The review presents the materials of the discussion of the book by the Doctor of Law, Professor, Honored Scientist of the Russian Federation V.M. Syrykh "Fundamentals of the materialist theory of law": in 4 vols. Vol. I. Objective law and forms of its expression". The discussion took place as part of the Discussion Platform of the International Scientific Conference "Actual vector of state-legal research: valid law as a form of reflection of conflict and cooperation strategies in the modern society (general theoretical and sociological and legal aspects)", held in Derzhavin Tambov State University. The discussion was attended by scientists from different Russian regions, as well as a number of foreign countries. During the discussion, V.M. Syrykh in his introductory remarks outlined how the work on the book was carried out, what caused it to be written, what goals and objectives were set in the context of this work, expressed interest in receiving meaningful feedback on the proposed scientific publication; the participants of the discussion, in turn, shared their opinions about the monograph, expressed their recommendations and wishes, asked the author questions, to which they received answers.

The article presents an analysis of the main scientific publications of the leading administrative expert, Doctor of Law, Professor, Honored Lawyer of the Russian Federation Pеtеr Pavlovich Sergun in the year of his 70th birthday. An assessment is given to the scientific developments of the scientist in the areas of public service, administrative reform, administrative responsibility, administrative and information legal relations, digitalization of public administration, and the introduction of artificial intelligence technologies in management activities. The significant contribution of the hero of the day to the development of the categorical apparatus of jurisprudence in general and the science of Administrative Law in particular is noted. Conclusions are formulated about the prognostic nature of P.P. Sergun, the basis of his scientific research on foresight as the most important factor in the development of the science of Administrative Law.

The author of the present paper analyses problems of building single legal space in legal life of modern Russian society. The article contains consistent and systematic measures towards organizing legal policy in this field for the Russian Federation

The present Conference was due to discuss a broad range of issues related to interaction and interference of such social realities and categories as "legal culture" and "state legal life" through national (intra state) and global view. The priority targeted theme of the main report and the participants' interventions was to answer the following questions: what is the essence of state legal life of the society and the legal culture viewed as the social realities and scientific categories? what the requirements should by applied to legal policy so that it would be able to provide increasing quality of state legal life in following points: a) to establish and maintain dominant position for the law in national and global state legal space and the needed level of the legal culture for society and citizens; b) to minimize threats to national interests caused by globalization. Scientific novelty of the results of the conference is seen in the fact that it develops the common theory of state legal life as the entity of legal policy. However the practical value is that the legal culture if its concept fulfills certain conditions (in particular, if it contains certain measures towards increase of the legal culture of society and individuals) becomes effective source for organization and ordering state legal life on such levels as the national (intra state), international-regional and global ones.

The article deals with the problem of social foundations of law and legal policy. It is emphasized that the legal policy will be able to fulfil its tasks only by achieving a high level of its scientific validity, which implies its focus on a deep study of the social context of law. Attention is focused on the determining role of competition (conflict) and cooperation (solidarity) of social interests for law and the legal policy pursued by the state. The conflict and solidarity nature of law and legal means is stated. It is noted that when dealing with conflicts, law operates with restrictive legal means, to maintain cooperation relations in society, law acts with the help of permissions and other positive legal means. With regard to these styles of legal regulation, the concepts of conflict law and the law of cooperation are used, respectively. The significance of the mechanisms of coordination of interests in law-making policy and law is established. The importance of involving civil society institutions in the state-legal construction and the need to conduct sociological research in law, which will allow law and legal policy to acquire the necessary state of quality and efficiency, is determined.

The article examines the nature of the interaction of legal technology and legal technology, analyzes international experience on the regulation of the practical application of this toolkit. Legal technology is a special branch of scientific knowledge, with the help of which transformations in law are carried out and it is possible to plan processes for achieving legal prospects in order to implement the most effective and systematic legal practice. The authors theoretically substantiate the process-instrumental nature of legal activity and show that at each stage, stage, certain legal and technical resources are consistently applied. It is possible to deliberately influence legal validity if one chooses not only the type of legal activity, specific procedural and procedural actions, but also correctly selected resources of legal technology. The need for technological support is especially acute when it is necessary to influence complex legal entities in order to optimize management decisions and reduce legal risks from technical and legal and legal technological errors. The authors conclude that one of the significant reasons for the vulnerability of legal activity is the unresolved issue of normative regulation of the requirements of legal technology and the lack of synchronization between legal technology and technology. In this regard, the phenomena associated with the growth of defects in law, a decrease in the technical and legal quality of legislation and the growth of legal anomalies are exacerbated. A significant strategic task is the active interaction of legal policy and legal technology, which will provide the prerequisites for moving to a new level of legal development design. In this aspect, legal technology allows you to implement strategic tasks, create the necessary legal reality. Promising authors see the use of modern information technologies in the legal sphere, which will positively affect the growth of the quality of the legal life of society, the protection of rights and freedoms, ensuring a stable law and order and national security of Russia.

In the review materials of the All-Russian scientific and practical conference in the form of the "Round Table" devoted to the discussion of the draft Concept of the legal policy of a constituent entity of the Russian Federation (on the example of the Tambov region), theses of the reports of the participants of the event are presented. They reveal the most diverse aspects of the conceptual design and implementation of legal policy in the constituent entities of the Russian Federation. The importance of such a doctrinal and applied document as the Concept of legal policy of a constituent entity of the Russian Federation is emphasized, which can become a program of real actions of the regional authorities and civil society of the constituent entity of the Federation to ensure the state-legal development of the region, starting from the system of lawmaking and continuing with all other elements of the legal system of the constituent entity of the Russian Federation (law enforcement, powerless law enforcement, legal culture, legal consciousness, legal training and education, digitalization of law, etc.). The substantiation of the necessity of combining doctrinal and practical aspects in the course of preparation and improvement of the content of the Concept of legal policy of a constituent entity of the Russian Federation (on the example of the Tambov region) is carried out.

The article contains the most important conclusions and results from a project supported by the Russian Foundation for Basic Research, on which a team of authors has been working since 2019. The features of the relationship, interaction and existing contradictions between legal responsibility and the legal system are determined. The existing contradictions between the doctrinal conclusions about the principles of responsibility and their implementation in the current system of legal norms and law enforcement practice have been investigated. The practice of the Constitutional Court of the Russian Federation is generalized and its role in the mechanism of identifying legal defects of the institution of legal responsibility is established.
