Epistocracy, roughly amounts to distributing political power in accordance with each citizen's competence for political decision-making. The problem, epistocrats hold, is that most voters in democracies are incompetent to vote. A central element of this diagnosis is that bad outcomes are largely attributable to lay citizens' incapacity to choose the right means to foster their preferences. I call this the Preferences/Means Discrepancy. Based on this diagnosis, most epistocrats argue that the best way to improve outcomes is by implementing some form of restricted electorate constituted by those deemed competent to vote. In this paper I elucidate epistocrats' understanding of competence to challenge the epistocratic idea of improving outcomes by restricting the electorate. I argue that the restricted electorate would fail to be competent under epistocrats' own terms, because it is faced with an epistemic problem: The Information Gap Problem. Epistocrats most likely definition of competence seems to be to possess relevant information. However, a restricted electorate would be formed by a homogeneous elite, which would therefore have limited access to a key form of information, namely, lay citizens' preferences. This gap of information questions the competence of the restricted electorate and makes epistocracy unsuited to address the Preferences/Means Discrepancy.

The article analyzes the historical and literary meaning of the prose sketches on customs by the Guatemalan José Milla, written to portray a political and ideological proposal developed around the concept of nation. The corpus is divided into two categories of stereotypes (masculine and feminine). That project, concerning the homogenization of the Guatemalan society, is described through literary discourse, as an essential element. Emphasis is given to aspects such as the binomial civilization/barbarism and other related oppositions. This conveys the construction of the utopic idealization of Guatemalan society throughout the 19thcentury. ; El artículo analiza el significado histórico y literario de los cuadros de costumbres del guatemalteco José Milla, en cuanto portadores de un proyecto político e ideológico en torno a la idea de nación. Agrupado el corpus en dos categorías (los que exponen los estereotipos masculinos y los que se ocupan de los femeninos), se describe como aspecto esencial un proyecto, desde el discurso literario, de homogenización de la sociedad guatemalteca. Entre otros aspectos, se destaca el binomio civilización/barbarie y otras oposiciones relacionadas. Se está ante la construcción de una idealización utópica de la sociedad guatemalteca a lo largo del siglo XIX.

ABSTRACT- Women in New Spain followed very strict rules of behaviour, and even more so the nuns who depended upon their confessors and their priests. Their way of acting was conducted and, still worst, their way of thinking too, depriving them of their physical and mental liberty. Flaunting their defence and their practice of chastity, the archbishop Águias y Seijas and the Jesuit Antonio Nunez considered women hateful and avoided their presence as much as possible. Several pieces of writing by father Núñez show his intolerance and his opinions about the nuns who confessed themselves to him ; only one, the best well known among them, Sor Juana, refused to accept his orders and broke away completely, claiming her liberty.

RÉSUMÉ- L'Inquisition de Nouvelle Espagne, comme l'Eglise, recourait à la prédication et aux actes communautaires dans son souci d'entretenir, de fortifier et de défendre la foi. Le Saint-Office, créé pour traquer l'hérésie, avait besoin d'un saint patron en s'installant au Mexique. La Confrérie de Saint Pierre Martyr de Vérone fut donc instituée et sa fête se célébrait chaque année avec tout l'éclat voulu. Au XVIIIe siècle, cependant, les célébrations annuelles en l'honneur du saint patron connurent le déclin ; le Tribunal et ses servants firent leur possible pour rétablir l'ancienne splendeur. Querelles de préséances sous couvert d'égalité, de reconnaissance sociale et de prestige collectif.

RESUMEN- En la Nueva España, el chocolate pasó de ser precursor de la moneda, ensalzado, usado en rituales y consumido sólo por las élites, a ser utilizado como vehículo para actos de hechicería, generalmente con connotaciones amorosas (lograr amores perdidos o distantes, « amansar » maridos, apaciguar el mal carácter, someter la voluntad del otro). También se empleaba para hacer o contrarrestar maleficios y para adivinar. Mediante documentos de la Inquisición novohispana de los siglos XVI, XVII y XVIII, del Archivo General de la Nación de México, se aprecia que, tanto los que proporcionaban las sustancias, como los que las usaban, formaban una cultura marginada de la supervivencia, en una especie de rebelión solapada para resistir el orden y condiciones que les eran extraños y que les habían sido impuestos.

La mort dans des copias et des poèmes collectés et poursuivis par l'Inquisition de Nouvelle Espagne au XVIIIe siècle. Négation de l'Enfer, moquerie et jeux érotico-burlesques autour du thème de la mort, déclarations d'amour passionné. Dans cette inspiration irreverente, on peut reconnaître d'obscurs échos populaires de la pensée des Lumières et une annonce de l'Indépendance.

Les illuminées et les illusionnées ont constitué dans la société du Mexique colonial à la fin du XVIIIe siècle et au début du XIXe une frange importante des déviances pseudo-mystiques persécutées par l'Inquisition. Etude détaillée de quelques cas exemplaires d'illuminisme et d'illusionisme qui débouchaient sur des conduites et des discours fortement teintés d'érotisme parmi les béates hétérodoxes de Nouvelle Espagne.

La tradición literaria oral de los españoles trajo a México en el siglo XVIII una sabrosísima forma de parodiar los textos sagrados : los llamados « Mandamientos de Amor », que el Santo Oficio hizo todo lo que pudo por reprimir. Dos versiones del Decálogo parodiado, la primera recogida en 1789 y la segunda en 1796, con un primer acercamiento analítico de estos textos tan mal conocidos.
