Guerreiro Ramos interpela a Unesco: ciências sociais, militância e antirracismo

Este artigo analisa as críticas de Guerreiro Ramos à proposta da Unesco de patrocinar uma série de pesquisas sobre as relações raciais no Brasil no início dos anos 1950. O estudo analisa os trabalhos de Guerreiro Ramos entre 1946 e 1950, considerando suas críticas à tradição de estudos afro-brasileiros, suas abordagens acerca do preconceito de cor sob o prisma das intersecções entre sociologia e psicologia social e as reflexões do cientista social sobre a necessidade de formação de uma intelligentsia negra com o objetivo de combater a discriminação racial no país. Apesar da proposta de Guerreiro Ramos de um Congresso Internacional sobre Raças, ao invés de uma pesquisa acadêmica, não ter vingado, ela gerou um efeito não previsto com a ampliação e diversificação dos estudos da Unesco. Concorreu para tal mudança a existência de um cenário em aberto que foi sendo construído a partir da atuação autônoma de uma rede transatlântica de cientistas sociais progressistas, com experiências diversas de ensino e/ou pesquisa no Brasil e sensível às demandas apresentadas no 1º. Congresso do Negro Brasileiro, patrocinado pelo Teatro Experimental do Negro (TEN).

Em agosto de 1954, o sociólogo Oracy Nogueira, então professor e pesquisador da Escola Livre de Sociologia e Política, tinha um encontro marcado. Ele fora convidado pelo colega Florestan Fernandes, da Universidade de São Paulo, a participar do Simpósio sobre Etno-sociologia, um dos eventos patrocinados pelo XXXI Congresso Internacional de Americanistas, realizado em São Paulo, por ocasião da comemoração do quarto centenário da cidade.
Unesco and the Study of Race Relations in Brazil: Regional or National Issue?

AbstractThe literature on the cycle of studies on Brazilian race relations written in the 1950s, supported by UNESCO, has considered it a milestone that offered solid findings about the variety of such relations and the existence of racial prejudice and discrimination in Brazilian society. Some evaluations of these studies have asserted that the results of the UNESCO Project frustrated expectations that Brazil could be used as a positive example for race relations and an instrument in the struggle against racism in the period following the Holocaust. This research note takes a different stand in arguing that from the early stages of the organization of the project, Brazilian, French, and U.S. social scientists favored broadening the geographical scope under investigation because they were aware of several patterns of race relations and racial prejudice in Brazil. Originally, a limited and idealized regional focus was to center on the state of Bahia, but soon the scope of investigation became almost national in including Rio de Janeiro, Sao Paulo, and Pernambuco.

Abstract This article sets out to analyse Brazil, land of the future, by Stefan Zweig, highlighting the links that connect the book to the Brazilian, North American and European intellectual contexts, as well as to travel writing, exile and cosmopolitanism. Brazil, land of the future contains a tense dialogue, full of failed encounters, between Zweig and the Brazilian milieu: between the author's cosmopolitan and multilingual horizon, the impossibility of belonging and his constant feeling of maladjustment. We examine Brazil, land of the future as another manifesto of the 1930s and 1940s anti-racist agenda, the product of cross-dialogues that were not limited to the social reflection on Brazil, but encompassed an international intellectual and political agenda that was continually discussed and disseminated in the United States and Europe and that approached Brazil as a field for experimenting, certifying and positivizing human relations.
Antiracism and the uses of science in the post-World War II: An analysis of UNESCO's first statements on race (1950 and 1951)

Abstract As part of its antiracist agenda under the impact of the World War II, UNESCO tried to negate the scientific value of the race concept based on meetings and statements engaging natural and social scientists. It is our interpretation that, contrary to what UNESCO had expected, the Nazi Genocide had not led scientists to a meeting of the minds about a scientific corpus that radically questioned the concept of race. A range of positions could be heard in the discussions by the panel of experts (1949) who produced the First Statement on Race (1950). Our argument is that UNESCO was influenced by a perspective centered on the assumption that amassing scientific data would be the best way to sustain a political agenda that sought to negate the concept of race as well as to fight racism. Reactions to the First Statement were quick in coming and UNESCO called another meeting to debate race in 1951.

O artigo analisa a atuação do cientista positivista Paulo Estevão Berredo Carneiro (1901-1982) na Secretaria de Agricultura, Indústria e Comércio de Pernambuco (SAICP) em 1935. Sua carreira foi construída no Ministério da Agricultura, Indústria e Comércio (MAIC) ao longo das décadas 1920 e 1930, ocupando cargos em instituições científicas e órgãos governamentais. Em meados dos anos 1930, foi convidado por Lima Cavalcanti, governador de Pernambuco, a dirigir a SAICP. Em sua gestão, procurou implementar políticas públicas para o meio rural com base numa visão cientificista. A análise da atuação de Paulo Carneiro em Pernambuco nos distancia de uma parte da literatura sobre a história do positivismo no Brasil, que o concebe como uma ideologia em declínio a partir dos anos 1910. O credo positivista, que atribuía à ciência e à técnica papéis fundamentais para o progresso social, esteve a um só tempo em diversos espaços científicos e políticos nos anos 1920 e 1930, como também deu a tônica das iniciativas adotadas por Carneiro na SAICP. Identificando-se como um técnico que teria por missão a condução de projetos reformistas, sua atuação despertou críticas das elites locais, em contexto de radicalização política e avanço do autoritarismo no governo de Getúlio Vargas. O positivismo e suas premissas persistiram durante a década de 1930 como elementos chave para a compreensão do reformismo social do período.
