Divided between two military alliances, Europe has maintained stability based on political status quo and military power balance. However, European states--including neutral and nonaligned countries--have felt a need for a common policy to guarantee their security, and the Conference on Security and Cooperation in Europe (CSCE) was convened to address this concern. Ten years later, the authors of this study find that the outlines of a European security regime are indeed discernible. The conference in Helsinki initiated efforts for negotiated and controlled change in Europe. Contributors to this volume analyze the achievements of CSCE, consider more recent models of collective or common security systems, and deal with political and military processes at work in Europe as well as relationships with great powers and the Third World. The role of Western Europe, and particularly Finland's role as an initiator of the CSCE process, receives special attention. Documentation of the tenth anniversary meeting and the CSCE process in general are also included.

"Der Artikel behandelt die Teilnahme militärisch bündnisfreier Mitgliedstaaten der Europäischen Union - mit Finnland und Schweden als Fallbeispielen - an der im Entstehen begriffenen internationalen militärischen Kooperation in Europa. Besondere Aufmerksamkeit wird dabei den Implikationen von Bündnisfreiheit für ihre Rolle in den transatlantischen Beziehungen geschenkt. Finnlands und Schwedens Beziehungen zur NATO im Rahmen der Partnerschaft für den Frieden (PfP) folgt der Logik institutionalistischer Trends in der Theorie und Praxis internationaler Beziehungen. Im Zuge der NATO-Erweiterung in der Region sind die beiden Staaten mit Machtpolitik konfrontiert, wobei die Option ihrer eigenen Mitgliedschaft durch politische und Identitätsfaktoren bestimmt wird. Durch ihre aktive Rolle im Rahmen der Europäischen Sicherheits- und Verteidigungspolitik (ESDP) der EU sind Finnland und Schweden Teil des Mainstreams der Union. Sie lassen sich dabei von pragmatischen Zielen der Entwicklung einer autonomen Handlungsfähigkeit der EU in Kooperation mit der NATO leiten, wobei sie die Autonomie der Entscheidungsfindung der Union als Basis weiterer Integration zu verteidigen suchen. Dadurch verfolgen die beiden Staaten dezidiert europäische politische Ziele, die in zunehmendem Maße von den Zielen der USA in Bezug auf Themen der globalen Sicherheit abweichen können. In Zukunft werden die Gemeinsame Außen- und Sicherheitspolitik sowie die ESDP die effektivsten Mittel Finnlands und Schwedens zur Beeinflussung der transatlantischen Beziehungen sein." Aus finnischer Sicht

For Finland, the last decade has been one of implementation in foreign policy and doctrine formation and material expansion in defence policy. After tracing the fun damentals of Finland's security conception, the article notes that the basic argument and strategy for an active foreign policy line, promoting peace and security, and based on acceptability of the line in the East and West, was established as early as the mid-1960s. Finland's Nordic security policy for confirming the 'disengaged' position of the area has been tenacious, whereas in European and global fora Finland's activity has been more dependent on the East-West climate. The three parliamentary defence committees formulated a defence doctrine legitimating the national defence system and ensuing armaments programmes dimensioned to respond to a limited conventional attack. The internal debate resulted in a consensus doctrine on how much Finnish- Soviet military cooperation to include in the defence doctrine that corresponds with the basic philosophy of Finland's foreign policy to trust in political regulation as the best security guarantee even in conflict situations. The military provisions of the Finnish-Soviet Treaty of Friendship, Cooperation and Mutual Assistance are to be used actively and reliably to maintain the preventive effect of the defence arrangement. With the onset of the 1980s the debate on the increased danger of limited nuclear war is testing the credibility of the defence doctrine based on a restrictive threat conception and questioning the concept of security policy traditionally used.
