This study aimed to find out the implementation of the Gema Tasamara Program (Tangkasa na Gammara Community Movement) in Takalar Regency. The research method used descriptive qualitative and the instruments used observation, interviews and documentation. The number of informants in this study were 10 people. Data analysis included data reduction, data presentation and conclusion making. The results of the study showed that the implementation of the GEMA TASAMARA program in Takalar Regency in general had not been maximized in terms of major indicators, namely the content of the policy included the interests of the target group, the benefits of the program felt by the community, the degree of change to be achieved, the location of the decision makers, namely the local government was not serious. In dealing with problems related to environmental management and protection, in this case environmental hygiene, there were still piles of garbage in some areas in Takalar Regency, the program implementers were quite good, namely the Department of Environment and Land in Takalar Regency, but the resources were not adequate, then environmental indicators for implementation included the power, interests and strategies of actors who lacked socialization, characteristics of institutions and regimes that lacked communication with the community and the level of compliance of the implementers was quite good.Keywords: Implementation, Program, Gema Tasamara
This study purposed to explain the implementation of the Village Financial System Application at the Moncobalang Village Office, Barombong District, Gowa Regency. This study qualitative research with data collection techniques used interview, observation and literature study. The data was analyzed interactively which took place continuously until the data saturated. The results shower that in the implementation of the village financial system, in terms of policy content and policy environment, it had been implemented properly, but there were still some obstacles that occured, such as a lack of adequate human resources (HR) so that the financial management process was not optimal. In order for the implementation of the siskeudes had run well, the government had to hold regular training and guidance for the siskeudes.Keywords: Implementation of Siskeudes, Village Financial Management.
This study aimed to determine the results of technical training held by BKPSDM Takalar Regency. This study used quantitative and descriptive quantitative research type. Data collection techniques were observation, questionnaires and documentation. The data were analyzed using quantitative descriptive statistics which were processed using the SPSS application. The population was 60 civil servants and the sampling technique used saturated sampling technique. The results of this study showed that systematic and planned eduaction and training indicators, continuous development, creation of learning organizations, training related to performance and management developmentand career planning were in a very good category. Also the technical training was needed for employees to support their careers and increase employee competence in the local government of Takalar Regency. Keywords: HR Development, Technical Training
This study aimed to determine how the material of political socialization mechanisms and patterns on the participation of first-time voters in the regional head elections in Somba Opu District, Gowa Regency. This study used qualitative research with descriptive type. The number of informants in this study were 6 people who determined by purposive sampling technique. Data collection techniques used the method of observation, interviews and documentation. The results showed that the political socialization of the participation of first-time voters in the regional head elections in Somba Opu District, Gowa Regency was optimal. community and society. In the material stage of political socialization, the sub-district election committee had been optimal, such as holding social media networking and providing all education to novice voters and the public and still implementing health protocols that had been implemented by the government. Then at the stage the political socialization mechanism was optimal, the sub-district committee conducted it in every village to recruit new voters. The aim of research is to find out how the rule of government in control of early age marriage at the subdistrict of north polongbangken, Takalar district and the factors that affect the earlyage marriage. The research method is qualitative. This research is use phenomenology and the data collection techniques are theobservation, interviews and documentation. The result control of early age marriage is quite good. It is refer to factors:(1)the control (2)the factors of early age marriage. Manwhile, the factors which has not going well is socialization still not maximal because the facilities and the personnel which is still inadequate.Keyword : The role of government, control. This study aims to determine the shape of local government partnership with community groups in the management of mangrove forests in the village Tongke - Tongke of Sinjai Regency. The method used in this research is qualitative descriptive approach. The results showed that the form of partnership that exists is a form of pseudo -partnership or quasi partnership which is an alliance between two or more parties , but do not make it an equal partnership. Planting is done by the government and community groups in the mangrove forest management can be quite good and has the potential to achieve sustainable mangrove forest. Penelitian ini bertujuan untuk mengetahui bentuk kemitraan pemerintah daerah dengan kelompok masyarakat dalam pengelolaan Hutan Mangrove di Desa Tongke-tongke Kabupaten Sinjai.Metode yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif.Hasil penelitian menunjukkan bahwa bentuk kemitraan yang terjalin yaitu bentuk pseudo-partnership atau kemitraan semu yang merupakan sebuah persekutuan yang terjadi antara dua pihak atau lebih, namun tidak melakukan kerjasama secara sederajat.Penanaman yang dilakukan oleh pihak pemerintah dan kelompok masyarakat dalam pengelolaan hutan mangrove dapat dikatakan cukup baikdan berpotensi untuk mewujudkan hutan mangrove yang berkelanjutan.
The purpose of this study to determine the strategy of local governments in the development of agro-tourism in the Bantaeng Regency. This type of research is descriptive qualitative. Data collection techniques in this research that observesi, interviews, and documentation. The results of this study indicate that the strategy of local governments in the development of agro-tourism are socializing/community development, and the provision of technical guidance in the form of a strategic land that will be used as agro-tourism that is easily reached by visitors as well as the strategy of crop cultivation. Tujuan penelitian ini untuk mengetahui strategi pemerintah daerah dalam pengembangan agrowisata Kabupaten Bantaeng. tipe penelitian ini yaitu deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini yaitu observesi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa strategi pemerintah daerah dalam pengembangan agrowisata yaitu sosialisasi/pembinaan masyarakat, bimbingan teknis serta penyediaan lahan berupa tempat yang strategis yang akan dijadikan agrowisata yang mudah di jangkau oleh pengunjung serta strategi budi daya tanaman.
This study purposed to find out the coordination between government agencies inhandle sanctions ticketed vehicles illegal parking in the city of Makassar and find out factors supporters and obstacles in the process of the activity. This study had 12 informants. This type of research used qualitative research with the type of phenomenology that emphasized subjectivity human life experience. Data collection techniques were observation, interview and documentation. The results of this study showed that coordination between government agencies in handling sanctions ticketed vehicles illegal parking in Makassar City in general had been quite good but was still implemented not optimal, it was seen from the aspects of (1) Communication, (2) Awareness of the importance of coordination and (3) Participant competence. Supporting factors in the implementation of this position mutation was (a) Communication and (b) Cooperation between each element involved.
This study aimed to determine the role of the sub-district government in managing the UPPO program. The results of this study were expected as the input for the Kolai sub-district government in performing their duties and functions as the spearhead of Indonesian government. Academically, the results of this study were expected to provide more values which can then be compared with other scientific research, particularly the study under the problem of the role of sub-district government. This was a descriptive quantitative research, basically, this was a survey study and samples in this study were 35 people by purposive sampling technique . Data were collected by using techniques such as observation, questionnaires and developed interviews for the respondent . The data were analyzed by descriptive quantitatively, in which all the data collected by the authors, and then presented in the form of frequency tabulation completed by the responds of respondents obtained from informants , interviews , and questionnaires . The results showed an active role of sub-district government in managing UPPO program that can influence the community participation in UPPO management. By the support and assist of the sub-district government, UPPO management program can run well. Moreover, the support and assist of the sub-district government towards UPPO program management were 1. Facilitate the UPPO program 2. Facilitate meetings between the representatives agricultural services and society as of manager UPPO program 3 . Carrying out training . Penelitian ini bertujuan untuk mengetahui peranan pemerintah desa dalam pengelolaan program UPPO. Hasil dari penelitian ini diharapkan menjadi masukan bagi pemerintah desa kolai dalam menjalankan tugas dan fungsinya sebagai ujung tombak pemerintahan Indonesia. Dari segi akademik, hasil dari penelitian ini diharapkan memberi nilai tambah yang selanjutnya dapat dikomparasikan dengan penelitian-penelitian ilmiah lainnya, khususnya yang mengkaji masalah peranan pemerintah desa. Penelitian ini adalah Deskriptif kuantitatif, dasar penelitian yang digunakan adalah survey dan sampel dalam penelitian ini sebanyak 35 orang menggunakan teknik purposive sampling. Data dikumpulkan dengan menggunakan teknik berupa observasi, kuesioner serta dikembangkan dengan wawancara kepada responden. Data tersebut dianalisis secara Deskriptip kuantitatif yaitu menganalisis semua data yang berhasil dikumpulkan penulis, dan selanjutnya disajikan dalam bentuk tabulasi frekuensi dilengkapi dengan tanggapan responden yang diperoleh dari hasil Informan, wawancara, dan kuesioner. Dari hasil penelitian menunjukkan peran aktif aparat pemerintah desa dalam pengelolaaan program UPPO dapat berpengaruh terhadap partisipasi masyarakat dalam pengelolaan UPPO. Dengan adanya dukungan dan bantuan dari pemerintah desa maka pengelolaan program UPPO dapat berjalan lancar. Adapun bentuk dukungan dan bantuan pemerintah desa dalam pengelolaan program UPPO adalah (1). Memfasilitasi pengadaan program UPPO (2). Urban resilience strategies need to be encouraged to support a broader, planned and integrated development process. Therefore, this article aims to look at the actualization conditions of urban policies in climate change governance in Makassar City, Indonesia. strategy is an effort to find and build a model for implementing strategies for developing urban resilience in climate change governance in Makassar City. The research method used is an explorative-qualitative method with a narrative-phenomenological approach where the data sources are primary and secondary data. Data collection through field studies and document studies. The data analysis used is an interactive model. City strategy resilience development model in climate change governance in Makassar City. The results showed that for the first time, the actual condition of Makassar City was under threat of climate change, both biophysically and socio-economically. Second, multilevel governance (MLG) as an ideal model in developing urban resilience, where the principle used is collaborative impact governance, namely building collaboration in policy making to tackle climate change. Third, decentralization as a strategy for implementing resilience, such as national conservation, which begins with the reservation of parks and protected areas. The dominant natural character is controlled under the control of the local government. The number and extent of protected areas are indicators of conservation-based programs implemented by the Makassar City Government.Strategi ketahanan perkotaan perlu di dorong untuk mendukung proses pembangunan yang lebih luas, terencana dan terintegrasi. Oleh karena itu, artikel ini bertujuan untuk mengetahui kondisi aktual strategi ketahanan perkotaan dalam tata kelola perubahan iklim di kota Makassar, Indonesia. strategi adalah upaya untuk menemukan dan membangun model strategi implementasi pengembangan kapasitas ketahanan kota dalam tata kelola perubahan iklim di Kota Makassar. Metode penelitian yang digunakan adalah metode eksploratif-kualitatif dengan pendekatan naratif-fenomenologi dimana sumber datanya adalah data primer dan sekunder. Pengumpulan data melalui studi lapangan dan studi dokumen. Analisis data yang digunakan adalah model interaktif. Model pengembangan kapasitas strategi ketahanan kota dalam tata kelola perubahan iklim di Kota Makassar. Hasil penelitian menunjukkan bahwa pertama, kondisi aktual Kota Makassar dalam ancaman perubahan iklim baik secara biofisik maupun sosial ekonomi. Kedua, multilevel governance (MLG) sebagai model ideal dalam pengembangan kapasitas ketahanan kota, dimana prinsip yang digunakan adalah tata kelola kolaboratif yaitu membangun kolaborasi dalam pembuatan kebijakan untuk menanggulangi dampak perubahan iklim. Ketiga, desentralisasi sebagai strategi penerapan kapasitas ketahanan, seperti adanya gerakan konservasi modern yang dimulai dengan pembentukan taman nasional dan kawasan lindung. Karakter alami yang dominan ditempatkan di bawah kendali pemerintah daerah. Jumlah dan luas kawasan lindung merupakan indikator keberhasilan program berbasis konservasi yang dilaksanakan oleh Pemerintah Kota Makassar.
