Das Umweltbundesamt veröffentlicht seit dem Jahr 2016 einen Bericht "Die Nutzung natürlicher Ressourcen. Ressourcenbericht für Deutschland". In diesem Ressourcenbericht werden die vielfältigen Zusammenhänge zwischen Ressourcenentnahme, Ressourcenkonsum und wirtschaftlicher Entwicklung untersucht und aufbereitet. Nach den ersten beiden Ressourcenberichten aus den Jahren 2016 und 2018 (UBA 2016, 2018) wurde im Jahr 2022 die dritte Ausgabe veröffentlicht (UBA 2022). Ziel der vorliegenden Begleitmaterialien, bestehend aus einem Begleittext und einer Power Point Präsentation, ist es, ausgewählte Inhalte aus dem Ressourcenbericht zusammenzufassen, um z. B. die Nutzung im Lehrbetrieb oder Bildungseinrichtungen zu unterstützen.

In the context of the transformation toward a "green economy," issues related to natural resource use have rapidly increased in importance in European and international policy debates. The large number of studies applying economy-wide material flow analysis so far mostly produced aggregated national indicators, making the results difficult to connect to policies, which are often designed for single sectors or consumption areas. This paper provides a detailed assessment of the composition of EU's material footprint in its global context, aiming at identifying the main product groups contributing to overall material consumption and specifying the geographical sources for the raw materials required to satisfy EU's final demand. Based on multi-regional input-output (MRIO) modeling, we apply production layer decomposition to assess supply chains and their structural changes from 1995 to 2011. The global MRIO database used in this study is EXIOBASE 3, which disaggregates 200 products and 163 industries, of which 33 represent material extraction sectors. By that means, we increase the level of detail to a degree where policies can more easily connect to. We find that the generally growing material footprint of the EU was characterized by a dramatic shift regarding the origin of raw materials, with the share of materials extracted within the EU territory falling from 68 % in 1995 to 35 % in 2011. In 2011, raw materials extracted in China to produce exports to the EU already contributed an equal share to EU's material footprint as material extraction within the EU itself. Import dependency is most critical for the material group of metal ores, with only 13 % of all metals required as inputs to EU final demand stemming from within the EU. Regarding product composition, construction was confirmed as the most important sector contributing to the material footprint, followed by the group of manufacturing products based on biomass. Materials embodied in service sector activities together contributed a quarter to the total material footprint in 2011, making services an important, but currently disregarded area for European resource policies. We also find that supply chain structures became more complex over time, with a growing part located outside the EU territory.

Das Umweltbundesamt veröffentlicht seit dem Jahr 2016 einen nationalen Bericht zur Situation der Nutzung natürlicher Ressourcen in Deutschland: "Die Nutzung natürlicher Ressourcen in Deutschland" (kurz: "Ressourcenbericht"). Mit diesem Vorhaben soll in Deutschland ein regelmäßiger Bericht etabliert werden, der die vielfältigen Zusammenhänge zwischen Ressourcenentnahme, Ressourcenkonsum und wirtschaftlicher Entwicklung analysiert, diskutiert und interpretiert (UBA 2016a, 2018a, 2022a). Das Forschungsvorhaben "Ressourcennutzung in Deutschland - Weiterentwicklung des deutschen Ressourcenberichts" (DeuRess II) umfasste die wissenschaftlichen Grundlagen- und Begleitarbeiten zur Ausarbeitung des Ressourcenberichts 2022. Der vorliegende Bericht fokussiert auf die Forschungsarbeiten zur Weiterentwicklung der Datengrundlagen für den Ressourcenbericht 2022 Die Arbeiten zur Weiterentwicklung der Datengrundlagen erfolgten dabei in drei Schritten. (1) Zunächst wurden bestehende sowie mögliche neue bzw. ergänzende Datengrundlagen zur inländischen Rohstoffentnahme sowie zu indirekten Rohstoffflüssen - den sogenannten "Rohstoffäquivalenten" - analysiert, um die zentralen Indikatoren des Berichts zu berechnen und die Rohstoffnutzung in Deutschland zu quantifizieren. Zudem wurden für diese Indikatoren verschiedene Ansätze zur Zeitnahschätzung analysiert, um im Ressourcenbericht möglichst aktuelle Ergebnisse präsentieren zu können. (2) Basierend auf diesen Erkenntnissen wurden in einem weiteren Schritt eigene Modellrechnungen zur Abschätzung der indirekten Rohstoffflüsse durchgeführt. (3) Schließlich wurden Modellierungen durchgeführt, um den Einfluss einzelner Parameter auf Deutschlands Rohstoffnutzung ("Raw Material Consumption", RMC) zu analysieren.
The inefficient resource use at a time of growing demand is leading to increasing environmental pressure and resources scarcity that will affect Europe and other parts of the world over the next years and decades. Prices for global commodities like oil, raw materials and wheat have been increasing over the past five years though the current financial crisis has temporarily led to lowering demand for natural resources. Achieving resource efficiency and a low carbon society are key challenges for the future of EU's economy, its industrial and service sector, and its citizens. Eco-innovation - putting the EU on the path to a resource and energy efficient economy - can be seen as a key to enhancing Europe's strategic position on world markets of tomorrow. In this regard, the current bail out of the financial crisis ought to be seen as a starting point for the build up of eco-innovation and eco-industries in the EU. The objective of this study is to support the European Parliament's ITRE Committee in its work on the EU's industrial and energy policy and to give advice on the following issues: Why is the issue of resource scarcity back on the agenda? What are the strategic conclusions for the EU? What can the EU expect from eco-innovation in a large range of industrial sectors? Are existing measures meeting the EU aims and expectations, and what new policy initiatives should be set forward? ; Die Nachfrage nach Ressourcen wächst weiter, die Preise für globale Güter wie Öl, Weizen und andere Rohstoffe sind in den letzten fünf Jahren stetig angestiegen, obwohl die aktuelle Finanzkrise zeitweise zu einer sinkenden Nachfrage geführt hat. Somit verstärkt sich der aus einer ineffizienten Ressourcennutzung resultierende Druck auf Umwelt und Wirtschaft. Eine steigende Energie- und Ressourceneffizienz würde zu sinkenden Beschaffungskosten in allen Industriebereichen führen, die Wettbewerbsfähigkeit stärken sowie Innovationen fördern. Diese Studie soll die Kommission ITRE des Europäischen Parlaments in ihrer Arbeit für die europäische Industrie- und Energiepolitik unterstützen und folgende Fragestellungen klären: Welche Konsequenzen zieht die EU aus dem Problem der Ressourcenknappheit in Hinblick auf ihre Strategie? Welche Effekte können von ökologischen Innovationen für die Industrie erwartet werden? Welche Maßnahmen sind geeignet, die Ziele und Erwartungen der EU zu erfüllen und welche politischen Initiativen sollten vorangetrieben werden? Die Studie gibt zunächst eine überblicksartige Darstellung zum Thema Ressourcenknappheit. Danach werden Öko-Innovationen näher vorgestellt und Entwicklungen, Hindernisse und Antriebskräfte mit einbezogen. Anschließend werden Vorschläge für zukünftige EU-Politiken gegeben und schließlich ein mögliches Zukunftsszenario umrissen.

Environmentally extended multiregional input‐output (EE MRIO) tables have emerged as a key framework to provide a comprehensive description of the global economy and analyze its effects on the environment. Of the available EE MRIO databases, EXIOBASE stands out as a database compatible with the System of Environmental‐Economic Accounting (SEEA) with a high sectorial detail matched with multiple social and environmental satellite accounts. In this paper, we present the latest developments realized with EXIOBASE 3—a time series of EE MRIO tables ranging from 1995 to 2011 for 44 countries (28 EU member plus 16 major economies) and five rest of the world regions. EXIOBASE 3 builds upon the previous versions of EXIOBASE by using rectangular supply‐use tables (SUTs) in a 163 industry by 200 products classification as the main building blocks. In order to capture structural changes, economic developments, as reported by national statistical agencies, were imposed on the available, disaggregated SUTs from EXIOBASE 2. These initial estimates were further refined by incorporating detailed data on energy, agricultural production, resource extraction, and bilateral trade. EXIOBASE 3 inherits the high level of environmental stressor detail from its precursor, with further improvement in the level of detail for resource extraction. To account for the expansion of the European Union (EU), EXIOBASE 3 was developed with the full EU28 country set (including the new member state Croatia). EXIOBASE 3 provides a unique tool for analyzing the dynamics of environmental pressures of economic activities over time. ; publishedVersion ; © 2018 The Authors.
