Church and state in the Confederation debates of 1865
In: http://hdl.handle.net/1993/32802
This thesis asks what influence Christianity had on Canadian Confederation. It studies discussions relevant to political philosophy, education, and worldview in general in the Province of Canada's 1865 ratification debates on the Quebec Resolutions. Chapter 1 demonstrates the influence of beliefs about Canada's standing as a Christian nation, the sinfulness and fallibility of human nature, the importance of religious liberty on constitutional preferences, and support for the British constitutional tradition of mixed government. Chapter 2 shows how different Protestant and Roman Catholic convictions about the eternal nature of the human soul impacted views on the group rights issue of educational systems. Chapter 3 examines how providence-based understandings of history shaped the Canadian founders' vision for the new dominion. The thesis argues that a perception of 'God and state' had a widespread and foundational influence at Confederation. It also reassesses the 'political nationality' interpretation promoted by Morton, LaSelva, Ajzenstat, and others. ; February 2018

Administration of a Professional Army in Britain.
British armed forces have relied entirely on volunteers for 25 years. Much attention has been paid to recruitment policy, pay scales, career paths, living standards and job satisfaction in order to attract the right personnel. Reassignment of certain duties to civilian personnel has reduced costs. Reserve forces consist not only of veterans but of specially-recruited volunteers as well. Abolishing conscription does reduce materiel requirements, but greater savings have resulted from 'sleeping contracts' which provide for the callup of civilian materiel in case of conflict. The article concludes by reviewing the lessons of operational administration taught by the 1982 Falklands War.

On the Home Front: Specialised Reference Testing for Dengue in the Australasian Region
Reference laboratories are vital for disease control and interpreting the complexities and impact of emerging pathogens. The role of these centralized facilities extends beyond routine screening capabilities to provide rapid, specific, and accurate diagnoses, advanced data analysis, consultation services, and sophisticated disease surveillance and monitoring. Within the Australasian region, the Public Health Virology Laboratory (PHV), Forensic and Scientific Services, Department of Health, Queensland Government, Australia, and the Institute of Environmental Science and Research Limited (ESR), New Zealand (NZ) perform specialised reference testing and surveillance for dengue viruses (DENVs) and other emerging arthropod-borne viruses (arboviruses), including chikungunya virus (CHIKV) and Zika virus (ZIKV). With a focus on DENV, we review the reference testing performed by PHV (2005 to 2017) and ESR (2008 to 2017). We also describe how the evolution and expansion of reference-based methodologies and the adoption of new technologies have provided the critical elements of preparedness and early detection that complement frontline public health control efforts and limit the spread of arboviruses within Australasia.
