The blue bioeconomy is gaining momentum in EU policy debate and various national government strategies as a pathway towards a more sustainable society. Linked to the circularity of economic processes, it combines the promise of (regional) economic development with a sustainable, bio-based transition focused on increased and novel utilisation of aquatic resources. Nonetheless, portrayed as a holistic approach, the political visions of blue bioeconomy reside predominantly in marine environments with little integration of freshwater perspectives or alternative development paths. Rooted in concepts of policy mobility, assembling processes and the positionalities of involved entities, this paper displays two regionally embedded blue bioeconomy developments – Norwegian coastal seaweed farming and Finnish lake fisheries – and their spatially diverse reconnections with national and international policy narratives. By framing a freshwater and a coastal marine case, and their spatial reconnections with an overarching yet diversely translated policy realm, the paper taps into the multiple ontologies of water in blue bioeconomy governance and presents initial empirical and methodological steps towards a relational understanding of its governance processes. Based on four key topical reconnections, the article points to a variety of challenging mismatches between policy narratives, local development processes and potentials. It also suggests conceptual and methodological implications of this approach for further research into "blue" resource governance.

Abstract
Transformative innovation policy (TIP) implies not only new directionality for innovation policy but also rethinking its means and scope. This requires further investigation into the role of horizontal and cross-sectoral policy programmes that may be relevant for upscaling innovation and destabilising regimes. This paper studies the national implementation, in Finland, of the European Union (EU) programme for COVID-19 recovery, the Recovery and Resilience Facility (RRF), as an example of a cross-sectoral policy programme. It is of interest, because the EU has set certain conditions related to sustainability transitions for the RRF. Using a transformative policy mix approach, the paper finds that the Finnish RRF Programme lists many policy measures that can be regarded as having a transformative intent. These include upscaling innovative sustainability niches and destabilising existing practices. Yet, we also found that there is a risk that cross-sectoral programmes fail to find overall transformative visions and fund multiple potentially competing technological pathways instead.

However, intermediaries external to the Ministry have been vital in facilitating policy implementation. The cases show that facilitating training as an intermediary activity can be undertaken by different organisations, such as a trade union, a government agency or an education committee. Based on our analysis, we argue that, when political attention on transitions is low, the need for intermediary action is likely to be higher.

The reduction of environmental impacts of electricity use and the transition to renewable power generation crucially depend on demand response (DR). This article takes the political commitment to DR as a starting point and empirically examines Finnish stakeholders' views on barriers to the utilization of DR and the ways in which these barriers could be overcome. The analysis is based on surveys of Finnish electricity retailers and distribution system operators (DSOs), a survey of a wider range of energy specialists, and a follow-up workshop of the latter survey. According to the participants, the main barriers are related to customer engagement and DR automation. Thus, the proposed solutions focused largely on end-user incentives and obligations as well as technical issues. Especially the latter topic would benefit from regulative measures such as standardization of appliance interfaces, whereas changes in electricity tariff structures may take place either through normative changes by the retailers and DSOs or through regulation. ; Peer reviewed

Abstract
While societies are facing complex problems involving multiple stakeholders and interdependencies, interest in collaborative governance as a potential solution is rising. Research-based interventions in policy, planning, and management processes have been introduced to test different approaches and tools for collaboration. The nature of these processes, tools, and approaches varies substantially, as do researchers' cultures of making contributions to and in collaboration with society. This paper outlines the various possibilities and means for researchers to intervene in and explore steps towards collaborative governance. It utilises literature-based descriptions of potential roles for researchers and draws on insight from Finnish collaborative governance interventions in environmental decision-making. The conventional role of researchers as providers of knowledge was complemented with roles needed to foster favourable conditions for collaboration. Tensions regarding these roles show that collaborative governance requires a reflexive position from researchers, enabling them to adapt their ideas about collaboration to specific governance settings.

Transition management (TM) is one of the approaches aiming at the creation of new ways to govern transitions. It uses transitions arenas (TA) as a key process and platform where new policy pathways are created in collaboration with multiple (frontrunner) stakeholders. TM's ambitious and demanding agenda is not easy to implement. There is a continued need for testing and developing new ways of carrying out its key processes. We redesigned the TA process in the context of energy system change in Finland by 2030, focusing on interim goals, mid-range change pathways and developing a new notation system that allows participants to directly create the pathways. The resulting renewed TA process results in more specific and detailed mid-range pathways that provide more concreteness to how to implement long-term transition goals. It helps tobridge longterm national visions/strategies and low carbon experiments that are already running. The Finnish TA work created eight ambitious change pathways, pointing towards new and revised policy goals for Finland and identifying specific policy actions. Evaluation of the TA, 6-9 months after its completion underscores that an effective TA needs to be embedded by design in the particular political context that it seeks to influence. It is too early to say to what degree the pathways will be followed in practice but there are positive signs already. ; Peer reviewed
