Das Niederösterreichische Ökopunkteprogramm (NÖ ÖPP) ist Teil des österreichischen Agrarumweltprogramms ÖPUL 2007 und fördert Ökologisierungsmaßnahmen auf landwirtschaftlichen Betrieben durch landschaftsangepasste Nutzungen. Der NÖ Ökopunkteverein überlegt die Einführung eines Labels, das sich auf die Herkunft von agrarischen Produkten bezieht, um Landschaft auch über den Markt in Wert zu setzen. Diese Masterarbeit widmet sich der Erhebung (inter-)nationaler Projektbeispiele, die eine Inwertsetzung der Landschaft durch ein Label realisiert haben und des Weiteren als Grundlage für die Ableitung von Erfolgskriterien, Handlungsempfehlungen und für die Abschätzung einer Übertragbarkeit auf das NÖ ÖPP dienen. Der Theorieteil umfasst eine literaturbasierte Diskussion zu Ökolabels und Landschaft und betont insbesondere die Herausforderung der Informationsweitergabe mittels eines Labels und die Schwierigkeiten, die sich aus der Vielzahl bereits bestehender Labels ergeben. Im empirischen Teil werden anhand definierter Kriterien 43 (inter-)nationale Projekte erhoben und sieben ausgewählte Projekte auf Basis von ExpertInneninterviews vergleichend analysiert. Die Ableitung von Erfolgskriterien zeigt vor allem die Bedeutung von Zielsetzungen und der Informationsaufgabe eines Labels. Des Weiteren werden Handlungsempfehlungen für die verschiedenen Phasen einer Labeleinführung formuliert. In einer Diskussionsveranstaltung werden die Ergebnisse aus dem Theorie- und Empirieteil mit VertreterInnen des NÖ ÖPPs reflektiert und die Möglichkeit einer Labeleinführung diskutiert. Dabei wird festgehalten, dass es eine Reihe von Projekte gibt, die eine Inwertsetzung von Landschaft durch ein Label realisiert haben. Durch deren unterschiedliche Umsetzungsansätze ergeben sich verschiedene Möglichkeiten für das NÖ ÖPP. Die Idee dieser marktbasierten Weiterentwicklung des NÖ ÖPPs wird als Chance zur Positionierung und Neuorientierung des Programms erachtet, der allerdings zahlreiche Herausforderungen gegenüberstehen. ; The regional programme "Ecopoints Lower Austria" is part of the Austrian agri-environmental programme ÖPUL. The main aim of the "Ecopoints" programme is the preservation und stewardship of rural landscapes. The "Ecopoints" association considers the supplementation of the "Ecopoints" program with an ecolabel that communicats the origin of agricultural products and supports the valorisation of landscape. The aim of this master thesis is to survey (inter-)national projects that have implemented a label relating to landscape stewardship. Based on a literature analysis the theoretical part deals with aspects of labels and landscape. An important result is that there is a multitude of labels on the market, which may be confusing for costumers. A major challenge for a successful label implementation is to close the information gap between producers and consumers. In the empirical part, 43 existing labelling projects were identified that inform about the landscape origin of food products. Therefore a set of criteria had been defined. Furthermore expert interviews with representatives of seven projects were carried out. With a comparative analysis of the seven selected projects, the different implementation approaches and the success factors of these projects were identified. Furthermore the transferability to the "Ecopoints" programme was assessed and measures for the implementation were derived. Finally the opportunities and risks of an "Ecopoints" label and the transferability of the surveyed implementation approaches were discussed with representatives of the "Ecopoints" programme. Main results of the discussion are that a market-based valorization of landscape stewardship by a label is possible and that there are promising implementation approaches. The representatives understand an ecolabel as an option for a new alignment and positioning of the programme. Almost half of the world's states provide bilateral development assistance. While previous research takes the set of donor countries as exogenous, this article is the first to explore the determinants of aid donorship. We hypothesize that democratic institutions reduce poor countries' likelihood to initiate aid giving. On the contrary, the leadership of poor authoritarian regimes face fewer constraints that would hinder these governments to reap the benefits of a development aid program despite popular opposition. To test our expectations, we build a new global dataset on aid donorship since 1945 and apply an instrumental-variables strategy that exploits exogenous variation in regional waves of democratization. Our results confirm that the likelihood of a democratic country to start aid giving is more responsive to income than it is the case for authoritarian countries. Overall, democracies are - if anything - less rather than more likely to engage in aid giving.

In our era of "shareholder value", news of redundancies in leading global companies is good news for the stock market. The coincidence of this kind of news with growing unemployment creates the impression of a direct and simple relationship between the two developments. In this paper, we use official data on employment and unemployment and exploit a number of surveys of establishments, individuals and, more specifically, unemployed persons in order to point out several paradoxes. We find that dismissals for economic reasons account for only a fairly small share of separations. Furthermore, the contracting sectors produce less job destruction, have less labour turnover, make less use of dismissals and produce below-average unemployment inflows. We find also that among samples of unemployed persons the percentage of those who lost their last job due to a dismissal for economic reasons is rather high. We do not know, however, from which sectors these unemployed originated. From an analytical perspective, it must be concluded that the mechanisms by which structural change produces unemployment are still rather obscure. Event history analysis based on data sets of individuals is needed to shed more light on the unemployment process. From a policy perspective, however, the principal recommendation is that efforts should be concentrated on facilitating the re-employment process rather than slowing down the process of change.

Wie kann der Beitrag von Hochschulen zur Lösung des Problems der Vereinbarkeit von Studium bzw. wissenschaftlichem Qualifikationsprozess und Elternschaft aussehen? Wie öffnen sich Hochschulen der Anforderung, den in ihnen Beschäftigten und Lernenden Bedingungen bereitzustellen, um Familie und Studium bwz. Beruf besser in Einklang zu bringen? Auf der Basis von Ergebnissen empirischer Studien, die an der Universität Oldenburg mit studierenden Eltern und Beschäftigten durchgeführt worden sind, stellt der vorliegende Band exemplarisch Vereinbarkeitsprobleme und -strategien sowie Veränderungswünsche dar. Auf diesem Hintergrund gewinnen schon realisierte Praxismodelle ihre Bedeutung: Es stellen sich Einrichtungen vor, die bereits heute Dienstleistungen für unterschiedliche Bedarfslagen insbesondere studierender Eltern anbieten und so Wege hin zu einer familiengerechten Hochschule aufzeigen.
Im Rahmen des Operationellen Programms für das Ziel 3 der europäischen Sozialfonds (ESF) führte das Land Nordrhein-Westfalen in der Förderperiode 1994 bis 1999 drei zielgruppenorientierte arbeitsmarktpolitische Programme - AQUA, QUAZI und WEP - durch, für deren Finanzierung eine Beteiligung aus dem ESF von insgesamt 541 Millionen DM veranschlagt war. Untersuchungsgegenstand des vorliegenden Berichts, der einen Meilenstein aus dem laufenden Evaluierungsprojekt darstellt, ist eine Analyse der arbeitsmarktlichen Rahmenbedingungen für die Programmumsetzung sowie der in Nordrhein-Westfalen spezifischen Umsetzungsstrukturen einer regionalisierten Arbeitsmarktpolitik. Letztere wurden auf Basis von Fallstudien in drei der 30 nordrhein-westfälischen Arbeitsmarktregionen untersucht. ; Within the framework of the Objective Three Operational Programme of the European Social Fund during the period from 1994 to 1999, the Land of Northrhine-Westphalia carried out three programmes of active labour market policy oriented towards specific target groups: (1) Employment and Training, largely for young people (AQUA), (2) Target Group Training (QUAZI), and (3) Re-entry into Employment for Women (WEP). In order to finance these programmes, 541 million DEM had been put forward by the ESF which were complemented by the Land. The report presented here is a milestone of the ongoing evaluation. It focuses on (1) the analysis of the regional labour market situations in which the programmes had to be put into practice and (2) on the specific structures of the "regionalised labour market policy" which have been put into effect in Northrhine-Westphalia as a means of implementing programmes in partnership with local actors. Theses regional structures were researched in depth on the basis of three case studies in three of the 30 labour market regions of the Land.
