La hipótesis central de este ensayo sugiere que la política petrolera del actual régimen venezolano (1999-2016) descansa en un falso supuesto: que el viejo excepcionalismo rentista sigue vigente. El gobierno no ha comprendido que la naturaleza de la OPEP cambió con las nacionalizaciones. Es decir, no ha percibido que esto significó el fin del excepcionalismo rentista. Ello explicaría las razones por las cuales el gobierno hace intentos infructuosos por restaurar ese caduco modelo rentista. La primera sección del artículo expone la forma como la OPEP alcanzó su éxito excepcional e igualmente define el mecanismo que la caracterizó. En la segunda sección se presentarán las consecuencias macroeconómicas del éxito que individualizó a la OPEP. Seguidamente, se expondrán las dos interpretaciones teóricas más importantes que explican el éxito de la OPEP: la de la aplicación de la teoría de la renta marxista al petróleo y la de Morris A. Adelman. En la cuarta sección se examinará la interpretación del desarrollo de la OPEP desde la teoría de la renta. En la quinta sección se analizará el impacto de las nacionalizaciones en relación con el fin del excepcionalismo rentista. Finalmente, se presentará el nuevo restablecimiento del viejo excepcionalismo rentista por parte del gobierno del oficialismo venezolano desde el gobierno de Hugo Chávez Frías. ; The main hipothesis of this paper sugests that the current oil policy of the Venezuelan oil policy regime (1999-2016) rests on a false assumption: that the old rentier excepcionalism remains. The government has not understood that the nature of OPEC changed with nationalizations. That is, it has not noticed that this meant the end of the rentier exceptionalism. This misperception would explain the reasons why the government makes unsuccessful attempts to restore the obsolete rentier model. The first section of the paper describes how OPEC reached its exceptional success and also defines the mechanism that characterized it. In the second section the paper presents the macroeconomic consequences that individualized OPEC success. Next, the two most important theoretical interpretations that explain the success of OPEC will be presented: the application of the Marxist theory of oil income and the Morris A. Adelman's. In the fourth section the interpretation of the development of OPEC will be discussed from the view of the theory of rent. In the fifth section the impact of nationalization in relation to the rentier exceptionalism will be analyzed. Finally, the new restoration of the old rentier exceptionalism by the government of Venezuelan ruling from the government of Hugo Chavez will be presented. ; 86-112 ; fabioemv@yahoo.com

En este artículo se analiza la relación entre el análisis institucional y la teoría de la gobernabilidad, considerando la existencia de una corriente del conocimiento, el desarrollo institucional, y la garantía de sostenibilidad de los gobiernos, es decir, la institucionalidad como centro de discusión de la gobernabilidad que condiciona el desarrollo económico a largo plazo de los Estados. Para ello se exponen aportes del institucionalismo económico y su vinculación con la teoría de la gobernabilidad mediante un recorrido histórico por los aportes más destacados de esta corriente. ; This paper aims at analyzing the relationship between institutional evaluation and the theory of governance, taking into account the existence of a knowledge movement, institutional development, and the assurance of government sustainability; namely, institutionalism as a discussion center of governance will affect the long-term economic development of States.
