Describes how Mexico's 1989/90 electoral reforms materialized 1991-2000, focusing on steps to cultivate political independence from the executive & legislative power. The postrevolution (1920-1990) history of Mexico's electoral institution is outlined, showing how the ruling party (the Party of Institutional Revolution) cast a transparent veil of electoral integrity over congressional & presidential elections using various & transitory forms of executive-controlled & party-financed electoral offices. Internal conflicts in the ruling party over electoral financing & economic, political, & social issues led to the 1989/90 establishment of electoral financing & institutional codes & the formation of the Federal Electoral Instit, which was granted unprecedented political & financial autonomy. The following five years (1991-1995) are defined by the institute's efforts to integrate political party diversification & citizenship participation. The final half of the reform decade (1996-2000) is defined by an increased financial & political separation from the executive cabinet & a continuing development of citizen participation spurred by multiparty involvement.
