Die Erwerbstätigkeit von Frauen ist in den letzten Jahrzehnten sowohl in Deutsch-land als auch in Frankreich gestiegen. Aber es bestehen erhebliche Unterschiede im Beschäftigungsmuster: Während in Frankreich viele Frauen auch mit kleinen Kindern einer Vollzeit-Beschäftigung nachgehen, arbeitet in Deutschland ein großer Anteil in Teilzeit sowie in geringfügigen Beschäftigungsverhältnissen. Gleichzeitig liegen die Geburtenraten in Deutschland und Frankreich weit aus-einander. Zusammenfassung
Obwohl Deutschland und Frankreich in ökonomischer, politischer und institutioneller Hinsicht im Vergleich anderen europäischen Ländern viel Ähnlichkeit aufweisen, sind in Deutschland die Geburtenraten und die Vollzeit-Erwerbstätigkeit der Frauen wesentlich niedriger als in Frankreich. Die Ursachen hierfür werden oftmals dem in Deutschland im Vergleich zu Frankreich unzureichenden System staatlicher Kinderbetreuung zugewiesen. Vorliegender Artikel zeigt jedoch, dass auch Unterschiede im System finanzieller Unterstützung von Familien wesentlich dazu beitragen, dass in Deutschland Beruf und Familie schwieriger vereinbaren sind als in Frankreich. Der Artikel beschreibt die wesentlichen Unterschiede der vier Hauptinstrumente finanzieller Unterstützung von Familien in beiden Länder (Pauschalzuschüsse für Kinder, finanzielle Unterstützung der Elternzeit und der Kinderbetreuung, Besteuerung des Familieneinkommens) und veranschaulicht, wie das Zusammenwirken dieser Instrumente dazu führt, dass in Deutschland Mütter wesentlich mehr aus dem Erwerbsleben gedrängt werden als in Frankreich.

This PhD thesis in economics shows that women's labour market participation, macroeconomic growth and familypolicies are closely linked to each other. Whereas there exists clear theoretical and empirical evidence that female labour market participation unambiguously promotes GDP growth, the inverse impact of GDP growth on female labour market participation is not as clear in the existing literature. While some economists assume a strictly positive impact of growth on female labour market participation, recent studies suggest that growth decreases female labour market participation at early stages of economic development and increases it at later stages only. The convex impact, also known as "feminisation U" hypothesis, has not yet been proven empirically, as existing time series and cross country studies do not offer precise results so far. I test the "feminisation U" hypothesis based on panel data that spans over 180 countries and over 40 years, which allows to adequately take into account endogeneity problems. The analysis confirms the "feminisation U" hypothesis and makes clear that simply relying on macroeconomic growth is not suffiecient to promote female labour market participation. Equalising institutions that explicitly promote women's, and especially mothers' labour market participation are necessary not only in developing but also in industrialised countries. Yet, the analysis shows further that in most European countries, the redistributive character of several family policy instruments risks discouraging mothers' labour supply. Während sowohl theoretisch als auch empirisch eindeutig bewiesen ist, dass die Arbeitsmarktbeteiligung von Frauen eindeutig das Wachstum des Bruttoinlandprodukts fördert, gibt es bis heute keine klare Antwort auf die Frage nach der umgekehrten Wirkung von ökonomischem Wachstum auf die Arbeitsmarktbeteiligung von Frauen. Einige Ökonomen gehen von einem rein positiven Einfluss aus, allerdings legen jüngste empirische Arbeiten eher nahe, dass ökonomisches Wachstum die Arbeitsmarktbeteiligung von Frauen erst senkt und erst ab einem höheren Einkommensniveau erhöht. Dieser konvexe Einfluss, auch bekannt als die "feminisation U" - Hypothese, konnte von bisherigen Zeitreihen- und Querschnittsstudien noch nicht eindeutig empirisch bewiesen werden. Ich teste diese Hypothese empirisch mit Makro - Paneldaten, die sich über 180 Länder und 40 Jahre erstrecken. Diese Datenstruktur ermöglicht es, auf Endogenitätsprobleme adäquat einzugehen. Meine Analyse bestätigt die "feminisation U" – Hypothese und zeigt auf, dass ein Vertrauen auf die Kräfte makroökonomischen Wachstums nicht ausreichend ist, um die Arbeitsmarktbeteiligung von Frauen zu erhöhen. Gleichstellungsfördernde Institutionen, die die Arbeitsmarktbeteiligung von Frauen, und insbesondere von Müttern, explizit fördern, sind nicht nur in Entwicklungs- sondern auch in Industrieländern von Nöten. Allerdings zeigt die vorliegende Analyse, dass in vielen europäischen Ländern der redistributive Charakter vieler familienpolitischer Instrumente das Arbeitsangebot von Müttern negativ beeinträchtigt. Es scheint daher angebracht, den Mix der familienpolitischen Instrumente kohärenter zu gestalten, damit gleichzeitig Familienarmut bekämpft und die Arbeitsmarktbeteiligung von Frauen sowie auch die Geburtenraten in Europa erhöht werden können.

La fécondité a baissé rapidement dans les pays de l'OCDE dans la seconde moitié du xx e siècle, époque marquée par un progrès économique continu dans ces pays. Un retournement s'est cependant produit dans la dernière décennie, la fécondité se mettant à réaugmenter dans les pays les plus développés sans que le progrès économique ne cesse pour autant. Il semble donc ne pas y avoir de relation simple entre niveau de développement économique et fécondité. Les évolutions observées dans les trente pays de l'OCDE entre 1960 et 2007 montrent que la relation entre le produit intérieur brut (PIB) par habitant et la fécondité, négative au départ – un PIB plus élevé était associé à une fécondité plus basse – devient en général positive à partir d'un certain niveau de développement – la fécondité augmente avec le PIB –, mais que ceci n'est pas vrai dans tous les pays. En distinguant dans le PIB par tête la part due à la productivité du travail de celles liée au temps de travail et à l'emploi, la hausse du PIB ne semble associée à celle de la fécondité que lorsque la croissance économique est liée au développement de l'emploi féminin. La conciliation entre famille et emploi est certainement l'une des clés du retour à une fécondité plus élevée.

The report provides a review of recent literature and available data material on the direct and indirect costs of raising children in the European Union (using international as well as particularly important national studies). Ground breaking studies from countries outside the EU, of particular interest from a methodological point of view, are also included in the review. Focus is on the following kinds of costs of having and raising children over the long and short term: - Direct financial costs, e.g. for housing, health care, education, child care, - Indirect financial costs, e.g. for lost income, lost pension rights, lost career prospects etc. , also taking into account the impact on gender roles and gender equality. The costs of raising children are examined at the different phases of their development, from birth through to the age at which they become autonomous. The overview also summarizes knowledge on the main determinants of costs, including, the effects of the number of children, the socio-economic status of parents, and the family structure. Significant differences in cost levels and structures across Member States are identified. The overview also identifies gaps in the available knowledge, and highlights some issues for future research that have the potential to contribute to a better understanding of the policy impact and to better comparability across the European Union.
