The fear of job loss due to the labour-saving technological changes is not a new phenomenon, dating back to the 19th century Luddites in Britain. Recently, similar fear has reawakened due to the rapid expansion of the increasingly cheap and capable computers (digitisation). According to the empirical experience of the European Working Condition Surveys (EWCS 2005 and 2015), every second workplace belongs to the category of 'creative work', which is less threatened by automation; and every fourth worker carries out 'routine' tasks, which will be easily replaced by computers. However, important country group differences exist: creative jobs higher than EU-27 average characterise the Nordic, Continental and Anglo-Saxon countries. By contrast, the highest rate of routine tasks prevails in the Mediterranean and Central and Eastern European countries. Among the post-socialist countries Hungary lags behind the European average and the trends of the previous years on the job loss are alarming, meaning concerns of automatization are a valid concern for unskilled workers.

Des expériences originales de réaménagement de l'organisation du travail et de l'attribution des salaires se sont développées dans les entreprises hongroises au cours des années 1980, avec les groupes de travail contractuels qui constituent une forme particulière de marchandage. Cette initiative ouvrière qui rencontrait certaines attentes des directions d'entreprises ne répond pas simplement à des impératifs du marché de la main-d'œuvre tout en échappant à la régulation bureaucratique, mais elle participe de ce que nous pourrions appeler la « régulation compensatrice », c'est-à-dire sur la base des principes de la mutualité. Ancrées dans les rapports sociaux, ces expériences constituent un lieu d'accumulation d'apprentissage social qui peut contribuer non seulement au dépassement de crises, mais aussi au renouvellement de la société.

Die Verfasser geben einen Überblick über die industriellen Beziehungen sowie die Sozialpartner, ihre Organisationen und Strategien seit Beginn des Transformationsprozesses in Ungarn. Sie stellen darüberhinaus die arbeitsrechtlichen Rahmenbedingungen und die für die industriellen Beziehungen relevanten sozialpolitischen Institutionen dar. Als zentrales Charakteristikum der industriellen Beziehungen in Ungarn wird das Phänomen der Partizipation herausgearbeitet. Sozialpartnerschaftliche Strukturen werden auf nationaler Ebene im System des korporatistischen Interessenausgleichs, auf betrieblicher Ebene in Form der Betriebsräte deutlich. Die Entwicklung der Beschäftigungsverhältnisse im Transformationsprozeß stellt sich widersprüchlich dar. Mit der zunehmenden Internationalisierung der ungarischen Wirtschaft sehen sich auch hier die Gewerkschaften mit den Problemen der Globalisierung konfrontiert. (BIOst-Wpt)
