This article focuses on creating understanding of Finnish Soldiers' Home Association (SODE) as an auxiliary organization. Drawing on the concept of organizations as normative structures, we explore how individual volunteer values contribute to shaping the functioning and actions within SODE. We took a novel approach that involved examining the values of SODE volunteers to understand the nature of the organization. We adopted an interpretivist lens and used an abductive logic of enquiry, drawing from existing research and new survey data from SODE volunteers. We show that SODE volunteers exhibit high pro-defense attitudes, patriotism, and security values. By understanding these values, we gain insights into the normative structure that guides the goals, means, and roles within SODE. This research contributes to literature on voluntary organizations in the field of military studies and highlights the significance of individual values in shaping and maintaining the unique nature of SODE as an auxiliary organization.

PurposeThis study examines challenges to cross-sector collaboration in disasters. The authors use Malaysian flooding as the context for the study and offer a framework to understand different types of collaborators in disaster settings.Design/methodology/approachData were collected with semi-structured interviews, complemented with secondary data from government documents and news reports. The authors interviewed a total of 30 participants including six disaster aid recipients and 24 strategic and operational participants from 12 disaster management organizations. Thematic analysis was conducted including two cycles of coding, memoing and constant comparisons.FindingsThe authors present two key theoretical contributions: key barriers to cross-sector collaboration and a typology of collaboration in disasters. Key barriers include leadership approach and central vs local decision-making, differing levels of motivation to collaborate and the organizations' ability to collaborate in disasters. Despite these barriers, collaboration does occur in disaster settings. The authors suggest that the forms of collaboration may be driven primarily by differing motivations to collaborate and differing perceptions of others' ability to collaborate, resulting in four types of collaboration: (1) enthusiastic, (2) mandate-driven, (3) reluctant and (4) non-collaboration.Originality/valueThe authors show that although the command-and-control model was dominant, organizations also attempted to improve disaster management efficacy through collaborative approaches. Central institutional agencies and their wider external partners are capable of using cross-sector collaboration as a strategy to tackle the complex problems post-disaster. However, pre-disaster relationship building will likely help organizations to collaborate more effectively when a disaster occurs.

AbstractPublic services face increasing and more varied demands, but public service managers often lack the resources to develop their staff to effectively deal with them. This paper identifies how public sector line managers can support their subordinates to not just cope with challenges, but also to grow and develop in the midst of them. It primarily draws on employee attributions of leader effectiveness, to identify growth‐oriented leadership behaviours. The framework is based on empirical data from two sequential phases of interviews, focus groups, and one‐on‐one discussions with employees and managers in the public sector. Five categories of growth‐oriented leadership behaviours were identified: managing the whole team, enabling self‐management, managing safe failures, supporting both career and personal growth, and recognising individual needs and contributions. Causation coding identified a set of processes through which these leadership behaviours supported staff to use networks, learn, and adapt. The developed framework can be used to enhance growth and development of public sector employees.

Indigenous peoples' roles in conservation are important because they offer alternate perspectives and knowledge centred on the quality of the human–environment relationship. Here, we present examples of Māori cultural constructs, mechanisms, legislative warrants and customary (traditional and contemporary) interventions fundamental to the development and delivery of biocultural approaches within NZ's future conservation system. Biocultural approaches emphasise greater decision-making for the environment at the local institutional level, and contribute towards rebuilding a 'tuakana–teina' relationship (a reciprocal learning relationship and responsibility shared between older and younger persons) between societies and their environments. We further posit that the matching of social scales with ecological scales within local management is necessary for the effective implementation of biocultural approaches. Failure to do so could undermine motivation, action, energies and confidence of local communities. ; Peer Reviewed
