This open access book offers a selection of research papers and case studies presented at the 3rd international conference "Smart and Sustainable Planning for Cities and Regions", held in December 2019 in Bolzano, Italy, and explores the concept of smart and sustainable planning, including top contributions from academics, policy makers, consultants and other professionals. Innovation processes such as co-design and co-creation help establish collaborations that engage with stakeholders in a trustworthy and transparent environment while answering the need for new value propositions. The importance of an integrated, holistic approach is widely recognized to break down silos in local government, in particular, when aimed at achieving a better integration of climate-energy planning. Despite the ongoing urbanization and polarization processes, new synergies between urban and rural areas emerge, linking development opportunities to intrinsic cultural, natural and man-made landscape values. The increasing availability of big, real-time urban data and advanced ICT facilitates frequent assessment and continuous monitoring of performances, while allowing fine-tuning as needed. This is valid not only for individual projects but also on a wider scale. In addition, and circling back to the first point, (big) urban data and ICT can be of enormous help in facilitating engagement and co-creation by raising awareness and by providing insight into the local consequences of specific plans. However, this potential is not yet fully exploited in standard processes and procedures, which can therefore lack the agility and flexibility to keep up with the pulse of the city and dynamics of society. The book provides a multi-disciplinary outlook based on experience to orient the reader in the giant galaxy of smart and sustainable planning, support the transposition of research into practice, scale up visionary approaches and design groundbreaking planning policies and tools

Purpose– The aim of this paper is to present the effectiveness of participatory information and communication technology (ICT) tools for urban planning, in particular, supporting bottom-up decision-making in urban management and governance.Design/methodology/approach– This work begins with a presentation on the state of the art literature on the existing participatory approaches and their contribution to urban planning and the policymaking process. Furthermore, a case study, namely, the UrbanAPI project, is selected to identify new visualisation and simulation tools applied at different urban scales. These tools are applied in four different European cities – Vienna, Bologna, Vitoria-Gasteiz and Ruse – with the objective to identify the data needs for application development, commonalities in requirements of such participatory tools and their expected impact in policy and decision-making processes.Findings– The case study presents three planning applications: three-dimensional Virtual Reality at neighbourhood scale, Public Motion Explorer at city-wide scale and Urban Growth Simulation at city-region scale. UrbanAPI applications indicate both active and passive participation secured by applying these tools at different urban scales and hence facilitate evidence-based urban planning decision-making. Structured engagement with the city administrations indicates commonalities in user needs and application requirements creating the potential for the development of generic features in these ICT tools which can be applied to many other cities throughout Europe.Originality/value– This paper presents new ICT-enabled participatory urban planning tools at different urban scales to support collaborative decision-making and urban policy development. Various technologies are used for the development of these IT tools and applied to the real environment of four European cities.

Urbanization is a fundamental force of change and in Europe has underpinned the flourishing of civilization for millennia. However, the 21st-century is also witnessing the impact of other societal challenges, including climate change adaptation, and mitigation, as well as the need to secure the efficient utilisation of finite resources. These societal challenges are impacting not only the social fabric of urban life, and the economy of cities, but also the civil quality of urban environments throughout Europe. It is clear that if properly governed cities can become a major part of the solutions to the growing threat of these urban challenges, and so can become economically vital, culturally vibrant, and healthy environments delivering first-class quality of life for hundreds of millions of city dwellers throughout Europe. Nonetheless, the challenge of urban governance is immense, and must address the complex and interconnected reality of urban systems to secure a proper balance between the socio-economic and environmental dynamics of urban areas. The key to effective governance of cities is the generation of the necessary intelligence to inform decision-making by city administrations and politicians, to guide urban policy making and implementation, and to inform and engage all citizens in the delivery of sustainable urban development. The DECUMANUS project underpins this understanding that the delivery of more sustainable cities requires the application of enhanced intelligence in urban management, to produce an effective basis for assessment of urban complexity and decision-making. The enhanced services proposed by DECUMANUS offer the potential to provide urban planners with the tools and intelligence that allow city managers to deploy geo-spatial products in the development and implementation of their climate change strategies, and more generally in meeting the diverse challenges of sustainable urban development. The services are based on related state-of-the-art Earth Observation techniques, methodologies and products. The paper analyses the impact of the developed DECUMANUS services on urban governance and provides an overview of the services identified by the project city users as most relevant and useful for supporting the sustainable governance of the city.

Abstract Background The fields of environment and health are both interdisciplinary and trans-disciplinary, and until recently had little engagement in social networking designed to cross disciplinary boundaries. The EU FP6 project HENVINET aimed to establish integrated social network and networking facilities for multiple stakeholders in environment and health. The underlying assumption is that increased social networking across disciplines and sectors will enhance the quality of both problem knowledge and problem solving, by facilitating interactions. Inter- and trans-disciplinary networks are considered useful for this purpose. This does not mean that such networks are easily organized, as openness to such cooperation and exchange is often difficult to ascertain. Methods Different methods may enhance network building. Using a mixed method approach, a diversity of actions were used in order to investigate the main research question: which kind of social networking activities and structures can best support the objective of enhanced inter- and trans-disciplinary cooperation and exchange in the fields of environment and health. HENVINET applied interviews, a role playing session, a personal response system, a stakeholder workshop and a social networking portal as part of the process of building an interdisciplinary and trans-disciplinary network. Results The interviews provided support for the specification of requirements for an interdisciplinary and trans-disciplinary network. The role playing session, the personal response system and the stakeholder workshop were assessed as useful tools in forming such network, by increasing the awareness by different disciplines of other's positions. The social networking portal was particularly useful in delivering knowledge, but the role of the scientist in social networking is not yet clear. Conclusions The main challenge in the field of environment and health is not so much a lack of scientific problem knowledge, but rather the ability to effectively communicate, share and use available knowledge for policy making. Structured social network facilities can be useful by policy makers to engage with the research community. It is beneficial for scientists to be able to integrate the perspective of policy makers in the research agenda, and to assist in co-production of policy-relevant information. A diversity of methods need to be applied for network building: according to the fit-for-purpose-principle. It is useful to know which combination of methods and in which time frame produces the best results. Networking projects such as HENVINET are created not only for the benefit of the network itself, but also because the applying of the different methods is a learning tool for future network building. Finally, it is clear that the importance of specialized professionals in enabling effective communication between different groups should not be underestimated.
