This book, by one of the leading authorities on the subject, presents a deep analysis of the very difficult current situation in Afghanistan. Covering a wide range of important subjects including state-building, democracy, war, the rule of law and international relations, the book draws out two overarching key factors: the way in which the prevailing neopatrimonial political order, established in an earlier "state-free" period, has become entrenched, making it very difficult for any other political order to take root; and the hostile region in which Afghanistan is located, especially the way in which an ongoing "creeping invasion" from Pakistani territory has compromised the aspirations of both the Afghan government and its international backers to move the country to a more stable position
"With the recent arrival in Europe of over a million refugees and asylum-seekers, a sense of panic has spread across the continent and beyond. William Maley's illuminating introduction offers a guide to the complex idea of "the refugee" and sets the current crisis within the wider history of human exile, injecting much-needed objectivity and nuance into the debate. Arguing that Western states are now reaping the consequences of policies aimed at blocking safe and "legal" access to asylum, 'What is a refugee?' shows why many proposed solutions to the refugee "problem" will exacerbate tension and risk fueling the growth of extremism among people who have been denied all hope. This lucid book also tells of the families and individuals who have sought refuge, highlighting the suffering, separation and dislocation on their perilous journeys to safety. Only through such stories can we properly begin to understand what it is to be a refugee."--

State disruption confronted Afghanistan's rulers and their international supporters with a challenging legacy after 2001. The emergence of a neopatrimonial political order, with formal bureaucratic and administrative structures entwined with informal networks and patronage, has significantly affected attempts at aid delivery. Such dangers need to be recognized and addressed at the outset in internationally supported transitions
