ABSTRACT Objective: this work emphasizes the information technology governance (ITG) behavioral expression and aims to identify whether individual behavior contributes to the increase of the perceived maturity of the ITG mechanisms. The organizational citizenship behavior (OCB) concept was the base to develop a model of relations between individual behavior and ITG maturity. Methods: we carried out a survey with 243 IT personnel of the executive branch of a Brazilian state government. We used partial least squares as data analysis technique. Results: the findings show the existence of a positive and significant relationship between the variable spirit of initiative and the perceived maturity of the ITG mechanisms. Conclusions: the impact of ITG changes in individuals' behavior needs to be considered, which reinforces that ITG is a critical resource for implementing public policies and executing governmental strategies. In order to raise the IT governance maturity, managers should foster the spirit of initiative in their teams, acting on their antecedents such as feelings of control, complexity, self-efficacy, and responsibility for changes. Consequently, individuals can make a deliberate decision, constantly evaluating the likely outcomes of their behaviors in favor of the adoption of ITG mechanisms.
Neste estudo, objetiva-se realizar a análise de conteúdo em artigos de uma base de dados confiável, que tratem da teoria da perspectiva e dos riscos envolvidos no processo de tomada de decisão, avaliando alguns critérios referentes a abordagens teóricas e metodológicas que possibilitem sua análise conjunta e comparativa. Para tanto, foi realizada uma busca na base de dados ProQuest que resultou em 15 artigos que foram submetidos ao processo de análise de conteúdo, com base na avaliação de nove fatores identificados pelos pesquisadores. Dentre os resultados, destaca-se a postura crítica à teoria da perspectiva, em contraponto à afirmação de sua capacidade de representatividade de situações reais e aplicação em situações diversas.
Purpose – The purpose of this paper is to address the process of organizational governance of IT resources, called IT governance (ITG), especially its behavioral approach. The organizational citizenship behavior (OCB) concept was used to understand the relationship between the behavioral dimensions and the perception of ITG effectiveness. The objective of this research is to identify if individuals' behavior contributes to a greater perception of ITG effectiveness in public organizations. This is an exploratory and descriptive research with a quantitative approach. Design/methodology/approach – This was an exploratory and descriptive research with a quantitative approach. A survey with IT teams of public organizations in a Brazilian state was performed, and data were analyzed through partial least squares. A positive and significant relationship between the variables Spirit of Initiative (R2 ¼ 0.2926) and Identification with the Organization (R2 ¼ 0.1276), and the perception of ITG effectiveness was found. Findings – Results showed that when OCB levels are higher, ITG is more easily perceived as effective. This occurs because the predisposition to adopt ITG mechanisms increases the changes in the governance process, which are understood as significant by the organization. In addition, it is important to consider the impact of change on individuals, due to ITG adoption. This reinforces that ITG is not just about the IT department, but also refers to its adoption and use throughout the organization as a key resource for the implementation of public policies and for following governmental strategies. Research limitations/implications – The predictive capacity of the proposed relationship model requires a larger number of confirmatory studies. Its application is suggested in other federative units or in private organizations. Practical implications – OCB increases the predisposition to adopt ITG mechanisms, provided they understand that changes in the governance process are important to the organization. The change impact on individuals due to ITG adoption is also relevant, which shows that ITG is not only about the IT department, but also about IT adoption and its use throughout the organization. Originality/value – The paper helps understanding the behavioral effects on the effectiveness of the GTI, since the simple adoption of GTI mechanisms does not guarantee that they are effective in achieving its objective of responding to governmental demands.
O processo de transparência dos governos para a sociedade utilizando informação com o objetivo de accountability é mais efetivo com as utilização de Tecnologias da Informação e Comunicação (TICs). As TICs tem sido usadas para fornecer serviços governamentais mais eficientes e, mais recentemente, como base para inciativas de Governança Digital, a qual vai além da oferta de serviços eletrônicos, envolvendo a participação do cidadão. O objetivo deste artigo é identificar barreiras para a adoção dos objetivos estratégicos relacionados à transparência de acordo com a Política de Governança Digital lançada recentemente pelo Governo Federal, Entrevistas semiestruturadas foram conduzidas com gestores de organizações públicas de um estado da federação. Um conjunto de 13 diferentes barreiras foi identificado, e as que tiveram maior número de ocorrência foram as institucionais, a qualidade da informação, complexidade da tarefas, falta de suporte político, resistência dos servidores públicos em usarem TICs e falta de confiança nas instituições.
O artigo tem por objetivo comparar as diferenças nas preferências por contato social dos estudantes de cursos de Administração com alunos de outros cursos de graduação no contexto brasileiro. As preferências por contato social foram analisadas com base nas motivações que levam à interação, após as três dimensões que representam recompensas sociais almejadas pelas pessoas ao estabelecerem contatos com seus semelhantes: o estímulo positivo, a atenção e o apoio emocional. Complementarmente, também se utilizou o conceito de preferência por solitude, que representa a preferência pela ausência de interação social. O método de pesquisa foi composto por uma pesquisa survey de natureza exploratório-descritiva, respondida por 150 estudantes de Administração e 153 alunos dos cursos de Serviço Social, Sistemas de Informação e Análise de Sistemas de duas universidades de Porto Alegre. Os resultados apresentam as diferenças e semelhanças entre o estudante de Administração e de outros cursos quanto às motivações por contato social e à preferência por solitude, bem como analisa perfis de estudantes agrupados de acordo com o que os motiva a interagir com os outros.
Purpose The relationship between citizens and government has been gradually changing from government centered to citizen centered. These changes can be understood from the public value perspective, which is a promising way to foster the use of electronic services (e-services) by citizens. The purpose of this paper is to analyze how key drivers for public value creation can enhance adopting electronic public services by citizens. The use of e-services as a basis for applying smart technologies is also discussed.
Design/methodology/approach A qualitative study based on both a systematic literature review and a case study of an e-service provided by a Brazilian state government.
Findings The study identifies that creating public value happens only after adopting e-services and that public value can be perceived directly by those who use the service or indirectly by the observation of people who have adopted it. A two-dimensional framework showing the direct and indirect factors that drive public value creation is proposed based on the data collection and literature review.
Research limitations/implications The proposed conceptual framework remains untested and the data collection in the Brazilian context might be a limitation. Other studies could gather data based on the collective uses of e-services.
Originality/value The framework can be used in other studies concerning public value creation. Public managers might consider its drivers when planning e-services as a way to link them to social, political and collective issues in addition to smart technologies.
Open Government Data is the data made available free of charge by government entities and can be freely used, reused and redistributed by any person. Open Government Data Portals need to address a number of mechanisms so that society can effectively discover, extract, and utilize the data. The research focus is the identification of mechanisms that can increase transparency in Brazilian Open Government Data Portals. Through the use of scientific literature and the data collection with experts and users, 18 mechanisms have been proposed to increase the degree of transparency in Open Government Data Portals. The results showed that the evolution of the use and research on open data allowed the authenticity, irrefutability, integrity, compliance, breadth, reliability, comprehensibility, citizen participation, referential integrity, and connected data mechanisms to be added to the eight original mechanisms defined by the Open Government Working Group. The classification of these mechanisms and the definition of identifiers made it possible to evaluate the main Brazilian Open Data Portal (dados.gov.br). The criteria and ease of future reapplication will allow comparison with other national portals, serving as a benchmarking to public managers, stakeholders and researchers in the area. ; Los datos abiertos gubernamentales son la información disponible de forma gratuita por entidades gubernamentales, que puede ser libremente utilizada, reutilizada y redistribuida por cualquier persona. Los portales de datos abiertos gubernamentales deben seguir una serie de mecanismos para que la sociedad pueda realizar efectivamente el descubrimiento, la extracción y la utilización de los datos. El foco de esta investigación es la identificación de los mecanismos que amplían la transparencia en portales de datos abiertos de gobiernos brasileños. Por intermedio de la literatura científica y de la recopilación de datos con especialistas, se han propuesto 18 mecanismos que buscan ampliar el grado de transparencia en portales de datos abiertos gubernamentales. Los resultados demostraron que la evolución del uso y de investigaciones sobre datos abiertos posibilitaron agregar los mecanismos autenticidad, irrefutabilidad, integridad, conformidad, amplitud, confiabilidad, compresibilidad, participación ciudadana, integridad referencial y datos conectados a los ocho mecanismos originales definidos por el Open Government Working Group. La clasificación de esos mecanismos y la definición de identificadores posibilitaron evaluar el principal portal de datos abiertos del gobierno brasileño (dados.gov.br). O foco desta pesquisa abrange a identificação dos mecanismos que ampliam a transparência em portais de DAG brasileiros. Por intermédio da literatura científica e da coleta de dados com especialistas e usuários, foram propostos 18 mecanismos que visam a ampliar o grau de transparência em portais de DAG. Os resultados demonstraram que a evolução do uso e das pesquisas sobre dados abertos possibilitaram agregar os mecanismos de autenticidade, irrefutabilidade, integridade, conformidade, amplitude, confiabilidade, compreensibilidade, participação cidadã, integridade referencial e dados conectados aos 8 mecanismos originais definidos pelo Open Government Working Group (OGWG). This study analyses the future intention to disclose personal information in order to use mobile applications (apps) and the framing effect in relation to privacy concerns. To test the effects, an experiment was conducted involving 405 participants, using a single-factor design with independent groups and covariates. The results indicate concern about privacy is negatively related to the future intention, confirming the effects of framing on future intention, with the effect being negative in relation to the negative framing of trust beliefs and positive in relation to the positive framing of risk beliefs, while the moderating effect was not confirmed. Thus, this paper contributes to two specific areas: 1) privacy, because it confirms the relationship between information privacy concerns and future intention (new proposed scale); and 2) decision-making, as it demonstrates the effects of framing on risk and trust beliefs in future intentions, which, as far as is known, has not previously been shown.
Medir o desempenho organizacional é um grande desafio para as empresas. Nesse sentido, merece destaque o Modelo de Medição de Desempenho Organizacional (MMDO) Balanced Scorecard (BSC). Entretanto, o modelo Performance Prism (PP) dá grande ênfase aos stakeholders organizacionais e afirma que o BSC trata-os de forma superficial, valorizando mais os acionistas (shareholders) e os clientes. Assim, o objetivo desta pesquisa é identificar as contribuições do PP ao BSC, sob a perspectiva dos stakeholders. Para isso, elaborou-se um roteiro semiestruturado de entrevistas que foi aplicado com profissionais da área de estratégia. Paralelamente, comparou-se a estrutura dos modelos visando enriquecer os resultados obtidos, além de complementar as análises das percepções dos entrevistados. Os resultados mostraram-se muito relevantes, visto que importantes contribuições identificadas do PP ao BSC contrapõem as próprias críticas originais do PP, que em grande parte se tornaram questionáveis por meio da percepção dos entrevistados e da comparação entre os modelos.
Gestão de projetos e gestão estratégica são assuntos de grande relevância no ambiente corporativo, apesar de normalmente serem tratados isoladamente nas organizações. Entretanto, para Westphal et al. (2008), uma das formas de ligação entre gestão de projetos e estratégia se dá através da maturidade em gestão de projetos, e a obtenção desta maturidade exige uma série de ações que podem ser caracterizadas como fatores críticos (Rabechini Jr. & Pessoa, 2005). Outra forma de se buscar esta ligação é através do conceito de mapa estratégico que, segundo kaplan e Norton (2004, p. 10) "representa o elo perdido entre a formulação e a execução da estratégia". Neste estudo objetiva-se avaliar a aplicabilidade de um mapa estratégico sob a perspectiva dos fatores críticos para a maturidade em gestão de projetos, proposto por Silva Jr. e Luciano (2010). Para tanto, foi realizado um estudo de caso de abordagem qualitativa e natureza exploratória em uma instituição financeira de grande porte, onde foram aplicados três roteiros de entrevistas a nove profissionais, sendo três dirigentes, três gerentes de projetos e três gerentes funcionais, bem como foi criado um padrão de representação gráfica referente às situações possíveis de aplicabilidade dos objetivos estratégicos do mapa proposto no caso em estudo. Como resultado, verificou-se uma importante contribuição acadêmica para a vaga e escassa literatura sobre a relação entre gestão de projetos e estratégia organizacional, além da identificação de possibilidades de melhorias para a organização, impossíveis de ser percebidas de outra forma.

O presente estudo objetiva identificar fatores sociais, técnicos e financeiros inibidores da adoção de Tecnologia da Informação em duas microrregiões da Região Sul do Brasil. O método utilizado foi uma pesquisa descritiva. A análise dos dados foi realizada demonstrando como os fatores mencionados na literatura mundial são entendidos como inibidores pelas organizações da região em estudo. Concluiu- se que as empresas entendem possuir uma infra-estrutura em TI satisfatória aos usuários, entretanto a necessidade de treinamento, a falta de suporte técnico, de políticas motivacionais e a resistência cultural à mudança, entre outros fatores, dificultam uma utilização mais adequada das TIs. ; The increased competitiveness constantly searched by companies has required an intelligent and fast on-going management process. The data analysis was carried on how the factors mentioned in the worldwide literature are understood and really used by companies in the studied region. The result shows that the companies have a satisfactory IT infrastructure for the users. However the training need, shortage of technical support, absence of motivation politicies and cultural resistance, among others factors, all of them hinder a more appropriate utilization of ITs.

Objective: To verify how Knowledge Management (KM) is being associated with Smart Cities (SC) initiatives, through the analysis of the scientific production of both themes in indexing journals in the last 10 years. This article has three research questions: 1. What are the methodological approaches adopted to investigate research problems on KM in SC. 2. What are the research topics investigated on KM in SC? and 3. How is research on KM characterized in SC?Relevance/originality: This research analyzes how KM is associated with SC initiatives and proposes a research agenda on KM in SC.Methodology/approach: The method used was a semi-systematic literature review.Main results: The research found gaps concerning the adaptation of KM models in the context of SC, the selection of relevant variables for the analysis of KM in SC, the effect of KM on the results of SC initiatives, and how actions emerging issues of transparency and governance can influence or be influenced by KM.Theoretical/methodological contributions: The article builds an overview of the collaboration of two fields in evidence today. In addition to the analysis of all articles in the sample, which includes quantitative data, the authors bring a proposed research agenda with the aim of promoting the maturation of the theme. The main theoretical contributions are in the proposal of the prescriptive framework and the research agenda.Social/management contributions: In a context of excess knowledge, decision-making becomes complex. Thus, understanding how KM can act in the complex context of SC helps managers to visualize alternatives to problems, selection, and organization of knowledge that affect decision-making.
RESUMOAlgumas das características da economia compartilhada podem gerar novas dinâmicas nas relações de trabalho, por isso se faz importante entender se esse novo modelo de economia pode reforçar a precarização do trabalho. Por meio de entrevistas semiestruturadas com cinco entregadores vinculados a diferentes aplicativos de entrega de comida, o artigo buscou compreender se as empresas de aplicativos perpetuam práticas do modo de produção capitalista a partir da exploração da atividade de entregador. As análises foram realizadas a partir das categorias, a priori, de motivação, rotina, vantagens e desvantagens de realizar a atividade de entregador, ciência dos direitos trabalhistas, relacionamento com as empresas e a perspectiva de futuro em relação à atividade e a empregos formais. Como resultado foi possível identificar que mesmo que a economia compartilhada traga muitos ganhos para plataformas inovadoras, existe um contexto de forte desigualdade por trás do crescimento econômico que questiona o pilar social da sustentabilidade.Palavras-chave: Economia compartilhada. Therefore, it is important to understand whether this new economic model can reinforce the already precarious nature of work. Through semi-structured interviews with five bike messengers from different delivery applications, the article sought to understand if application companies perpetuate the capitalist mode of production practices through the exploitation of the delivery activity. Analyses were carried out based on a priori categories related to motivation, routine, advantages, and disadvantages of performing the activity of delivery, awareness of labor rights, relationship with companies, and the future perspective of the activity and formal jobs. As a result, it was possible to identify that even though the sharing economy brings many gains for innovative platforms, there is a context of inequality behind this economic growth that questions the social pillar of sustainability.Keywords: Sharing economy.
