A chain is only as strong as its weakest link. When the links in the chain represent development projects, if individual projects fail to achieve their purpose, the development program's effectiveness is compromised. When the chain's links are strong and well-connected, the results are improved for the sector, country, and region. The role of multilateral banks is crucial; they inform the impact of development operations and support policymakers in decision making. This volume emphasizes that some crucial links in development tend to be systematically overlooked. In these matters, preoccupation with the immediate exigencies seems to come at the expense of attention to enduring problems-at a great cost to society. Development practitioners should apply policies that have produced results over time, ensuring that the links in the chain are strong, but too often they overlook those links-because of myopia, complexity, tradition, or special interests. This book will help policy makers and practitioners focus on the links that measure progress, apply lessons, and matter for lasting results.

The hub-periphery development pattern of the Guangdong economy, to some extent, is a miniature of that of the Chinese economy. The Pearl River Delta, drawing from its first-nature comparative advantages in factor endowments and proximity to Hong Kong SAR, China, and Macau SAR, China, and the second-nature advantages as first-movers in the reforms in attracting and retaining domestic and foreign resources, has developed into a regional economic center. This paper examines the pattern of inter- and intra-provincial migration and that of the concentration of production, to explore the challenges and opportunities for the success of "double transfer." The paper suggests a four-prong approach, to improve the business environment, support the realization of latent comparative advantages, increase the skill level of the labor force to support the upgrade of the production structure, and protect the vulnerable, to support the inclusive growth of the economy in Guangdong in a sustainable manner.

The Thai economy shows signs of a nascent recovery but faces challenges on the path toward a broad-based and sustained recovery. The Thai economy accelerated to 2.8 percent in 2015, compared to 0.9 percent in 2014, partly on the basis of government consumption and investment, and partly on declining imports. Tourism and private consumption have mildly recovered, whereas merchandise exports dropped in the last quarter of 2015. Economic growth is expected to moderate to 2.5 percent in 2016 primarily due to sluggish exports of goods and private investment amid a slowing and difficult global environment. Fiscal stimulus and tourism receipts will remain key drivers of growth in 2016. Poverty rates are expected to fall at a slower rate, with poor households concentrated in rural areas affected by falling agricultural prices. Downside risks to economic growth include a hard landing in China accompanied by global financial turmoil as well as heightened domestic political uncertainty. Nevertheless, ample fiscal and monetary buffers, a sound financial sector and strong fundamentals will help Thailand weather shocks.
