The author examines the consequences of the 2000 presidential election, the legitimacy of the Bush presidency, the issues of where sovereignty lies in the US, & what all this means for the forces of opposition in the US. The article traces the origins of ambiguity in the politics of popular sovereignty from the 1770s to the present. The conclusion drawn is that lip service has been paid to the idea that the people are sovereign but that ultimate sovereignty in the US lies in the state. Taking a strong anti-Bush stance, the author also examines the role of the opposition in the coming four years of the Bush presidency. G. Gifford
