The Republic of Albania is committed to respect the general principles of democracy and fundamental human rights of the Universal Declaration of Human Rights, the European Convention on Human Rights, and itself commits to promote cooperation and good neighbourhood relations with countries of the region, through signing a number of bilateral and multilateral agreements. In the framework of interaction and intensification of relations with the European Union, in view of democratization and transformation of the Albanian society, in accordance with European values and principles, it signed a Stabilisation and Association Agreement which clearly determined purposes and priorities that will be kept in mind by the Albanian state on its path towards the European Union. This paper aims to present the approach of the Albanian environmental legislation with EU environmental law framework to identify to what extent this legislation is approximate. The results achieved are that Albania still needs to do more in the process of harmonization of legislation with European legislation and its implementation. Overall, preparations in the field of environment are at an early stage, highlighting the shortcomings of administrative capacity and funds.

Environmental legislation in Albania is based on the Constitution of the Republic of Albania, general and specific laws to the environment, decisions of the Council of Ministers, orders and instructions to ministries, specific regulations etc. This legislation is approaching EU standards, because is based on the same principles and continues to be in an intensive process of the improvements. Albania is included in the recent urban developments, which is associated with environmentally cost. Problems remain urban and acoustic pollution, recycling and waste handling, cutting and uncontrolled forest exploitation, or riverbeds, causing encroachment and damage to biodiversity where they arise. Urban waste management continues to be one of the most serious environmental problems in Albania, polluting the environment and endangering the health of residents. Data on environmental indicators help decision makers to be more effective in their work, but also helps citizens, businesses, investors, etc.

Over the years, international organizations have played critical roles in the interactions and relationships that develop within the international system between and among states. The Russian Federation joined the Council of Europe in 1996 to strengthen its democratic policies. The nature of Russia's membership in the Council of Europe is somewhat paradoxical, given how far it strayed from the organization's objectives and principles. This also includes the organization's credibility and ability to promote democratic values throughout the Russian Federation by applying the European Convention on Human Rights. In light of the latest developments in the conflict with Russia, the issue of the protection of human rights and fundamental freedoms, on which the Council of Europe is mainly focused, seems to be a key point in the European debate and beyond. This paper summarized all points where the Council of Europe deviated from its principles and objectives. The Council of Europe, among others, has to strengthen its authority and become more resilient to afford future crises. The main question of this paper is directly related to the research strategy which is the first element. The general question of this paper is as follows: Can the mission and purpose of the Council of Europe be considered fulfilled in any case of the existence of this organization?

Human rights provided in many international standards, are considered as universal and indivisible and must be applied equally to persons belonging to the majority, as well as ethnic or linguistic minority groups. Rights and fundamental freedoms are enshrined in the Constitution of the Republic of Albania and the laws and regulations of the Albanian state ensuring the promotion of the protection of national minorities. This paper aims to highlight if there are concrete results in terms of improving the issue of Roma community and in particular of Roma children in Albania, taking into account the necessary legal framework and initiatives undertaken to act in this direction and aims to orient local level policies in terms of improving the situation of the Roma community. The method used is qualitative method. The data to realize this paper are based on EU law and national decisions, other legal instruments, articles etc. The conclusions show that, despite the measures taken in Albania, Roma community and Roma children in particular face many challenges and few resources to cope with them. To achieve concrete results in terms of improving the situation of this community should make efforts for inclusion multilateral system, such as the state, through central and local institutions and the whole society in general.
