Urban mobility is a major problem all over the world. This book addresses the problem of managing urban mobility systems in a novel way by considering the complexity and diversity of the conurbation and agents involved in a UMS, putting forward the evidence that urban mobility must be managed at system level.

Os Centros de Distribuição Urbana (CDU) são vistos com particular interesse enquanto solução mitigadora dos problemas decorrentes da atividade logística. Porém, experiência passada revela que os casos de sucesso são escassos. Este artigo apresenta as conclusões de uma investigação desenvolvida com o propósito de avaliar as expetativas dos agentes da logística urbana sobre a implementação de um CDU na zona da Baixa Pombalina da cidade de Lisboa. O método de investigação foi baseado numa revisão de literatura, seguida de entrevistas semiestruturadas a um conjunto de 24 agentes públicos e privados. Os resultados evidenciam um consenso transversal sobre a mais valia de um CDU. A investigação revela, porém, divergências entre agentes sobre o modelo de gestão ou sobre os requisitos e condições mais relevantes para o sucesso do CDU. O artigo conclui com recomendações para a mitigação e acautelamento das divergências.
This paper documents some thoughts on the reform agenda in public transit that is occurring throughout the world. The specific focus is on a growing commitment to competitive regulation through competitive tendering, and the efforts by a few governments (notably in Australia) to take control of the tangible assets used by private operators as a mechanism to exercise the opportunity, if so taken, to put services out to competitive tender. The paper reviews the theoretical arguments and empirical evidence on contracting regimes and asset ownership, and the role that government and the operator might play in a setting in which building trusting and collaborative partnerships has merit in delivering services that are in the main funded from the public purse
