- This work compares two important recent Italian spatial planning movements: the physical planning reform and the territorial strategic planning diffusion. While the former has generated some legal institutional moments and a new juridical reference system, the second has bred a community of different knowledge and informal collective actions that seem disparate in their output. Moreover, these two cultural movements appear as originated by different knowledge: town planning and jurisprudence for the former and social and administration sciences such as economics and, in particular, sociology for the second. There are many advantages deriving from strategic planning, anyway they are darkened by some adaptation problems due to the organization nature. The author aims, in this work, to consolidate the useful tie between intellectual system on one side and administrative and political system on the other side, to give strategic planning the possibility to make its most.

AbstractDirect election of the mayor, introduced in Italy in 1993 as a result of anti‐party attitudes and 'modernization', is one aspect of the broad redefinition of local authorities which recently culminated in an ambiguous revision of the constitutional text aimed to promote vertical subsidiarity. The impact of such a profound revision of the mayor's role is under debate. Beyond the radical changes in party labels and systems, a stronger territorial differentiation in the pattern of recruitment, a slight positive discrimination in favour of marginal categories in re‐election — possible forerunners of a deeper transformation — and the dominant social profile of current mayors (gender, age, education, work experiences, party training), it is not very different from that of their colleagues of 30 years ago. Their new role marks, nevertheless, significant progress towards greater accountability, activism and ambition among mayors, which is related to their increasing detachment from party politics and to an increased weakness of the other participants in local democracy. But such an excessive individualization of power and visibility in Italian local authorities threatens to reduce the possible positive impact of the reform on the efficiency of policy‐making and legitimization of local politics.L'élection du maire au suffrage direct, mise en place en 1993 en Italie suite à une 'modernisation' et à des attitudes anti‐partis, constitue l'une des facettes de la vaste redéfinition des autorités locales, laquelle a récemment menéà une révision ambiguë du texte constitutionnel visant à promouvoir la subsidiarité verticale. L'impact d'une telle refonte du rôle du maire est l'objet de discussions. Malgré les changements radicaux dans les étiquettes et systèmes des partis, un renforcement de la différentiation territoriale dans le schéma de recrutement, une légère tendance anti‐discriminatoire en faveur des catégories marginales lors des réélections (présageant peut‐être une transformation plus profonde), et le profil social dominant des maires actuels (sexe, âge, instruction, expérience professionnelle, formation par le parti), leur rôle n'est pas très différent de celui de leurs prédécesseurs d'il y a 30 ans. La formule nouvelle présente néanmoins une importante avancée vers une responsabilité, un activisme et une ambition plus marqués des maires, évolution liée à leur désintérêt croissant pour la politique des partis, ainsi qu'à un affaiblissement des autres participants à la démocratie locale. Toutefois, cette individualisation excessive du pouvoir et de la visibilité au niveau des autorités locales italiennes menace d'atténuer la possible incidence positive de la réforme sur l'efficacité des décisions de politique publique et la légitimation des politiques locales.

This second volume of Quaderni "Cesare Alfieri" offers a consideration on some basic aspects of our academic system. Among the many topics worthy of attention, the Scientific Committee has decided to put the accent on the theme of the relationship between universities and economic and social development. In response to the transformations and the dramatic downsizing of the higher education system, how is it possible to affirm the centrality of the education of the "human capital", aimed at the growth and cohesion of society? The essays gathered in the volume offer, each one from its own point of view, interesting insights and points of discussion on how, at the present time, universities can contribute to the economic and social development of a country in which territorial and social inequalities are deepening, despite reduced public resources, limited degree of autonomy and uncertain relations with other national and local actors.

For about 20 years, a group of scholars organized into the standing groups on Local Government and Politics (LOGOPOL) of the European Consortium of Political Science (ECPR) and/or the European Urban Research Association (EURA) have carried out surveys on political leaders performing different roles within local government (mayors, councilors and CEOs). The main aim of these surveys has been to shed light on issues such as values, policy priorities, behavior, role definition, perception of self-influence, patterns of recruitment, leadership style or attitudes towards local government reforms of these political leaders. It has attempted to identify patterns of similarities and differences among these political leaders and the factors influencing them. This contribution depicts the trajectory and research approach of this joint endeavour as well as their main results; among them, the building of typologies on local government, the decline in the power of assemblies or the different notions of democracy leaders express. ; Durante veinte años, un grupo de académicos organizados en los Grupos Permanentes sobre Gobierno y Política Local (LOGOPOL) del Consorcio Europeo de Ciencia Política (ECPR) y/o la Asociación Europea de Investigación Urbana (EURA) han llevado a cabo encuestas sobre los líderes políticos que desempeñan diferentes papeles dentro del gobierno local (alcaldes, concejales y directores ejecutivos). El principal objetivo de estas encuestas ha sido aportar luz sobre asuntos como los valores, prioridades de política, comportamiento, definición de papeles, percepción de autoinfluencia, patrones de reclutamiento, estilos de liderazgo o actitudes hacia las reformas del gobierno local de estos líderes políticos. Se ha intentado identificar patrones de similitudes y diferencias entre estos líderes políticos y los factores que los influyen. Esta contribución describe la trayectoria y el enfoque de investigación de esta empresa conjunta, así como sus principales resultados; entre ellos, la construcción de tipologías sobre el gobierno local, la disminución del poder de las asambleas o las diferentes nociones de democracia que manifiestan los líderes.
