An authoritative account of the European Commission presidency and the political leadership performance of its incumbents throughout the process of the European integration.
This contribution argues that although the latest EU treaties formalized the Commission presidency to substantial degree, it remains a constitutionally weak office for the provision of political leadership. The capacity to lead thus still strongly depends on the individual incumbent. As a first step, the article examines the legal-procedural structure of the office before and after the Lisbon Treaty came into force. Secondly, it analyzes the political leadership performance of the Commission president José Barroso in comparison with his predecessor Jacques Delors. In bridging formal institutional rules with concrete performances this article contributes to the understanding of the relationship between structure and agency in international institutions as well as to the growing literature on political leadership in the European Union.

This volume provides a comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men.

The European Parliament (EP) is an intriguing arena to study the nexus between gender, speech-making, and leadership performance, as it simultaneously challenges and confirms gender-based hierarchies in legislative contexts. While the EP has a higher level of women's representation than national parliaments, women's access to top-level positions nonetheless remains limited. Yet the EP is a special case of a legislature. Lacking a right of initiative, it often acts collectively as an inter-institutional opposition to the EU core institutions. In this article, through a software-assisted analysis of EP debates following the president's State of the Union Address, we investigate party group leaders' evaluations of the Commission's proposals and their charismatic rhetoric from a gender angle. Focusing on the three most recent legislatures (2009–2021), our analysis shows that while collective inter-institutional opposition is present in the EP, women leaders generally show higher levels of rhetorical skillfulness and voice either approval or opposition toward the Commission more emphatically than their male counterparts.
AbstractThe Gulf Cooperation Council (GCC) states have increased their promotion of women in public life. The expansion of women's rights in these states functions as a central policy tool to stimulate modernization processes. This article investigates how the Gulf governments steer women's empowerment through the press. Regulated by the state, media outlets in GCC countries primarily serve to affirm and amplify the legitimacy of the government. Focusing on 15 English-language newspapers from 2008 to 2017, this article analyzes the degree to which women's empowerment in various arenas of society was addressed and the valence with which it was reported. Moreover, it analyzes whether foreign and domestic news were addressed differently. The article finds that once nondemocracies focus on women's rights, positive media portrayals, especially of domestic news, become central for legitimizing both women's empowerment and the regime. The article contributes to the growing literature on women's rights legislation and the state-media nexus in autocracies.
Abstract In recent decades, the governments of Gulf Cooperation Council (GCC) states, especially the United Arab Emirates (UAE), have substantially increased their promotion of women in public life, with more women obtaining senior positions in an array of social domains. Despite these efforts, women's leadership in the public sphere of GCC states still lags behind what has been achieved in other parts of the world. Focusing on the UAE, this article provides an overview of the current state and complex nature of women's leadership in the Emirates. It examines who the UAE's female leaders are, their socio-economic backgrounds, and the specific social arenas they most often obtain leadership positions in. The article utilizes a newly compiled data set on the socio-economic backgrounds of women who obtained leadership positions in the realms of politics, the economy, and society more broadly in the UAE between 1970 and 2017.
