Ever since the government of the Republic of China (ROC) moved its seat from the Chinese mainland to Taiwan in 1949, Taiwan and the Chinese mainland have been separated by continued hostilities and mistrust. However, since November 1987, Taiwan has developed a comprehensive "mainland policy" to chart a course for the vital but delicate relationship with the Chinese mainland. After a brief look at the military confrontation phase (1949-78) between Taiwan and mainland China and Peking's current policies toward Taipei, the article explores how Taipei's "mainland policy" is being formulated and implemented.
