Although emblematic cases such as Amsterdam, Berlin, or Lyon are often praised for their best practices and have been analyzed in several studies, the case of Europe's administrative capital remains undercommented in the literature on place branding and attractiveness. This may be a surprise to scholars and practitioners alike given Brussels' position in Europe and especially its proximity to institutional regulatory bodies and decision-makers. The purpose of this chapter aims precisely at filling this gap through a dialogue between a researcher and a key practitioner active in the Brussels Government Agency for Business Support. Several initiatives launched over the last few years indicate that formerly fragmented institutions are now working toward a more integrated approach to Brussels' attractiveness. Regarding the visual identity of the region, a new multilayered logo was created in 2012, using a unique extension ".brussels" for all institutional stakeholders and partners. Regarding economic attractiveness specifically, the merger of former public organizations into a single body (hub.brussels) is expected to provide more clarity and more effective services to companies and investors. The example of Brussels shows that despite promoting a place through different channels and diverse actors, a rising awareness of the need to better coordinate the promotion of the place has led to increasingly collaborative networks and concerted actions around the globe. ; info:eu-repo/semantics/published

While it remains a complex and diffuse notion, trust is highly valued by public authorities. Due to their proximity with citizens and their central role in service delivery, local governments often aim at establishing a relation of trust with the population. Several mechanisms have been conceived to improve the current situation, mainly involving "good governance" rhetoric. In this sense, transparency and accountability are often regarded as essential tools for increasing citizen trust and encouraging greater participation in decision-making. This article focuses on the effects of government openness from a citizen perspective. It calls for a subtle yet important distinction between exposure to information and perceived transparency: the results presented in this study indicate that perceptions play a significant role in shaping the relationship between the governed and public bodies. Principe central de bonne gouvernance, la transparence puise ses racines philosophiques à l'époque des Lumières. Elle fait écho aux idéaux démocratiques, puisque seul un public « éclairé » – à même de comprendre les enjeux – est en mesure de participer pleinement à la vie politique. Dans le même temps, cette acquisition d'information permet aux gouvernés d'opérer une surveillance de l'exercice du pouvoir, tout en favorisant une conduite intègre des gouvernants, désormais soumis au « tribunal de l'opinion publique ». Dans cette perspective, la transparence est synonyme d'équilibre dans l'échange d'informations entre les citoyens et l'État. Toutefois, le rapport asymétrique entre l'information détenue par les administrations et la population tend à se creuser, ravivant l'idée qu'un rééquilibrage devient nécessaire. De ce point de vue, un nombre croissant de pays ont adopté des lois d'accès aux documents officiels, sous réserve d'exceptions. Le niveau plus élevé d'information disponible doit mener les citoyens à une évaluation plus forte des organisations publiques, dans une logique émancipatoire. Ceci augmente la valeur instrumentale de la transparence, louée pour ses effets positifs sur la participation et la confiance citoyenne, la réduction de la corruption et le fonctionnement plus efficient des administrations. Bien que les bénéfices attendus de la transparence soient défendus par de nombreux acteurs, peu d'études empiriques ont évalué la portée des réformes en cours, notamment sur la confiance. Cette thèse de doctorat s'est penchée sur une étude de cas au niveau local en Suisse, visant précisément à tester si une exposition plus forte à l'information permettait effectivement de renforcer la confiance dans les autorités en charge du développement de l'aéroport civil de Sion. Transparency is now among almost all governments' priorities, with a growing number of countries that have recently adopted a law on access to administrative documents. In 2014, Paraguay even became the 100th state to pass a legislation on access to information (ATI). These laws do not provide a substitute for transparency; however, they may signal the willingness of public authorities to increase openness. So far, most studies have focused on states where laws on access to administrative documents already exist (mainly in Europe and North America), while very few research has been conducted in other parts of the world. Based on previous research, this contribution presents the case of Benin in Western Africa: conditions of emergence, structures and obstacles in several states will be presented and then compared with the current situation in Benin. Research questions concentrate on the development of ATI, challenges to the introduction of a stronger law, and the administration's main expectations towards transparency. Data were collected through interviews conducted with WANEP‐Benin (a coalition of civil society organisations), an official in charge of access to documents and several employees of the Beninese administration. Secondary data from past and current research are also used here. Findings show the influence of contextual and institutional differences on current transparency reforms, the importance of the issue of access and global awareness, and how the current approach towards access to administrative documents in Benin is influenced by the practices regarding transparency.

Cet article présente une liste de tous les pays ayant adopté une loi d'accès à l'information (mars 2018). Plusieurs contributions se sont penchées sur le sujet, mais la plupart n'ont pas été mises à jour. De plus, des données précises sur la méthodologie mobilisée sont souvent absentes de ces travaux, à l'image du référencement utilisé, souvent lacunaire. L'indicateur 16.10.2 relatif aux objectifs de développement durable des Nations Unies cherche à mesurer le nombre d'États ayant mis en oeuvre une politique garantissant le droit du public à accéder à l'information gouvernementale ("a constitutional, statutory and/or policy guarantees for public access to information")1. Cela s'inscrit dans la continuité de la Déclaration de Brisbane de 2010 sur le droit à l'information, qui appelait à édicter une législation spécifique, à accroître la connaissance du public sur le sujet, et plus généralement à promouvoir « l'éducation aux médias »2. Les données demeurent cependant inexistantes à notre connaissance. Ainsi, il n'existe à ce jour aucune base de données complète et mise à jour concernant les lois d'accès à l'information, qui inclut de surcroît des liens actualisés vers le cadre légal de chaque pays, systématiquement accompagnés de ressources bibliographiques. A l'exception de quelques États pour lesquels il demeure difficile de trouver des références, notre contribution propose une vue d'ensemble et un décompte du nombre de pays s'étant dotés d'une législation sur le droit d'accès à l'information gouvernementale. Les données sont discutées à la lumière de plusieurs sources importantes. Des statistiques sont également présentées, ainsi que des cartes détaillées pour chaque continent. Ce papier représente donc une base utile pour tout chercheur ou praticien intéressé à approfondir le sujet. Government transparency has been widely commented through the adoption of freedom of information laws. Several studies have shown a positive effect of access to information on government transparency. This contribution, based on a quantitative analysis of 2,222 Swiss municipalities, adds to the literature by combining disclosure of information on municipalities' websites and constrained release of information. The findings indicate that more proactive transparency practices are not observed in regional entities that have enacted transparency laws. Nevertheless, they also indicate that levels of proactive transparency are slightly higher in municipalities where freedom of information has been implemented for a long time. ; SCOPUS: ar.j ; info:eu-repo/semantics/published

Although they often remain active on other traditional and digital channels, such as newsletters, public sector organisations are increasingly active on social media to communicate with the public. While the usage of these social media platforms has gained attention from many scholars and practitioners, the articulation of diverse channels in cities' communication has remained under-commented. In this article, we investigate this issue through an analysis of the channels preferred by Swiss and Austrian cities to communicate with the population. The following questions are of particular interest: What are the main communication channels used by cities? And are cities that communicate through multiple channels more likely to adopt social media? Results show that cities are less active on social media than on traditional and other digital channels; however, cities present on a social media platform are more likely to extend their presence on these new channels. ; SCOPUS: ar.j ; info:eu-repo/semantics/published

In public management and administration, co-creation, co-design and co-production of public services are a very significant trend, both theoretically and practically. These efforts aim at simultaneously improving service delivery and legitimacy. At the same time, digitization is extending in public services. Beyond using information technologies for production, public organizations are increasing their use of social media and other citizen- or service-oriented platforms, not to mention the burgeoning use of AI. The combination of these two trends – co-creation / co-design / co-production and digitization – is under-researched and poses important practical questions at policy, strategy and delivery levels. We outline a research agenda based on a combination of theoretical and conceptual discussion, a literature review and three case studies from the healthcare sector. The main paths for future research revolve around 1) challenges about engaging patients or citizens in designing e-health services, 2) the necessity to develop pluridisciplinary research and reach a common taxonomy, 3) patient empowerment, 4) the impact of digitization on healthcare practices and the relationship between patients and healthcare professionals, and 5) insufficient strategic and policy reflection about the impact of digitization. ; info:eu-repo/semantics/published

This article assesses the links between accountability and transparency in the case of the public procurement system in Switzerland. It focuses on the relationship between the two concepts through the prism of the theoretical frameworks developed by previous authors, using data gathered through experts' interviews. Findings demonstrate that the relationship can be bidirectional and highlight the importance of both the nature and the quality of information. It also redefines the various ways around which transparency and accountability interrelate by extending the previous contributions on the matter. It especially points out that transparency and accountability can be more easily implemented together with proactive dissemination of information. At the same time, mechanisms of control should also exist to ensure more accountable governmental organizations. La demande croissante de transparence a récemment favorisé une ouverture plus grande des administrations publiques. Considérée comme un outil incontournable de bonne gouvernance, la transparence permet de renforcer la légitimité perçue des autorités. Dans le même temps, l'autonomie locale a été toujours plus valorisée au cours des dernières décennies et recommandée par de nombreuses institutions internationales. Cet article associe ces deux concepts et cherche à mettre en évidence la relation de causalité qui les lie. En raison de sa diversité, la Suisse constitue un terrain enrichissant pour évaluer l'impact de l'autonomie locale sur les pratiques de diffusion de l'information à travers une perspective comparative. Pour ce faire, cet article repose sur une approche mixte, basée sur la création d'un indice de transparence pour deux cantons suisses et sur des entretiens menés avec des élus de 16 communes. Les résultats montrent d'une part que les pratiques de transparence divergent fortement entre les communes suisses, et d'autre part que l'autonomie a un impact sur le niveau de transparence à l'échelle locale. Ils encouragent à poursuivre les réflexions liées aux pratiques des gouvernements locaux et aux méthodes permettant de mesurer leur implication sur la relation entre autorités et citoyens. Remarques à l'intention des praticiens Dans cet article, le développement d'un indice de transparence renseigne sur les pratiques très diverses de diffusion d'informations en ligne des communes suisses. Il permet d'identifier que l'autonomie communale a un impact positif sur le niveau de transparence à l'échelle locale. Les entretiens menés montrent aussi que la proximité avec les citoyens permet de contourner le manque de moyens des plus petites communes par le biais de canaux d'information plus directs. Ces résultats encouragent une communication proactive des élus communaux.
