referente regional y global en la materia. Este artículo recorre el papel de México como receptor y oferente de cooperación para el medio ambiente entre 2010 y 2020, analizando también el papel de la Agencia Mexicana de Cooperación internacional para el Desarrollo (AMEXCID).
