AbstractThe historiography on Uruguay during the Cold War has identified the period 1959–62 as a key juncture in the process of political polarisation that culminated in the fall of democracy in 1973. Based on the analysis of press articles and other documentary sources, I describe the role played by the main fraction of the Partido Colorado (Red Party) led by Luis Batlle Berres in promoting polarisation of the Uruguayan political system in those years. My findings contradict the conventional depiction of Batlle Berres as a moderate who tried to prevent the polarisation provoked by other agents.
The paper analyzes the creation, growth and electoral success of the conservative party Propuesta Republicana (PRO), in an effort to unveil the processes that led to this new scenario. It explains the emergence and consolidation of the PRO as a successful response by some sectors of Argentina's economic elite to a situation characterized by the lack of any viable strategy to defend their interests through the Armed Forces; the changes that the 2001 economic crisis provoked in the party system; and the perception of growing threat generated by the Kirchner governments. Resumen: La exitosa construcción de un partido conservador en ArgentinaEste artículo analiza la creación, el ascenso y el éxito electoral del partido conservador Propuesta Republicana (PRO), en un esfuerzo por desvelar los procesos que llevaron a este nuevo escenario. Explica el surgimiento y la consolidación del PRO como una respuesta exitosa de algunos sectores de la élite económica argentina a una situación caracterizada por la falta de una estrategia viable para defender sus intereses a través de las Fuerzas Armadas; los cambios que la crisis económica de 2001 provocó en el sistema de partidos; y la percepción de la creciente amenaza generada por los gobiernos de Kirchner.
La investigación politológica reciente indica que en los últimos años ha habido a nivel mundial una expansión del uso de mecanismos de democracia directa (MDD) y, especialmente, de su incorporación a los marcos normativos tanto nacionales como subnacionales (Scarrow, 2001). Dentro de ese panorama, Uruguay constituye un caso excepcional. A lo largo de las últimas dos décadas se registra en el país el uso sistemático de los MDD promovido por organizaciones sociales ajenas al gobierno, como parte central de las estrategias opositoras. AbstractThis article analyzes how policy ideas already adopted in Europe, particularly in France, were taken into consideration for the design of Uruguay's National Public Assistance (NPA) policy. Established in 1910, the NPA was a pioneering government social policy for the time and for the region.Some have argued that the design of the NPA law followed the secular and republican model instituted in France at the end of the nineteenth century when France established the Assistance Publique, particularly regarding the extent of public assistance to the poor, the role of the state in the provision of health care (as opposed to charity-based provision) and the centralization of health-care services (as opposed to a decentralized health-care system).We analyze how these revolutionary ideas were discussed by the technicians and politicians who participated in the process that culminated in the approval of the law in Uruguay discussed these revolutionary ideas. We explore the factors that motivated the creation of the commission that developed the law. We also review available documentation on the drafting of the bill and the parliamentary debate that culminated in its approval. We find that the design of the NPA included many ideas diffused mainly from France. The French model was not simply emulated, however. Rather, the authors of the NPA thoroughly analyzed and considered the features and main consequences of the Assistance Publique, suggesting that diffusion in this case was more a process of learning than of simple mimicry.
AbstractThe potential democratizing effect of political decentralization reforms has been a matter of substantial theoretical and empirical debate. This article analyzes the effect of local democratic institution building on the political attitudes and behavior of citizens living in small towns in Uruguay. More specifically, using a natural experiment design, this research seeks to establish the causal impact of recently established elections of local authorities on individuals' political engagement. It develops a comparative case study analyzing the consequences of this institutional innovation in two towns. It shows that individuals from the town where citizens have the opportunity to elect their local authorities have more positive attitudes toward politics than those from the town without such elections.
