This paper retraces two crucial displacements in the history of the notion of the "performative" in Derrida's thought, and the effects of this notion in his attempt to rethink the contours of ethical and political action, and of the "subject" of this action. First, Judith Butler's distinctive appropriation of the notion of "iterability" employed by Derrida to describe the performative force of writing, and of language in general. And second, Derrida's own re-modulation of the notion of the "performative", in his late reflections on the aporetic structure of "decision" through which he attempts to reflect on the breach between "justice" and "normativity". Through an examination of the differences at stake in these two possible trajectories for thinking the "performativity" of language and selfhood the paper tries to show, first, the connection between Derrida's early analysis of "writing" and his late reflections on the gap between "justice" and normativity; and second, it attempts in a rather preliminary way to understand why Derrida, in his attempt to re-think ethical and political action in this way, re-opens a certain "religious" register constitutive of this action, a register, we suggest, connected to the problem of affectivity.

En el presente artículo, el autor analiza las garantías precontractuales y contractuales que tienen por finalidad asegurar el efectivo cumplimiento de las obligaciones contractuales asumidas por los contratistas en el marco de la contratación con el Estado.Asimismo, define y describe las características de las referidas garantías, los instrumentos de garantías que deberán entregar los contratistas y/o postores a la Administración. Finalmente, se señalan las clases de garantías reguladas en el Decreto legislativo Nº 1017.

This paper attends to the experience of a communal practice of reading that emerged in the 1980's in a popular neighborhood in Bogotá out of the impulse of liberation theology. Even today, after more than 20 years, the effects are still felt among the community. The practice continues transforming the lives of the people that come together around it. It also gives way to a plurality of practices of care of the self and of others, where a peculiar relation to the transformative potency of "words" has allowed for creative forms of ethical and political experimentation. In this text we respond to our "encounter" with this experience. We explore the philosophical issue concerning the passages between "words" and bodily and affective "practices," to ask ourselves how to think in this case the transformative force that words can have on life, and the way in which words can become other than themselves in everyday practices.

Este artículo se propone realizar un acercamiento a los regímenes militares de Venezuela y Colombia durante la década de 1950 en lo que se refiere a su política exterior, con el fin de comparar sus propósitos y estrategias bajo el lema del nacionalismo militarista o pretorianismo y la puesta en marcha de las políticas de contención anticomunista, propias de la guerra fría. No es suficiente para este texto hacer un listado sobre los hechos concretos de los gobiernos en materia de política internacional si no lograr definir las líneas de comportamiento en la política exterior de ambos regímenes, en un momento de tensión internacional, con el fin de lograr objetivos geopolíticos vitales para sus estados. A la vez analizar las variables que diferencian ambas agendas en lo concerniente a sus potencialidades económicas y de autonomía política relativa, en el manejo y puesta en práctica de políticas nacionalistas conducentes a la consolidación de un capitalismo estatal y al engrandecimiento militar.
