During the quarantine period, due to the threat and spread of coronavirus, both in Ukraine and in the world, the issue of food security arose. In the context of changing export policy, international organizations were the first to sound the alarm. Frightened by the photos with empty shelves in the markets, Ukrainians also began to ask about the possibilities of providing the necessary in the future. As countries take action to end the growing COVID-19 pandemic, extreme caution should be exercised and the potential impact on food supply and unexpected consequences for global trade and food security should be minimized. In order to protect the health and well-being of their citizens, countries must ensure that no trade measures disrupt the food supply chain. The article highlights the basic concepts of food security, its components and the impact of quarantine on food security. The subject of the article is the food security of Ukraine, the state, problems after the introduction of quarantine measures. The purpose of the article is to analyze food security before and after the implementation of quarantine measures, problems and identify ways and methods to solve them.

The peculiarities of implementing the policy of the EU's Eastern Partnership Initiative in regards to protecting the rights of national minorities have been studied. The issue of national minorities in the EU is considered from the perspectives of security, democracy, and regional integration. Despite contemporary criticism of the EU's Eastern Partnership Initiative, many initiatives aimed at protecting the rights of national minorities in the region have been implemented, thereby fostering intergovernmental cooperation. It is evident that Ukraine and Moldova are the most proactive in protecting the rights of national minorities amongst the Eastern Partnership countries. These countries have been granted the status of candidate for EU accession. Despite the Russian-Ukrainian war, Ukraine actively works on improving legislation in the field of ethno-policy. Particular emphasis is placed on analysis of the institutional structure of national minorities, communication pathways, and non-discriminatory policies in Eastern Partnership countries. Member states of the Eastern Partnership actively utilize "soft power" techniques through a network of minority organizations. It has been suggested that European integration of Ukraine and Moldova has generated considerable opportunities for the development of national minorities. Loosening of state borders has enabled national minorities to connect more deeply with their ethnic homelands, thereby transforming them into engaged participants of transborder cooperation and significant figures of regional policy. The Eastern Partnership furnishes a platform for minorities to assert themselves in decisions which pertain to their lives, execute grant initiatives, and take part in regional associations of minorities. Nevertheless, certain risks are highlighted, such as particular nations exploiting EU enlargement to tackle minority matters or manipulate minority rights. The EU has analyzed programs supporting national minorities, especially those implemented in the Eastern Partnership countries. While Eastern Partnership countries have developed their policies regarding national minorities, there are common problems faced by minorities in the region. Ukraine, Georgia, Moldova, Azerbaijan, and Armenia are involved in conflicts, being former Soviet Union countries, and face numerous challenges concerning the functioning of the Russian minority, which is numerically significant in this region. It is stated that the EU cooperates with the Eastern Partnership countries on matters regarding national minorities, and it is crucial to develop innovative models for managing ethnic diversity, promoting the involvement of national minorities in making socio-political decisions and integrating them into society.

The article analyzes the impact of the coronavirus pandemic on election processes and election results. Using the complex of general, logical and empirical scientific methods, the consequences and main forms of influence of the pandemic on the election process: change (postponing) the election date; use of non-traditional (alternative) voting methods; application of special mechanisms to protect citizens from the spread of the coronavirus infection during elections; changes in the level of citizens participation in the elections process; change in the quality and democracy of the electoral process; change in the dynamics of morbidity due to participation in elections, etc. have been distinguished. The peculiarities of applying the mentioned forms of the impact of the coronavirus pandemic on the elections process on the example of foreign countries have been analyzed. It has been concluded, that in the initial stages of the pandemic the typical reaction of governments of most countries was the postponement of the election dates. At the same time, undemocratic leaders used the pandemic as an excuse to maximize and usurp their power. Subsequently, it became more common to hold elections on the date set by law using alternative voting methods or using special security measures during elections with the traditional voting method at polling stations. It has been shown that the coronavirus pandemic did not significantly affect the democratic nature of the election process (democratic countries held elections in accordance with democratic standards, and non-democratic countries - with their violations). At the same time, the coronavirus pandemic mostly caused a decrease in voter turnout. An increase in the incidence has also been observed in the post-election period.

The article studies the place and the role of international governmental and non-governmental organizations in the democratization of the election in Ukraine. Using a set of general scientific, logical and empirical scientific methods, the authors have identified the main forms of influence of international organizations on the democratization of the electoral process: regulatory influence (development of legal documents governing compliance with international democratic standards by international organizations; assessment of compliance with democratic principles of national election legislation and creation of recommendations for its improvement); controlling influence (implementation by international organizations of short-term and long-term observation of the election campaign, voting and counting of votes); institutional and functional influence (implementation by international organizations of projects to improve the election in specific countries by providing logistical, advisory, educational assistance, etc.). The peculiarities of international organizations' implementation of the above-mentioned forms of influence during the elections in Ukraine are analyzed. It is concluded that the most important electoral role is played by international organizations in transit societies, where the promotion of electoral procedures by the international community often becomes a catalyst for democratic change in these countries. The authors argue that international organizations have pursued an active policy to support the elections in Ukraine since independence till now. They have had a significant impact on the democratization of electoral law and electoral practice of our country and contributed to the formation of democratic electoral awareness and culture of Ukrainian citizens.

The features of the "soft" power of the PRC, which are significantly based on its indicators of "hard" power – economic and military power, – have been studied. It is noted that there is a difference in the assessment of the state of "soft" power of China by Western countries and, accordingly, by China itself. Emphasis was placed on the prospects for the embodiment of China's cultural "soft" power and its obstacles. Vulnerabilities in China's "soft" power have been explored, including the political system and civil society. The importance of the tools of "mask" and "vaccine" diplomacy in the arsenal of "soft" power of China used to minimize the negative effects of the pandemic on China's image and elevate its status as a leader in global health, have been analyzed. The effectiveness of the Chinese "soft" power has been analyzed through the studies conducted by the "Pew Research Centre" and "Portland Communication" agency. The importance of economic "soft" power in China's conquest of new allies, including Asia and Africa, has been noted. It is emphasized that the most successful "soft" power is among countries where China is not burdened with accusations of human rights violations. It is noted that one of the main problems in China's implementation of "soft" power policy is the dissonance between the image that China seeks to project and the country's actions.

The article identifies key problems on the path of energy security and the role of NATO in solving them. The Alliance's position on the energy issue has been determined. The documents of the NATO summits in Bucharest in 2008, in Chicago in 2012, and the NATO 2010 Strategic Concept have been analyzed. It turned out that the Alliance has divided its role into three areas: raising awareness; protecting critical energy infrastructure and deepening energy efficiency in the military. The role of Centers of Excellence, their specialization, and goals have been investigated. The impact of hybrid wars on energy security has been also considered. The actions of the Russian Federation to deteriorate energy security through cyberattacks in order to weaken the role and defensive actions of NATO have been highlighted. It is noted that cooperation with Ukraine is a promising direction for ensuring the energy security of the Alliance. The key tasks that Ukraine faces for the stability of its energy system have been identified. It is concluded that the work of NATO occupies an important place in protecting energy security, because the Alliance managed to clearly define the directions of its activities in this area.

In the article, the authors analyze the impact of the COVID-19 world pandemic on the employment of Ukrainian migrant workers in Poland. It is noted that the economic situation and the war in the east of Ukraine led to continuous process of labor migration from Ukraine to Poland. The author analyzes basic documents of the migration policy of Ukraine as well as Polish legislation in the field of employment of foreign citizens. It was found that the introduction of quarantine restrictions resulted in mass return of Ukrainian workers from Poland. Special attention is placed on the adoption of the so-called Anti-Crisis Shield and Anti-Crisis Shield 2.0, aimed at mitigating the negative economic effects of the COVID-19 pandemic in Poland, taking into account interests of foreign workers, including Ukrainian labor migrants, who stayed abroad after quarantine restrictions come into force. Based on sociological research and official statistics, it has been determined that one third of Ukrainian migrant workers in Poland have been affected by the COVID-19 pandemic, and some of them complain about income restrictions and reductions. It has been outlined an attitude of Ukrainian migrant workers who left Poland towards their return to work, perception of quarantine restrictions and the main reasons that force them to stay in Ukraine or return to the neighboring country. It is pointed out the volume of private money transfers to Ukraine for the same period in 2019 and 2020 respectively. The author draws conclusions that the COVID-19 world pandemic greatly affected the Ukrainian labor migrants in Poland, forcing them to leave their jobs and return home or stay abroad without actual source of income. It is mentioned that Poland still needs Ukrainian workers, who are especially in demand in the food industry, logistics, woodworking and household appliances.
