Tinjauan Kritis Hasil Keputusan Bahs Al-Masail Al-Diniyyah Al-Maudu'iyyah Muktamar NU XXX Tentang NU dan Demokrasi di Indonesia
Kajian ini dilakukan untuk menggali lebih dalam terkait wacana demokrasi yang menjadi hasil keputusan Bahtsul Masail Diniyah Mawdhuiyah Muktamar XXX Nahdlatul Ulama (NU) di PP. Lirboyo, Kediri, Jawa Timur, tahun 1999. Dalam kajian ini, penulis menggunakan teori analisis wacana kritis Van Dijk. Ada tiga elemen penting dalam menganalisis wacana kritis, yaitu teks, kondisi sosial, dan konteks sosial. Kajian ini dapat disimpulkan bahwa NU merupakan salah satu organisasi keagamaan yang berkomitmen untuk menerima sistem demokrasi di Indonesia. Bagi NU, demokrasi diterjemahkan sebagai tatanan yang mengatur hubungan antara negara dan rakyat berdasarkan nilai-nilai universal, yaitu persamaan, kebebasan, dan pluralisme. Nilai-nilai tersebut merupakan nilai-nilai yang diajarkan oleh Islam untuk mewujudkan rahmat bagi semua alam. Oleh karena itu, NU menganggap demokrasi itu sejalan dengan nilai-nilai ajaran Islam.

The Level of Community Participation in Supporting Community-Based Tourism on Mount Merapi Slope

This community service was carried out on the Mount Merapi slope, located around the 8-kilometer area, which falls in category III disaster-prone area. The main aim of this activity was to increase the community participation in developing their area through tourism. The method used here was Focused Group Discussion (FGD) that aimed at inviting and accommodating community participation, as well as a structured interview. The analysis employed 0-5 Likert scale containing score weight to identify the factors influencing participation forms and participation benefits. This research used the quantitative descriptive approach to describe the community level of participation. The result shows that the majority of residents (60%) participated in tourist village management, around 25% participated due to their awareness, around 12% participated without serious intention, and 3% did not participate. It can be concluded that they show high level of participation in supporting tourist village development in disaster-prone area.
Peran Intelijen dan Perang Psikologis pada Agresivitas Kampanye Militer Kekaisaran Genghis Khan
The Mongol Empire, which prevailed in the 13th to 14th centuries, was one of the largest empires known in the history of world conquest. The stretch of the empire formed by Genghis Khan almost covers all of Eurasia, whose success story cannot be separated from the exploits of intelligence and psychological warfare that have been applied just like modern wars centuries after. Historical Research analysis in this article will try to juxtapose intelligence theories and Psychological Warfare so that the story of the Mongolian empire can be a valuable lesson for the study of strategy and philosophy of war as a reference for modern military strategy. TRANSFORMASI ORGANISASI PENYEDIA JASA LAYANAN JAMINAN KESEHATAN (Studi Tentang Transformasi PT. Askes (Persero) Menjadi BPJS Kesehatan)
ABSTRACT. Health insurance is a necessity that must be owned by the community ascitizens. After the demands of the changing times and other factors, then governmentdecided to transform PT. Askes (Persero) to BPJS Kesehatan by the Regulation of SJSN andthe regulation of BPJS. The transformation causes changes in the health insurance systemin Indonesia. This study aims to determine the reasons or factors that encourage theimplementation of the transformation, stages of transformation that is passed by PT.Askes (Persero) to be BPJS Kesehatan, and change what happened. The research is aqualitative study using a descriptive approach, data collection techniques used areliterature. The conclusion from this study is there are two factors that underlie theimplementation of the transformation of PT. Askes (Persero) to BPJS Kesehatan, thefactors are domestic and international factors. Domestic factors is complaints from thepublic, and the international factor is the intervention of foreign parties. Thistransformation then passes through three stages namely unfreezing, movement, andrefreezing. In each of these stages there are some changes implemented steps ofachieving the respective stages. transformations that occur in the PT. Askes (Persero)caused a lot of changes, including: changes in goals, culture, technology, organizationalstructure, and the volume of activity. Setelah tuntutan perubahan zaman dan faktor lainnya, makapemerintah memutuskan untuk mengubah PT. Askes (Persero) kepada BPJS Kesehatandengan Peraturan SJSN dan peraturan BPJS. Transformasi tersebut menyebabkanperubahan sistem asuransi kesehatan di Indonesia. Penelitian ini bertujuan untukmengetahui alasan atau faktor yang mendorong pelaksanaan transformasi, tahapantransformasi yang dilalui oleh PT. Askes (Persero) menjadi BPJS Kesehatan, dan mengubahapa yang terjadi. Penelitian ini merupakan penelitian kualitatif dengan menggunakanpendekatan deskriptif, teknik pengumpulan data yang digunakan adalah literatur.Kesimpulan dari penelitian ini adalah ada dua faktor yang mendasari pelaksanaantransformasi PT. Askes (Persero) kepada BPJS Kesehatan, faktor-faktornya adalah faktordomestik dan internasional. Faktor domestik adalah keluhan masyarakat, dan faktorinternasional adalah intervensi pihak asing. Transformasi ini kemudian melewati tiga tahapyaitu unfreezing, movement, dan refreezing. Pada masing-masing tahap tersebut adabeberapa perubahan yang dilakukan langkah-langkah pencapaian tahapan masing-masing.Transformasi yang terjadi di PT. EFEKTIVITAS PELAKSANAAN PROGRAM DINAMIKA KELOMPOK DENGAN METODE OUTBOUND PADA DIKLAT FUNGSIONAL AUDITOR DI PUSDIKLATWAS BPKP
The objective of this research is to analyze the implementation effectiveness of the group dynamic program using outbound method. The training is organized by Pusdklatwas BPKP and attended by all the government internal auditors in Indonesia. The research uses Structural Equation Modeling (SEM) with Partial Least Square approach. The effectiveness of the program is scored using Kirkpatrick's Four Level Training Evaluation model by measuring the participant's perception on the implemented training, the learning process, and the benefit that can be obtained from the training. The result shows that as an output, the training influences the participants learning process positively and significantly (trust, openness, responsibility, interdependency, self confidence, & stress management). In addition, as a short term result the training also gives a positive and significant impact to the learning condition and for the medium term result is the adaptive performance of the participants.Keywords: audit, employee, performance, psychology, SEM AbstrakTujuan dari penelian ini adalah menganalisis efektivitas pelaksanaan program dinamika kelompok dengan metode outbound yang diselenggarakan oleh Pusdiklatwas BPKP untuk seluruh auditor internal pemerintah dari seluruh Indonesia. Penelitian ini dianalisis menggunakan Structural Equation Modeling (SEM) dengan pendekatan Partial Least Square (PLS). Efektivitas program dinilai dengan menggunakan teori evaluasi pelatihan empat level yang dikemukakan oleh Kirkpatrick, dengan mengukur persespi peserta program tentang pelaksanaan program, serta pembelajaran dan manfaat yang dirasakan oleh peserta program. Hasil dari penelitian ini menunjukkan bahwa program efektif pada setiap tahapan evaluasi. Hasil menunjukkan bahwa program ini secara positif dan signifikan berpengaruh terhadap pembelajaran peserta (trust, openness, responsibility, interdependency, self confidence, & stress management) sebagai output, dan juga berpengaruh secara positif dan signifikan terhadap suasana pembelajaran yang terbentuk sebagai hasil jangka pendek, dan terhadap kinerja adaptif peserta sebagai hasil jangka menengah.Kata kunci: audit, kepegawaian, kinerja, pelatihan, psikologi, SEM

Performance of ASN (Government Employee) in Implementation of the Work from Home Policy in the Regional Secretariat of Bogor Regency
Working from home (WFH) is a new work pattern applied by organizations and government agencies. During the COVID-19 pandemic, if it becomes an alternative for companies and agencies to keep working, performance can still be achieved. This study aims to see the effect of readiness on performance, readiness to change on readiness for acceptance of technology, acceptance of the technology on performance during work from home of governance employee in the Regional Secretariat of Bogor Regency. This study involved 136 respondents, with the sampling method used in this study is non-probability sampling. The sampling technique used is Voluntary Sampling. The Structural Equation Model-PLS analysis results showed that readiness to change had a significant effect on performance, readiness to change had an effect on readiness for technology acceptance, readiness for technology acceptance had a significant effect on performance, and there was no difference between the performance of men and women at work from home.

Penerapan Strategi Pemanduan Terpadu Sebagai Upaya Mewujudkan Ketahanan dan Keamanan Di Selat Malaka
ABSTRACT Malacca Strait was the busiest strait the world, where most of distribution lines of sea transportation pass through. However, there were some issues in this area, including security and safety issues, which could interfere the business operation and threaten national resilience. On the other hand, the high cost of the efforts to maintained the security and safety in the area burdens the government. Departing from this background, this research aimed to developed a strategy in handling sea transportation system in order to achieved the equilibrium between economy efficiency and the effectiveness of the government in maintaining security and safety of the shipping traffic in Malacca Strait. This study was a problem solving-based research using Soft System Methodology and Analytical Hierarchy Process. As the results, The Integrated Piloting Strategy had been developed as a recommendation to be implemented. With this strategy the ships that passed through the Malacca Strait were advised to adopted Integrated Piloting, in which the Pilots together with the security guards, would be on board and helped the ship to passed through Malacca Strait safely and securely. By that, the safety and security were guaranteed and the business objectives were achievedABSTRAK Moda transportasi laut merupakan sarana utama distribusi logistik di dunia. Sebagian besar alur distribusi ini melewati wilayah perairan Selat Malaka, menjadikan Selat Malaka sebagai selat tersibuk di dunia, yang mana 75 persen perairannya merupakan wilayah Negara Kesatuan Republik Indonesia (NKRI). Namun demikian terdapat beberapa permasalahan di wilayah Selat Malaka tersebut, di antaranya permasalahan keamanan serta keselamatan yang berpotensi mengganggu kelancaran operasional bagi para pelaku bisnis serta mengancam ketahanan nasional. Di sisi lain upaya menjaga keamanan serta keselamatan di wilayah tersebut membebani Pemerintah dengan biaya yang sangat besar. Berdasarkan latar belakang tersebut penelitian ini bertujuan untuk merumuskan strategi di dalam menangani sistem transportasi laut agar terjadi kesetimbangan antara efisiensi ekonomi bagi pelaku bisnis, serta efektivitas instansi pemerintah dalam menjaga keamanan dan keselamatan pelayaran di Selat Malaka. Studi ini merupakan penelitian berbasis problem solving menggunakan metode Soft System Methodology (SSM) dan Analytical Hierarchy Process (AHP). Sebagai hasil dari penelitian ini disusun rekomendasi berupa Strategi Pemanduan Terpadu di mana kapal-kapal yang melintasi Selat Malaka disarankan untuk menggunakan Pemanduan Terpadu yaitu petugas Pandu yang terintegrasi dengan keberadaan petugas keamanan yang turut on board di kapal selama melintas di Selat Malaka, dengan segala tantangannya, sehingga keamanan dan keselamatan terjamin, keuntungan bisnis tercapai serta terwujud efisiensi ekonomi bagi semua pihak yang terlibat.

Institutional Optimization Strategy of Capital Investment Agency and One-Stop Integrated Service ; Strategi Optimalisasi Kelembagaan PTSP
Licensing is one way for business actors to formalize business. Without licensing, businesses are unable to move to the formal sector and get a variety of benefits such as coaching programs, tax incentives and getting credit or capital assistance, especially from banks and legal guarantees. Nevertheless, business operators consider that licensing services are still not optimal. Business actors' complaints include inefficient and effective services caused by weak institutional aspects. Institutional improvement of the Capital Investment Agency and the One-Stop Integrated Service (DPMPTSP) to reach the prime point will have an impact on the ease of service and improve the investment climate. The main method used in this study is the Regulatory Impact Assessment (RIA) supported using Regulatory Mapping (Regmap) to determine the regulatory map that contributes to the institutional aspects of DPMPTSP. The results of the analysis revealed that the root cause of the weakness of DPMPTSP's institutions was the absence of DPMPTSP's institutional improvement program. The root causes of these problems contribute to some of the problems in optimizing DPMPTSP institutions such as the Standard Operational Procedure (SOP) that is not updated, the lack of competence of the implementing apparatus, the delay in anticipating changes in regulations of the central authority. Alternative corrective actions from the results of the analysis are the devolution of authority for licensing services, preparation of guidelines for Standard Procedure Norms Criteria (NSPK), institutional regulation updates, preparation of local regulations related to institutional implementation, SOP formulation of licensing services, placement of technical human resources, and development of infrastructure facilities. ; Perizinan merupakan salah satu jalan bagi pelaku usaha untuk kemudian memformalisasi usaha. This study focuses on evaluating the effectiveness of the policy implementation of disaster mitigation on mount Semeru in the district of Lumajang, East Java Province, Indonesia. It uses case study approach. The results of interviews with a number of key informant persons lead us to conclude that the policy implementation of disaster mitigation of mount Semeru is still not effective and less optimal. Many factors are identified as the causes, amongst other include network conditions and communication, slow and lack of government response, small funding allocation and realization, lack of coordination between the Government and the parties in Lumajang, low of stakeholders' participation, and weak of the Regional Representatives Council role to control the regent's performance in governance implementation. Serious efforts need to be in place in order to make the disaster management is warranted and secured.

Analysis of Obstacles in Implementing The Finished Banknotes Business Model (A Case Study on Banknotes Printing in Indonesia)
Purpose - Bank Indonesia as a central bank uses Perum Peruri as a banknote printing service provider. In general, Bank Indonesia is a consumer and a banknote paper provider that intends to change the business model from printing services to finished banknotes or end-to-end processes. Therefore, this study aimed to analyze the obstacles faced while implementing the finished banknotes business model by Perum Peruri. Methodology - A total of 9 obstacles were identified based on the literature and discussions with five experts from the banknotes printing industry, Bank Indonesia as a consumer and regulator, the Ministry of State-Owned Enterprises, and the Indonesian Printing Security Association. An interpretive structural modeling analysis was used to measure the strength of the relationship between obstacles, develop hierarchical levels, and classify and rank each obstacle. Findings - The results showed that the main obstacles included limited working capital, dependence on supplies of foreign banknotes, the complexity of their procurement, and barriers to accessing banking. These obstacles can be solved when Perum Peruri improves its capabilities and receives support from the government. Originality - This study is original and provides new knowledge about the obstacles faced by banknote printing companies when changing their business model.

Birokrasi dan Revolusi Industri 4.0: Mencegah Smart ASN menjadi Mitos dalam Agenda Reformasi Birokrasi Indonesia
This research is motivated by the idea of Smart ASN which was introduced by the government as a step to face the industrial revolution 4.0. The government must face the industrial revolution 4.0. The apparatus must adapt to technological transformation. The purpose of this research is to explore critically the roots of the Smart ASN idea. This research method uses PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses). The results show that the Smart ASN idea still has an inherent problem that is not yet optimal use of information technology. In other words, the Smart ASN idea does not have a solid foothold. The result of the alternative analysis that needs to be done is to optimize the presence of the millennial generation by 1) Providing jobs that are in accordance with their competencies and potential; 2) Provide opportunities to open perspectives and learn new knowledge in work through various methods; 3) Providing space for the new idea; 4) Building a humanistic work culture; and 5) Providing opportunities for capacity building for young apparatuses. Meanwhile, to support the management of human resources, the idea of ASN Corporate University can be implemented to achieve the goal of Smart ASN. Keywords: Bureaucracy, Smart ASN, Industrial Revolution 4.0 Abstrak Penelitian ini dilatarbelakangi oleh gagasan Smart ASN yang dikenalkan pemerintah sebagai langkah menghadapi era revolusi industri 4.0. Revolusi industri 4.0 adalah fase terkini yang harus dihadapi oleh pemerintahan Indonesia. Para aparatur dipaksa untuk beradaptasi terhadap transformasi teknologi agar pelayanan publik lebih efisien. Tujuan dari penelitian ini untuk menelusuri secara kritis akar gagasan Smart ASN, menggali aspek yang masih menjadi kekurangan dalam Smart ASN. Metode penelitian ini menggunakan metode PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyses). Hasil penelitian menunjukkan bahwa gagasan Smart ASN masih memiliki problem inheren yakni belum optimalnya pemanfaatan teknologi informasi dalam birokrasi. Dengan kata lain, gagasan Smart ASN tidak memiliki pijakan yang kuat sehingga diperlukan langkah mengisi kekosongan yaitu dengan mengoptimalkan momentum hadirnya generasi milenial di lingkungan birokrasi dengan cara pengelolaan SDM di era digital yang bersifat pemberdayaan pegawai: yaitu 1) Memberikan pekerjaan yang sesuai dengan kompetensi dan potensi diri; 2) Memberikan peluang untuk membuka perspektif dan mempelajari pengetahuan baru dalam pekerjaan melalui berbagai metode; 3) Memberikan ruang produksi gagasan; 4) Membangun budaya kerja yang humanis; dan 5) Memberikan peluang peningkatan kapasitas bagi para aparatur muda. Strategi sistem audit internal pemerintah dalam rangka tata kelola yang baik
The problems related to governance system such as management irregularities or fraud, unaccountable finan-cial practices, and poor public service deliveries have raised some questions to the effectiveness of Units of Government Internal Audit (GIA). The complexity of role and function of GIA, which are both directly and indirectly influenced by the stakeholders and relevant environment, need an appropriate research using sys-temic context. The objective of this study was to identify and establish priority strategy in developing effective internal audit system. This research was based on qualitative approaches with systems methodology whichwas started with literature study, in-depth interview and focus group discussion (FGD). Then, the study was continued with analytical hierarchy process (AHP) with experts representing the stakeholders. The study showed that to enhance the effectiveness of GIA, it is important to have priority strategy to streng then the governance system, risk management, and control. The role of the stakeholders and management maturity are the key requirements to successful and an effective of GIA System.
