Après avoir défait l'Unita, le gouvernement angolais a retourné son armée contre les mouvements indépendantistes dans l'enclave de Cabinda, tout en cooptant une partie de ceux-ci. Il en résulte dans l'enclave un climat de violence politico-militaire exacerbée, sur fond d'une économie pétrolière en expansion et de menaces écologiques. Majoritairement pro-indépendantiste, l'épiscopat cabindais n'est pas non plus épargné par cette violence et il est travaillé par des divisions. Le Cabinda est aujourd'hui un lieu où sont déployés les pratiques et abus qui minent la transition politique en cours en Angola.

Viele Bakongo, die nach 1974/75 nach Zaire ausgewandert sind (die sogenannten "Regressados"), werden heute pauschal als Zairer und Parteigänger der FNLA angesehen. Sie sind vor allem im Kleinhandel vertreten. Auch die MPLA machte nie einen Versuch, die bestehenden Vorurteile abzubauen, die die blutige Verfolgung der Regressados im Januar 1993 zur Folge hatten. Diese Vorurteile sind der Ausdruck eines Konflikts zwischen der nach Zaire orientierten Elite und der eher portugiesisch orientierten Elite bei den Bakongo. Trotzdem waren die Wahlen 1992 keine ethnischen Wahlen in dem Sinne, daß Regressados überwiegend die FNLA gewählt haben. Ihre Elite ist vielmehr dazu übergegangen, eigene Parteien zur Vertretung ihrer Interessen zu bilden, wobei sie sich von separatistischen Zielen fernhalten. (DÜI-Wgm)
