Using a unique longitudinal representative survey of both manufacturing and non-manufacturing businesses in the United States during the 1990's, I examine the incidence and intensity of organizational innovation and the factors associated with investments in organizational innovation. Past profits tend to be positively associated with organizational innovation. Employers with a more external focus and broader networks to learn about best practices (as proxied by exports, benchmarking, and being part of a multi-establishment firm) are more likely to invest in organizational innovation. Investments in human capital, information technology, R&D, and physical capital appear to be complementary with investments in organizational innovation. In addition, non-unionized manufacturing plants are more likely to have invested more broadly and intensely in organizational innovation.

In this paper I discuss a structural problem facing the United States with respect to our policy responses in the context of trade and technological change and their impact on workers. Both trade and technological change have put enormous pressure on the U.S. economy to raise the skill level of the workforce. But the supply of skilled workers in the U.S. is just not keeping pace with the changes in demand due to technology and trade. Fixing this crisis requires us to understand both the skill quality of workers entering into the labor market and the nature of the stock of skills of workers already in the job market. This paper summarizes our knowledge on where workers get skills training and the returns to this training – both private and public. It then discusses how the academic research has informed the policy process and provides some suggestions on how academic economists can get involved in the policy debate to influence the direction of policy.

Using a Cox proportional hazard model that allows for a flexible time dependence in order to incorporate business cycle effects, we analyze the determinants of reemployment probabilities of young workers in the U.S. from 1978-1989. We find considerable changes in the chances of young workers finding jobs over the business cycle despite the fact that personal characteristics of those starting jobless spells do not vary much over time. Therefore, government programs that target specific demographic groups may change individuals' positions within the queue of job seekers, but may only have a more limited impact on average re-employment probabilities. Living in an area with high local unemployment reduces re-employment chances as does being in a long spell of non-employment. However, the damage associated with being in a long spell seems to be reduced somewhat if a worker is unemployed in an area with high overall unemployment.
