O objecto de análise deste artigo são as dinâmicas e reconfigurações do clientelismo político, um dos traços centrais do funcionamento dos sistemas políticos africanos. As recomposições e adaptações dos sistemas políticos africanos na fase das «transições» para as democracias multipartidárias, em África, face às crises políticas, sociais e económicas e o surgimento subsequente de novos actores sociais nas estruturas de poder (político) africanas são o centro de análise deste texto. O artigo sustenta que a «democracia» e o multipartidarismo não contribuíram para a erradicação ou mitigação das práticas clientelares. O máximo que se conseguiu, até ao momento, foi a criação de condições para a renegociação destas mesmas relações clientelares. ; The object of this article is to examine the dynamics and reconfigurations of political clientelism, one of the major characteristics of African political systems. The analysis focuses on the restructuring and adapting of African political systems during the «transitional phase» to multi-party democracies in reaction to the political, social and economic crises and the subsequent emergence of new social actors in the African (political) power structures. The article argues that «democracy» and multipartyism have not contributed to eradicate or mitigate clientelist practices and that most achieved, until now, has been the creation of conditions that favor the renegotiation of clientelist relationships.

Jean- François MEDARD — Clientelism and political corruption. The terms « clientelism » and « corruption » deserve to be clarified, both in conceptual terms as well as from the mechanisms of the phenomena which they refer to. Should we oppose political corruption and clientelism ? If we adopt an axiologically neutral attitude, both phenomena imply some form of social legitimacy. Clientelism may be opposed to corruption in terms of commercial exchange, but not to corruption in terms of social exchange. A normative viewpoint is however preferable if we are to do away with these increasingly perverse practices.

Auf dem afrikanischen Kontinent manifestiert sich eine Krise der autoritären Regime, die seit der Unabhängigkeit fast überall in Afrika geherrscht haben. Bevor die Perspektiven für die Demokratie in Afrika genauer bestimmt werden können, bedarf es nach Meinung des Autors einer profunden Analyse der autoritären Regime. Er unterscheidet drei Typen: einen unverhältnismäßigen, besonders blutigen Autoritarismus; einen harten Autoritarismus, der eine Atmosphäre der Gewalt erzeugt; schließlich einen moderaten Autoritarismus, in dem der bürgerlichen Gesellschaft ein größerer Freiraum eingeräumt wird. Dieser komplexe Befund läßt die künftigen Probleme von Demokratie in Afrika deutlich hervortreten. (DÜI-Ekt)

Avant toute réflexion sur les perspectives de la démocratie en Afrique, un bilan des autoritarismes s'impose. Trois grands types sont à distinguer : autoritarismes démesurée particulièrement sanglants, autoritarismes durs engendrant violence, et autoritarisme modéré, laissant une marge d'autonomie plus importante à la société civile. La complexité de ces phénomènes ne fait qu'accroître celle de la démocratie en Afrique.

Diskussion des Verhältnisses zwischen Staat und wirtschaftlich-sozialer Entwicklung in Afrika. In liberalen wie in sozialistischen Ideologien wird dem Staat eine jeweils spezifische Rolle im Entwicklungsprozeß zugedacht. Für Afrika ist dabei bedeutsam, daß kein eigenständig gewachsener Kapitalismus entstand, ebensowenig wie eine nationale Bourgeoisie. Der Staat mußte daher die Initiative im Entwicklungsprozeß ergreifen. Auch ging die Gründung der Staaten der Entwicklung von Nationen voraus. In dem Zusammenhang wird der Versuch gemacht, das Verhältnis von Staat und Gesellschaft zu definieren. (DÜI-Wsl)

The patrimonialized state.
The interpretation of the African state as a neo-patrimonial state gives rise to the contradiction between the logics of patrimonialism and the logics of economic development. One could conclude that the solution would be to de-patrimonialize the state in order to promote development ; however, this might destroy the state and development with it.
