Chapter 6 of the National Development Plan (NDP) accentuates on the impact of an integrated and inclusive rural economy by proposing for the creation 643 000 direct jobs and 326 000 indirect jobs in the farming and non-farming sector by 2030. Discussion within the study reveals that, the NDP was also designed to stimulate rural economic development among other important dynamic economic factors of the country. However, five years into the implementation of the NDP, remnants of inequality, unemployment and poverty are still apparent amongst the rural population. This paper indicates that the success of NDP as an entrepreneurial mechanism is being underpinned by contestations which are emanating from under-financing, lack of entrepreneurial education and research culture, negative attitudes of the people, corruption and red tape. Through a qualitative research approach, the paper observes that, for NDP to be continuously coordinated as an economic initiative, financing of rural projects such as small businesses, cooperatives and other rural development projects should be the government's key priority. The study concludes that entrepreneurship has to be considered as a prime mover in rural economic development in South Africa since an entrepreneurial economy significantly differs from a non-entrepreneurial one, as evidenced by the economic vigour and sustainable development of its inhabitants.

Entrepreneurs hold the keys to rapid technological development by offering the means to creating employment opportunities even in remote rural areas. Small entrepreneurs do not only provide livelihood for themselves, but they also create employment thereby easing up socio-economic tensions in an atmosphere where so many are deprived. This article introduces the concept of entrepreneurship and how it propagates development and advances human living conditions. The underlying assumption is that Information and Communication Technology (ICT) has a causal effect on human livelihoods of rural entrepreneurs. Thus, a sturdy relationship exists between ICT and entrepreneurial development for rural entrepreneurial economic growth. In the same manner the Government of Zimbabwe commenced on a comprehensive policy framework in order to harness the power of ICT. Through a documentary review analysis, the paper envisages how ICT can sustain rural entrepreneurial development in Zimbabwe at a time where it is suffering from harsh socio-economic and political turmoil. The paper observes that lack of financial services, corruption, political interference, poor planning and the desire to maintain status quo have been discouraging rural entrepreneurship to harness the benefits of ICT. The paper recommends that the government should implement policies that promote the development of ICT in rural entrepreneurship and the provision of training and development for entrepreneurs to bridge the knowledge gap on the use of ICT to enhance the livelihoods of entrepreneurs.

This study aims to determine the procurement process challenges for improving the Department of Correctional Services (DCS). All the participants recruited by the researcher were not forced to participate or sign the consent form. The researcher considered only voluntary participation and the participants were requested to sign the POPI Act consent forms before conducting the face-to-face interview. The study adopted a qualitative research methodology to get a comprehensive and deeper understanding of the challenges and effects of the procurement process. Information was collected from the key informants using Face-to-face interviews; the key informants were possible suppliers, chief executors, executors, and directors. Managers specializing in the procurement field and potential suppliers were chosen as respondents to obtain sentiments toward the procurement process. The study established that (DCS) is one of the national departments faced with the challenges of improving the procurement process. Hence the case study focuses on procurement process challenges for the improvement of the DCS. The study concluded that most of the fruitless, wasteful and irregular, and unauthorized expenditures incurred in DCS are caused by a lack of availability of resources such as employment finances and a lack of technology due to resistance to change from the top management to the lower level.

Purpose
This study aims to investigate how social entrepreneurial role models influence social entrepreneurial self-efficacy, social entrepreneurial intent and social entrepreneurial action, with moral obligation as a moderator.


Design/methodology/approach
A cross-sectional survey of 261 pupils in the South African province of the Eastern Cape was used in the research study. Structural equation modeling was used to test hypotheses.


Findings
The research revealed that having social entrepreneurial role models has a positive impact on both social entrepreneurial self-efficacy and social entrepreneurial intent. In addition, a connection was found between social entrepreneurial intent and entrepreneurial action. The influence of moral obligation was found to be a positive and a significant moderator. Moreover, the association between social entrepreneurial role models and social entrepreneurial intent was mediated by social entrepreneurial self-efficacy.


Research limitations/implications
The findings are not generalizable to nonstudent samples because students constituted the sample for gathering data. Future study therefore requires considering nonstudents to generalize the outcomes. This research should be replicated in other South African provinces and other developing countries for comparative outcomes.


Practical implications
Since social entrepreneurial role models have been practically linked to social entrepreneurship intent and entrepreneurial efficacy, understanding the factors that influence student's decision to start a social enterprise is critical in South Africa to develop targeted interventions aimed at encouraging young people to start new businesses. Policymakers, society and entrepreneurial education will all benefit from the findings.


Originality/value
This study contributes to bridging the knowledge gap as it investigates how social entrepreneurial role models influence social entrepreneurial self-efficacy, social entrepreneurial intent and social entrepreneurial action, with moral obligation as a moderator. Encouraging social entrepreneurship among South African youth would also help address societal issues. This is a pioneering study in the context of an emerging economy such as South Africa, where social entrepreneurship is so integral.

In recent years, most South African (SA) municipalities still need to produce clean audits. In 2018 and 2019, most municipalities in SA needed better-quality financial statements and performance reports. Misrepresentation of financial statements in audit reports is linked to inadequate governance, misappropriation of public funds and poor public service delivery. It is upon this background that this study aimed to: (i) assess perceptions of municipality middle management employees on factors affecting auditing, (ii) evaluate the differences in perceptions among municipality middle management employees on factors affecting auditing, (iii) measure the effect of factors affecting auditing on overall clean audit and (iv) establish the effect of clean audit on service delivery at two municipalities in Mpumalanga province. Using a structured questionnaire, a quantitative descriptive approach methodology was employed to collect data from a minimum sample of 294 employees in the middle management category working within the accounting and finance department at two municipalities in Mpumalanga province, SA. SPSS v28 was used to conduct descriptive and multivariate analyses, including mean, analysis of variance (ANOVA), correlation, and regression analysis. Results indicated that employees from the clean audit municipality had positive perceptions of factors affecting clean audit, while employees from the municipality with an unclean audit had negative perceptions. It was also concluded that factors affecting auditing had a statistically significant positive effect on clean audits. The findings in this study led to significant implications for theory and practice.

Accountability requires supply chain management (SCM) public officials to account for, report on, explain and justify activities, and accept responsibility for municipal financial expenditure outcomes. Regardless of having SCM systems in place, efficiency in terms of procuring, tendering and sourcing goods and services in South African municipalities remains problematic. A key contributory factor to regressions in local government audit outcomes is the constant failure to develop, implement and monitor effective SCM systems, oversight, internal controls and financial reporting processes. With recurring instances of fruitless, irregular and wasteful expenditure, compliance with SCM policies, regulations and legislative frameworks needs solidification. When effectively implemented, control and oversight measures reduce waste, eradicates ethical malfeasance and promotes, integrity, transparency and accountability. The purpose of this article is to determine the SCM, risk factors that threaten accountability and how they can be mitigated in a typical South African Metropolitan Municipality. This descriptive and explanatory qualitative case study collected interview data from a purposeful sample of 14 (n = 14) information-rich participants. Secondary data were also collected from official documents and extant literature. Results indicate weak implementation of internal audit controls and policies, which make it challenging for internal audit and oversight committees to timely detect unethical, unfair, inequitable, opaque, uncompetitive and cost-inefficient SCM practices. The consequences are pervasive non-compliance with SCM policy, procuring and tendering processes, favouritism and corruptible tendencies. These have to be timely mitigated so as to remedy risks in the SCM process, which constrain municipal financial accountability.

A surfeit of service delivery disapprovals in South Africa is a clear reflection of the failure of the Public Service of South from the local, provincial, and national government to effectively and efficiently deliver service to its citizenry. The rise in a dissatisfied citizenry stems from a precise social realization, which envisions the failure of the state to deliver services to the public in an impartial, responsible, translucent, and befitting manner. This has resulted in widespread service delivery protests, which has become the most famous form of response to poor service delivery by frustrated citizens. This article argues for the mandelafication of the South African public service against the background of a cocktail of factors ranging from corruption, lack of transparency and accountability, incompetence, and lack of commitment to work ethics personified by Mandela. The article further argues for the upholding of the dominant constructs in which this mandelafication is grounded in such as proper ethics, humanitarianism, transparency, accountability, empathy, and selflessness, which characterized Nelson Mandela.
