Describes the New Partnership for Africa's Development (Nepad), which was officially created & accepted at the inaugural meeting of the Implementation Committee of Heads of State & Government held in Abuja, Nigeria, on 23 October 2001. Nepad provides a strategic policy framework & program of action for promoting good governance & sustainable economic growth in Africa through the creation & maintenance of successful partnerships. Nepad's underlying principles include African ownership/leadership; a commitment to democracy, human rights; & good governance; partnerships between governments & all stakeholders in society; popular participation in development; promotion of an integrated approach to sustainable development; & the replacement of unequal relationships with developed countries with new partnerships based on mutual respect, trust, responsibility, & accountability. Challenges facing Nepad & ways the program enhances Africa's development agenda are explored. It is noted that the Nepad program is being implemented by both individual nations & regional economic communities. Current Nepad programs & infrastructure projects are described. J. Lindroth
