The European Union identifies the cultural heritage of cities as the main driver of development strategies. From this perspective, adaptive reuse can play a decisive role not only in terms of increasing the life cycle of the heritage but also as an urban strategy capable of generating new economic, cultural, and social values, thus supporting innovative dynamics of local development. The aim is to propose an integrated evaluation model based on the combined use of multi-criteria techniques, which helps to classify adaptive reuse strategies of unused cultural heritage assets and supports decision-makers in the implementation of development strategies in vulnerable contexts. The case study focuses on the potential reuse of some historical fortifications located along the coasts of the Strait of Messina in Southern Italy. The results obtained show that the proposed model can be a useful decision support tool, in contexts characterized by high complexity, able to guarantee the transparency of the decision-making process, and in which it is necessary to highlight the elements that influence the dynamics of the choice for the construction of shared development strategies.

In the current scientific debate, cities represent the contexts in which resources, capital, skills, and talents are concentrated and, at the same time, they are places where many challenges are concentrated regarding environmental (pollution, waste, climate change), economic (unemployment, social exclusion, well-being), political (instability in governance processes, lack of strategic planning), and cultural (training, creativity and innovation) dimensions. The city and historic centers in particular, are able to experiment the paradigm shift from a linear economy to a circular economy, in which synergic, fair, and inclusive processes capable of activating new forms of urban productivity and social and economic innovation are promoted. In particular, the European Commission identifies cultural heritage as the main driver of development and supports strategies in which it is considered as one of the founding elements of possible transformations, which can be activated through mixed top-down/bottom-up approaches, in the short and long term. In this perspective, cultural heritage can play a decisive role in terms of the urban strategy capable of generating new economic, cultural, and social values, which trigger innovative dynamics of local development. To address current urban challenges, this paper attempts to use a multi-criteria analysis to decision support, starting with a Multi-Stakeholder Decision Analysis (M-SDA), in order to assist decision makers in choosing suitable scenarios to trigger circular development processes, taking into account the role of cultural heritage in a systemic landscape perspective. The result is a hybrid methodological approach for designing complex urban regeneration processes able to assess which new uses/functions and potential actions, identified by the involved community, can trigger a circular development model which could be more suitable to implement a model of &ldquo ; culture-led&rdquo ; and &ldquo ; community-driven&rdquo ; development.

Fewer resources always available, the importance of the time during transformation processes, the rational legitimacy of choices - pose a number of difficult problems to solve that lead to the need to experiment with new tools to support decision makers, from the early stage of planning or in the pre-design phase (Saaty, 1990; 2008).In this valuation context of compatible functional solutions, the Multiple-Criteria Decision Making (MCDM) methodologies (Roy & Bouyssou, 1993), and the Analytic Hierarchy Process (AHP) in particular, play a significant role as they allow to be taken into account all the intrinsic values of the assets in question, both economic and extra-economic. The use of these methods can provide choices that are not always based on the best cost-benefit ratio (Nesticò, Macchiaroli, & Pipolo, 2015). As well as guaranteeing the presence and the clarification of different values, the formalisation of an evaluation process carried out in these terms, expression of the community needs, also allows the control and the correspondence between general and specific choices. Since the asset is of particular value, it is, however, necessary that the various criteria and weights taken on the basis of the evaluation are shared by the community or rather, by direct users and by potential or future users.

Abstract The increased competition between territories following the globalization of the market economy of the last three decades is accompanied by a change in policy for the development of peripheral and marginal areas, where local specificities become potential resources for the local development of virtuous, integrated and sustainable paths. Particularly influential in this change is the paradigm of local development. Local contexts produce tangible and intangible assets which, if properly exploited, can generate external economies which would be of useful action for firms in the territory. The paper focuses on regional marketing and regional tourism and offer management of community type activities (in negotiated or participated government models) illustrating a governance model through the interpretation of requirements and expectations of all local tourist destination stakeholders. It knows how to implement a policy of sharing decisions with all the actors of the network, which is essential for the planning and the promoting of an integrated tourist offer.

​This open access book presents the outcomes of the symposium "NEW METROPOLITAN PERSPECTIVES," held at Mediterranea University, Reggio Calabria, Italy on May 26–28, 2020. Addressing the challenge of Knowledge Dynamics and Innovation-driven Policies Towards Urban and Regional Transition, the book presents a multi-disciplinary debate on the new frontiers of strategic and spatial planning, economic programs and decision support tools in connection with urban–rural area networks and metropolitan centers. The book aims to face the challenge of post-COVID-19 dynamics toward green and digital transition, between metropolitan and return to villages perspectives. It presents a multi-disciplinary scientific debate on the new frontiers of strategic and spatial planning, economic programs and decision support tools, within the urbanrural areas networks and the metropolitan cities. The book focuses on six topics: inner and marginalized areas local development to re-balance territorial inequalities; knowledge and innovation ecosystem for urban regeneration and resilience; metropolitan cities and territorial dynamics; rules, governance, economy, society; green buildings, post-carbon city and ecosystem services; infrastructures and spatial information systems; cultural heritage: conservation, enhancement and management. The book will benefit all researchers, practitioners and policymakers interested in the issues applied to metropolitan cities and marginal areas.

Southern Italian cities are often characterized by widespread phenomena of illegal settlements, that have resulted – among other things – in a worsening of the quality of life in the urban-rural interface, and the weakening of the considerable architectural interest of the entire city. The goal of this paper is to propose an approach that would help rehabilitate what is already built, and in so doing improving on the quality and liveability of those cities. This approach is based on a particular methodology based on the promotion of Urban Complex Programs (PUC), which provide a system of development rights resulting from the demolition of unfinished illegal settlements. The benefits of this approach are many, including improvements in efficiencies and safety, meeting demands of environmental protection and reducing consumption of energy, seismic risk prevention and improving the liveability and attractiveness of the areas with illegal settlements. These benefits can be obtained only on one condition: that they are based on a system of collective and public amenities in accordance with the principle of sustainability in multiple dimensions (environmental, cultural, technological, political, institutional, social and economic). But for this approach to be viable it needs also to be convenient for the private actors aswell. With this paper we hope to provide first an original approach that can improve the conditions of cities burdened with the problems of illegal settlements that is both sustainable and convenient and, second, an instrument that can provide information for both the public and private sectors on the fairness of the procedure and their mutual interest in pursuing this approach.DOI: http://dx.medra.org/10.19254/LaborEst.09.13
