Secara mikro, sumber daya manusia (SDM) memegang peran penting untuk kemajuan suatu lembaga atau organisasi dan secara makro SDM menentukan kemajuan suatu bangsa. Sesuai dengan Undang-undang pendidikan berperan menciptakan SDM berkualitas. Kenyataan generasi muda berbondong-bondong mengikuti pendidikan diberbagai jenjang dengan tujuan mau meningkatkan kualitas dirinya. Namun dengan berkembangnya angka partisipasi sekolah, penganguran berdasipun ikut berkembang. Banyak para sarjana tidak memiliki pekerjaan. Melihat pentingnya peran SDM, perlu dilakukan upaya perbaikan dan peningkatan SDM yang ada serta upaya pembentukan SDM yang berkualitas. Pada hakekatnya pendidikan adalah "Si Tou Timou Tumou Tou" yang artinya manusia hidup untuk menghidupi sesama manusia. Dalam dunia pendidikan guru sebagai SDM lembaga pendidikan bertugas untuk menciptakan sumber daya manusia baru yang berkualitas. Selanjutnya manajemen SDM dibutuhkan dalam pendidikan baik pada tingkat makro dan ditingkat mikro sehingga tujuan pendidikan tercapai atau pendidikan mampu menciptakan atau mengembangkan potensi peserta didik agar menjadi manusia yang beriman, bertaqwa kepada Tuhan Yang Maha Esa, memiliki ahklak mulia, sehat berilmu, kreatif, cakap, mandiri dan demokratis serta bertanggung jawab dengan kata lain pendidikan mampu menciptakan sumber daya manusia yang berkualitas dan siap pakai.Keywords : Peran Pendidikan, Sumber Daya Manusia, Pendidikan Berkualitas
Hakikat dasar bangsa Indonesia adalah bangsa yang plural dan multikultural. Hal ini tercermin dari semboyan bangsa Indonesia: Bhinneka Tunggal Ika. Kenyataan dewasa ini menunjukkan banyaknya kasus intoleransi terus terjadi. Di tengah banyaknya kasus Intoleransi di berbagai daerah di Indonesia, kenyataan membuktikan bahwa masyarakat kota Tomohon-Sulawesi Utara tetap hidup dalam suasana penuh toleransi di tengah perbedaan agama, suku, ras, bahasa dan budaya. Tujuan penelitian ini adalah mendeskripsikan tentang bagaimana nilai-nilai kearifan lokal masyarakat Sulawesi Utara menjadi model toleransi. Penelitian ini dilakukan di kota Tomohon Sulawesi Utara. Sumber data dalam penelitian ini adalah masyarakat lokal, berbeda agama, suku, bahasa, pemuka agama dan pemerintah. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Adapun penelitian ini menemukan bahwa nilai budaya/kearifan lokal masyarakat Sulawesi Utara: Si Tou Timou Tumou Tou (Manusia Hidup untuk Memanusiakan Orang Lain), Mapalus (Gotong-royong) dan Torang Samua Basudara (Kita Semua Bersaudara) mampu membuat masyarakat Sulawesi Utara hidup dalam suasana penuh toleransi, sehingga bisa diadopsi dan dikembangkan menjadi model pendidikan toleransi. Ketiga nilai budaya ini terimplementasi secara konkrit dalam kehidupan konkrit masyarakat yang tidak membeda-bedakan asal-usul suku, agama, etnis dari masyarakat. Adapun penelitian ini merekomendasikan penelitian lanjut tentang pengembangan model pembelajan berbasis nilai budaya lokal. Abstract: The basic nature of the Indonesian people is a plural and multicultural nation. This is reflected in the Indonesian motto: Unity in Diversity. Today's reality shows that many cases of intolerance continue to occur. In the midst of the many cases of intolerance in various regions in Indonesia, the reality proves that the people of the city of Tomohon-North Sulawesi continue to live in an atmosphere of tolerance in the midst of differences in religion, ethnicity, race, language and culture. The purpose of this study is to describe how the values of the local wisdom of the people of North Sulawesi become a model of tolerance. This research was conducted in the city of Tomohon, North Sulawesi. The data sources in this study are local people, different religions, ethnicities, languages, religious leaders and government. This research uses a qualitative descriptive approach by collecting data through observation, interviews and documentation studies. The research found that the cultural values / local wisdom of the North Sulawesi people: Si Tou Timou Tumou Tou (Humans Live to Humanize Others), Mapalus (Mutual Cooperation) and Torang Samua Basudara (We Are All Brothers) are able to make North Sulawesi people live in an atmosphere of tolerance, so that it can be adopted and developed into a model of tolerance education. These three cultural values are implemented concretely in the concrete life of the community which does not differentiate between ethnic, religious, and ethnic origins from the community. The study recommends further research on the development of a learning model based on local cultural values.
This study aims to analyze and describe the public participation level and the factors supporting and inhibiting public participation in maintaining peace and order in Imandi Village. This research uses a descriptive qualitative research method. This research was located in Imandi Village, East Dumoga Subdistrict, Bolaang Mongondow Regency, North Sulawesi Province, Indonesia. The results showed that: 1) The Imandi Village community's participation is still not well implemented. Therefore, it will be better to maintain public peace and order in the village if it starts from individuals as small community units. It allows the realization of solidarity, which will significantly affect group members or community members in public peace and order implementation. 2) Efforts to motivate people to participate through Mapalus (mutual assistance activities) need leaders who can be role models. Village community leaders can be the key motivator in mutual assistance activities, but the government's participation is required. (3) The village government and its apparatus must continue to managing and fostering community members, especially in multicultural communities, to prevent the disruption of public peace and order.

Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Penelitian ini berlokasi di Desa Imandi, Kecamatan Dumoga Timur, Kabupaten Bolaang Mongondow, Provinsi Sulawesi Utara, Indonesia. Hasil penelitian menunjukkan bahwa: 1) Peran serta masyarakat Desa Imandi masih belum terlaksana dengan baik. Oleh karena itu, akan lebih baik untuk menjaga ketentraman dan ketertiban umum di desa jika dimulai dari individu-individu sebagai kesatuan masyarakat kecil. Hal ini memungkinkan terwujudnya solidaritas, yang secara signifikan akan mempengaruhi anggota kelompok atau anggota masyarakat dalam pelaksanaan ketentraman dan ketertiban umum. 2) Upaya memotivasi masyarakat untuk berpartisipasi melalui Mapalus (kegiatan gotong royong) membutuhkan pemimpin yang dapat menjadi panutan. Tokoh masyarakat desa dapat menjadi motivator dalam kegiatan gotong royong, namun diperlukan peran serta pemerintah. (3) Pemerintah desa dan perangkatnya harus terus membina dan memberdayakan masyarakat, khususnya dalam masyarakat multikultural, untuk mencegah terganggunya ketentraman dan ketertiban umum.
This study aims to analyzed and assess the process of using village funds derived since march 2017, adjusted to priority development program by president Joko Widodo called "NAWACITA"on the third point of building the outskirts of Indonesia from the periphery. The village funds distributed annually are itended to improve the economy of rural communities, and make the village as a productive area, considering Indonesia is an agrarian country consisting of many villages. In accordance with the regional autonomy system adopted by the Indonesian government system, villages have an important role to manage the village funds themselves. The project of this research is the use of village funds in Dulumai Village, Pamona Puselemba sub-district, Poso district, Central Sulawesi Province. This study aims to describe the implementation of smart governance in realizing Tomohon Smart City. This study used a qualitative approach, with data collection techniques, namely interviews, observation and documentation. Sources of data from informants are: Head of Tomohon City E-Government Administration, Tomohon City Technology and Communication Infrastructure Section Head, Tomohon City Application Development Section Head, Tomohon City Communication and Informatics Office Staff / Staff, Matani Village Head, and Tomohon City community as users infrastructure and facilities provided by the government. Data analysis using data reduction, data presentation, and drawing conclusions. Data were analyzed descriptively qualitatively. The results showed that: 1) The rules governing the running of the program or policy have not been well socialized and communicated, especially in agencies that have a role as implementers. 2) The government, in this case the Tomohon City Information and Communication Service, is still closed in providing information related to Smart City, especially Smart Governance. 3) The government has not yet launched a public complaint application even though it has been launched since 4) The government is still not ready to respond to existing technological and social developments, especially in the process of implementing Smart Governance. The Conditional Factors of Policy Implementation are a) Information Distribution, b) Resource Support, c) Government Attitude, d) Implementers. Therefore, it can be suggested, 1) There is a need for better socialization, communication and coordination regarding existing regulations to members and related agencies. 2) The government must be more open to the public, and must better prepare itself in responding to all situations and conditions that exist, especially in running the Tomohon Smart City program. 3) The government must improve work discipline, especially in the recruitment process, in order to create "the right man on the right job".
