Les problèmes de l'assainissement monétaire et de la transformation du système polonais

La Pologne a entamé un programme radical de stabilisation monétaire et de changements institutionnels, visant à transformer son économie en une véritable économie de marché. Il fallait, en priorité, maîtriser l'inflation dont le rythme était si élevé que la totalité du système financier polonais menaçait de s'écrouler. Les autorités ont estimé nécessaire et possible d'y parvenir tout en posant les premiers jalons de la réforme institutionnelle. C'est cette volonté de mener une politique globale et déjouer simultanément sur plusieurs tableaux qui constitue le trait caractéristique de la réforme en cours.
La première phase, le programme d'ajustement à court terme (1990-mars 1991), a consisté à libérer 90 % des prix, à réduire radicalement les subventions budgétaires (qui constituaient plus de 1/3 des dépenses publiques totales), à abolir le monopole d'Etat du commerce extérieur, à introduire la convertibilité interne du zloty et la stabilité du taux de change, à supprimer les restrictions quantitatives pour les importations et à adopter des tarifs douaniers modérés et plus uniformes. Les mesures concernant la sphère des échanges équivalaient à une ouverture de l'économie polonaise et représentaient une part essentielle de la « thérapie de choc » voulue par le gouvernement. Elle a eu des résultats satisfaisants mais encore insuffisants dans le domaine de l'inflation et surtout dans celui des institutions.
Une nouvelle phase du plan d'assainissement, le programme économique à moyen terme (1991-1993), a donc été lancée. Elle doit permettre une percée décisive vers l'économie de marché et sera soutenue par des crédits du FMI et de la Banque Mondiale. La stabilisation monétaire reste la tâche prioritaire étant une condition préalable à l'édification du marché, tant sur le plan interne que pour les relations commerciales internationales. Il est prévu d'accélérer la transformation institutionnelle et structurelle, seule capable de redonner de la vigueur à la croissance économique. Les circonstances extérieures se sont avérées extrêmement défavorables durant la période concernée mais les résultats obtenus jusqu'ici permettent d'envisager la suite avec un certain optimisme.

Economie reform and basic issues of anti-inflationary policy in Poland
All countries of Eastern Europe suffer from more or less serious economic disequilibria. Recently, however, a new and especially disturbing fact has captured the attention of economists : those countries of the region which have experimented with market-oriented reforms have fallen prey to inflation, coupled with persistent disequilibria as they tried to check the rise of prices by preserving the remnants of price control. The really disquieting fact is that inflation tends to accelerate despite all efforts to stop it. Inflation has thus become the main economic problem in that part of the world. It threatens to undermine the attempted reforms and to revese the prevailing trend toward a more productive economy and a more liberal society.
Poland is a particularly vivid illustration of the difficulties of transforming a system based upon the monopoly of political power and bureaucratic control of the economy into a democracy with a freely operating market. Over the past two years, the problem became particularly acute as inflation clearly entered the phase usually described as galloping inflation, threatening to degenerate into hyperinflation. The critical turning point seems to have been the failed « price and income operation » (February 1988). The present article is an attempt at clarification of the interrelationship between reform and inflation in the light of the Polish experience.
