The Danish model won fame for its performance during the 1990s and the beginning of the 2000-years and took a position as a model for the European Employment Strategy and a much cited example of a real life flexicurity model. Like most other European countries Denmark has now fallen into a deep economic crisis. This has created debates about the ability of the Danish model to sustain external chocks. Some have further argued that Danish employment will be more vulnerable to economic downturns due to the low level of employment protection legislation (EPL). These issues are in the focus of the present article, which describes the reactions of the Danish employment system to the economic crisis and the relationship between the political responses to the crisis and some main institutional characteristics of the Danish labour market model.

The success of the Danish economy in recent years has led to claims that the Danish employment system constitutes a unique model. Danish legislation provides for a low level of employment protection, allowing employers to dismiss workers with short notice. As a result, the Danish employment system has a level of numerical flexibility that is comparable to that of liberal labour markets like those of Canada, Ireland, the United Kingdom and the United States. At the same time, through its social security system and active labour market programmes, Denmark resembles other Nordic welfare states in providing a tightly knit safety net for its citizens. The Danish model thus illustrates a possible trade-off between a very flexible employment relation and a social protection system, which, combined with active labour market programmes, defends individuals from the potential costs of a low level of employment security. The model thus represents a genuine alternative to the widespread view that it is desirable to develop a high level of individual employment protection at the company level.

The publication under review is the outcome of a Princeton University conference entitled "Unemployment's Effects" held in 1997. The themes of the chapters extend widely. Some authors focus on broad discussions of the possibilities for the "European model" to survive in a global economic setting, while others look at specific relations, for example, between unemployment and trade union strength, in just one European country. Some chapters have clear theoretical objectives, while others have a focus on empirical detail and statistical analysis. On the other hand, the majority of the chapters are related by a general positive view on the sustainability of the European model, even in the seemingly hostile environment of the global economy. Although the European welfare states and labor markets are often accused of being inflexible and hampered by "institutional sclerosis," they may also foster the development of a soft and kind capitalism—or organized managed economy—as Nancy Bermeo puts it in her introduction to the book.

With regard to the long-run increase in unemployment, trends in Denmark differ little from those in other European and OECD countries. In the last three to four years, however, Denmark has seen a very clear drop in unemployment from a peak of 12.4 per cent in 1994 to 7.7 per cent in 1997. The factors influencing this development have included stronger economic growth, a labour market reform conducted in 1994 and the increasing popularity of a range of programmes for early retirement or paid-leave arrangements. In this contribution, the author outlines the most important steps in working time developments in Denmark, concentrating above all on a description of the paid-leave arrangements which may be regarded as the most innovative component of Danish labour market policy in the 1990s. Paid-leave arrangements are programmes offering financial incentives to workers to take career breaks for purposes of childcare, further training or sabbaticals, etc. They are intended to encourage both employees and unemployed workers to leave the labour market for good or to take a career break. They are linked with the fixed-term recruitment of unemployed workers to the posts vacated. The article contains empirical findings concerning the assessment, take-up rates and employment effects of such paid-leave arrangements.

"Was die langfristige Zunahme der Arbeitslosigkeit betrifft, bildet Dänemark im Vergleich zu anderen europäischen Ländern oder zu den OECD-Ländern insgesamt keine Ausnahme. In den letzten 3 bis 4 Jahren hat Dänemark jedoch einen recht ausgeprägten Rückgang der Arbeitslosigkeit von einem Höchststand von 12,4 v.H. 1994 auf 7,7 v.H. im Jahr 1997 zu verzeichnen. Die Faktoren, die diese Entwicklung bewirkt haben, waren ein kräftigeres Wirtschaftswachstum, eine im Jahr 1994 durchgeführte Reform des Arbeitsmarktes und die gestiegene Popularität eine Reihe von Programmen für den Vorruhestand und für bezahlte Freistellungen. Der Beitrag schildert die wichtigsten Etappen der Arbeitszeitpolitik in Dänemark. Die Ausführungen konzentrieren sich dabei auf die 'bezahlten Freistellungen' als das vermutlich innovativste Element der dänischen Arbeitsmarktpolitik in den 90er Jahren. Bei den 'bezahlten Freistellungen' handelt es sich um Programme, in denen Arbeitsunterbrechungen für Kinderbetreuung, Weiterbildung und Sabbatical-Zeiten finanziell gefördert werden. Sie sollen Beschäftigten als auch Arbeitslosen einen Anreiz geben, sich vom Arbeitsmarkt zu beurlauben bzw. die Erwerbstätigkeit zu unterbrechen. Verknüpft werden sie mit befristeten Neueinstellungen von Arbeitslosen an den freigemachten Stellen. Der Beitrag bringt empirische Ergebnisse über Einschätzung, Inanspruchnahme und Beschäftigungswirkungen von Programmen für bezahlte Freistellungen." (Autorenreferat)
