Assesses why recent national liberation movements, which have led other Third World nations toward political independence, economic development, & modernization, have failed to lead the Arab world in these directions. Internal conditions -- including the level of development of productive forces, class configurations, political institutions, cultural resilience, & opportunity structures -- do not explain this paradox, since they are generally not worse in the Arab world than in many preliberation East Asian countries. Rather, the intitial derailing of political independence, economic development, & modernization in the Arab world can be attributed to the region's resounding defeat in the 1967 Six Day War with Israel. The dynamics of intra-Arab relations & the role of Arab states in the world economic system have also contributed to the Arab downturn. 5 References. M. Maguire
