AbstractWhile the tools currently used for qualitative system dynamics (Qual SD) modelling are very powerful in providing a holistic perspective and a framework for understanding complexity and change, they are often not explicitly designed to build and implement long‐term solutions based on that understanding. The Theory of Constraints (TOC) thinking processes and tools focus on these important aspects of the decision‐making process. We provide a six‐stage framework combining selected tools from TOC's thinking process and Qual SD's modelling process to provide a more rigorous systems thinking change process. We illustrate the methods and component tools via a case study on a complex societal issue (sale of alcohol in New Zealand supermarkets) developed for teaching purposes. We demonstrate the value of the framework, highlighting complementarities between tools, and show how specific insights emerged using each of the tools, with more insights resulting from using Qual SD and TOC collectively than separately. © 2024 The Authors. Addressing the problem of reaching consensus on water reforms was the motive for this operational research. Living up to its 'clean and green' image is a significant goal for New Zealand, with high economic value derived from the effects of its globally-recognised environmental credentials on key exports like agriculture, forestry, fisheries and tourism. A 2009 government task force (Fresh Start for Fresh Water) suggested that a 'business as usual' approach is undesirable, and water reform should be a priority. This paper is an account of a community-focused systems study undertaken for a Master's thesis in 2008/9. It examines the challenges and opportunities facing Kapiti, a rapidly growing coastal community, with water scarcity and quality constraints that had long prevented them from meeting their sustainable development objectives. The Theory of Constraints (TOC) and a stakeholder typology were used to identify system stakeholders and examine their perspectives, while Causal Loop Diagrams (CLDs) from Systems Dynamics were constructed to explore and circumvent potential negative outcomes. Thus, a case study in a community resource management setting is described that tests the effectiveness of the combined problem-structuring framework, to explicitly inform urban water management, and water reform, in New Zealand.

The theory of constraints (TOC) is a multi‐faceted systems methodology that has been developed to assist people and organisations to think about their problems, develop breakthrough solutions and implement those solutions successfully. This paper describes a literature‐based research project examining the results of TOC applications reported in the literature. In particular, it presents here the results of a meta‐analysis of over 80 successful TOC applications, based on available quantitative data, which showed that significant improvements in both operational and financial performance were achieved as a result of applying TOC. Despite extensive searches, the research found no reports of failures. While reports are mainly from manufacturing organisations, the findings may be generalisable to other types of organisations, particularly to their operational aspects. The paper concludes with an agenda for future research on the use of TOC in operations and production management.
