The article is devoted to the legal bases for control in the sphere of use, reproductionand protection of the animal world. legislative support of environmental control in the fild of use, reproduction and protection of wildlife was considered. Th system and powers of state authorities and bodies of local self-government concerning the implementation of the control function in the field of use, reproduction and protection of the animal world were investigated. On the basis of the analysis of legal literature and legislation of Ukraine, the peculiarities of legal regulation of control in the fild of use, reproduction and protection of wildlife were singled out, the classifiation of environmental control in the sphere of use, reproduction and protection of the animal world by subjects of its implementation and the areas of the use of animal objects has been made. Particular attention was paid to the implementation of control in the field of fisheries as one of the types of agricultural production. It was concluded that control in the sphere of use, reproduction and protection of wildlife is one of the most important functions of the state in ensuring the right to an environment that is safe for life and health and compensation for damage caused by violation of this right, stipulated in Art. 50 of the constitution of Ukraine. Proper regulation of control activities in the fild of use, reproduction and protection of wildlife can become a guarantee of observance of the norms of the current legislation, and substantially balance the relationship between the subject and the object of control. ; W artykule omówiono przepisy prawne dotyczące kontroli wykorzystania, reprodukcji i ochrony zwierząt, ze szczególnym uwzględnieniem uprawnień organów administracji państwowej i organów samorządu terytorialnego w przedmiotowym zakresie. Po przeanalizowaniu akademickiej literatury prawniczej i ukraińskiego ustawodawstwa przedstawiono specyfię regulacji kontroli w zakresie wykorzystania, reprodukcji i ochrony zwierząt oraz klasyfiację tej kontroli według kryterium podmiotu przeprowadzającego kontrolę i kryterium sposobu wykorzystania zwierząt. Ponadto opisano kontrolę w dziedzinie rybołówstwa jako jednego z rodzajów produkcji rolnej. Przeprowadzone rozważania doprowadziły do wniosku, że kontrola w zakresie wykorzystania, reprodukcji i ochrony zwierząt jest jedną z najważniejszych funkcji państwa w zakresie zapewnienia każdemu obywatelowi prawa do bezpiecznego dla życia i zdrowia środowiska oraz że w przypadku naruszenia tego prawa przysługuje odszkodowanie, co przewiduje art. 50 konstytucji Ukrainy. Nie ulega wątpliwości, że właściwa regulacja prawna kontroli w zakresie wykorzystania, reprodukcji i ochrony zwierząt jest jedną z gwarancji przestrzegania obowiązujących w tej materii przepisów, może również przyczynić się do zrównoważenia stosunków między podmiotem a przedmiotem tej kontroli.

The article is dedicated to the analysis of legal issues concerning funding of conservation measures. Features of legal framework of relations in the field of funding of conservation measures in Ukraine were established. Special attention was given to the problems of budget funding of conservation measures in the field of protection from harmful impact of rural and agricultural areas waste waters.Based on the analysis of the legislation in force and the practice of its enforcement, we concluded that funding of conservation measures, including those in the field of protection from harmful impact of rural and agricultural areas waste waters, has low effectiveness as a result of non-targeted use of funds from environmental tax and rental payments, funding of conservation measures by residual principle, inconsistencies in budget and environmental legislation, and absence of effective government control over the procedure of funding and executing policy documents concerning environment protection and state authorities' responsibility for improper performance of their duties.Amendments to the legislation in force were suggested in order to improve economic and legal environment protection mechanism.Keywords: environment, conservation measures, protection from harmful impact of waste waters, resource oriented measures, flood ; Статтю присвячено аналізу правових питань фінансування природоохоронних заходів. Визначено особливості правового регулювання відносин у сфері фінансування природоохоронних заходів в Україні. Особливу увагу приділено проблемам бюджетного фінансування природоохоронних заходів у сфері захисту від шкідливої дії вод сільських населених пунктів та сільськогосподарських угідь.На підставі аналізу чинного законодавства та практики його застосування зроблено висновок про те, що фінансування природоохоронних заходів, в тому числі у сфері захисту від шкідливої дії вод сільських населених пунктів та сільськогосподарських угідь, має низьку ефективність внаслідок нецільового використанням коштів екологічного податку та рентних платежів, фінансування природоохоронних заходів за залишковим принципом, невідповідності бюджетного та екологічного законодавства, а також відсутності ефективного контролю з боку держави за порядком фінансування і виконання програмних документів в сфері охорони довкілля та відповідальності державних органів за неналежне виконання своїх обов'язків.Запропоновано внесення змін та доповнень до чинного законодавства з метою удосконалення економіко-правового механізму охорони навколишнього природного середовища.Ключові слова: навколишнє природне середовище, природоохоронні заходи, захист від шкідливої дії вод, ресурсозберігаючі заходи, повінь

У статті проведено науково-теоретичний аналіз тенденцій розвитку законодавства України у сфері сільськогосподарської кооперації. Автор зазначає, що у Законі України від 21 липня 2020 р. «Про сільськогосподарську кооперацію» (новий Закон) з одного боку, докладно прописані основи функціонування вказаних суб'єктів господарювання, але, з іншого – його зміст практично повністю нівелює основні засади сільськогосподарської кооперації, встановлені вітчизняним законодавством, а також суперечить принципам кооперативного руху.У розвитку законодавства про сільськогосподарську кооперацію спостерігається загальна негативна тенденція. Вона прослідковується вже уЗаконі України від 20 листопада 2012 р. «Про внесення змін до Закону України «Про сільськогосподарську кооперацію», який характеризується «усіченою формою» (із 38 статей залишилося лише 16), значною кількістю відсилочних положень, встановленням переваг для розвитку сільськогосподарської обслуговуючої кооперації. Із прийняттям нового Закону, вказана тенденція поглибилася і полягає у штучному виокремленні сільськогосподарської кооперації із кооперативної системи та поступовій втраті її соціальної спрямованості. Зазначений підхід є неприпустимим і таким, що негативно впливатиме на подальший розвиток не тільки сільськогосподарської кооперації як соціально-правового явища, а й сільськогосподарського виробництва та соціальної сфери села.Ключові слова: кооперативні принципи, сільськогосподарський кооператив, сільськогосподарський обслуговуючий кооператив, сільськогосподарський виробничий кооператив, сільськогосподарський кооператив з метою отримання прибутку, сільськогосподарський кооператив без мети отримання прибутку ; The article is provided a scientific and theoretical analysis of trends in Ukrainian legislation in the field of agricultural cooperation. The author notes that in the Law of Ukraine of July 21, 2020 «On Agricultural Cooperation» (new Law) on the one hand, describes in detail the basics of functioning of these entities, but, on the other – its content almost completely eliminates the basic principles of agricultural cooperation established by domestic law and also contradicts the principles of the cooperative movement.There is a general negative trend in the development of legislation on agricultural cooperation. It is already traced in the Law of Ukraine of November 20, 2012 «On Amendments to the Law of Ukraine «On Agricultural Cooperation», that is characterized by «truncated form» (out of 38 articles, only 16 remained), significant number of reference provisions, establishing advantages for the development of agricultural service cooperation.With the adoption of the new Law, this negative trend has deepened and is in the artificial separation of agricultural cooperation from the cooperative system and the gradual loss of its social orientation. The article is devoted to the analysis of legal issues of deregulation of agrarian business in Ukraine. Historical aspects of deregulation of Ukraine's economy are studied. The legislation and special literature on deregulation of agrarian business are analyzed, the main measures of deregulation of agrarian business in Ukraine are singled out and characterized. Attention is drawn to the need to ensure the balance of public and private interests in the agricultural sector of the economy in determining the limits of deregulation of agribusiness.Based on the analysis of current legislation and practice of its application, it is concluded that the deregulation of agrarian business in Ukraine is universal, as it covers all elements in the structure of agrarian relations, which allows to consider it as one of the main principles in the mechanism of legal regulation of institutional and functional support. agrarian relations.Keywords: legal regulation, agrarian sphere, agrarian business, deregulation, State agrarian register, public administration, optimization of public administration ; Статтю присвячено аналізу правових питань дерегуляції аграрного бізнесу в Україні. The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted.On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. The article is devoted to the study of the legal basis of the activities of self-regulatory organizations in the field of agrarian insurance in Ukraine. It is determined that stimulating the creation and functioning of self-regulatory organizations in agriculture aims at an optimal combination of market mechanisms and effective regulatory function of the state in the framework of business deregulation and corresponds to the Concept of the State Target Program for Agrarian Sector Development until 2022. The article presents the results of the analysis of the legal regulation of the Agrarian Insurance Pool – the only association of insurers that insure agricultural products with state support. The legal features of the Agrarian Insurance Pool are singled out, the basic principles, functions and features of its legal status are characterized.Based on the analysis of the legislation and practice of the Agrarian Insurance Pool, attention is focused on the problematic issues of legal regulation of the Agrarian Insurance Pool and suggested ways to improve the legislation of Ukraine in the study area.Keywords: self-regulatory organizations, agricultural producer, agriculture, agricultural products, Agrarian insurance Pool, agrarian risks, insurance with state support, insurance contract ; Стаття присвячена дослідженню правових засад діяльності саморегулівних організацій у сфері агрострахування в Україні. У статті представлено результати аналізу правового регулювання діяльності Аграрного страхового пулу - єдиного об'єднання страховиків, які здійснюють страхування сільськогосподарської продукції з державною підтримкою. The article examines the legal problems of peasants realization of constitutional land right, which is proclaimed at the international level. The land right is the right of peasants to access to the land plot with natural resources located on it, their sustainable use and management in order to achieve a sufficient standard of living, creating a place to live in security, peace, dignity and developing their culture. Based on the analysis of the legislation on land circulation and the legal status of agricultural producers, some legal problems in the field of realization of the peasants land rights have been identified.The analysis of national land and agricultural legislation showed that it does not considered enough the legal nature of agricultural cooperation, the peculiarities of agricultural labor and rural life.The directions of improvement of the agrarian and land legislation in the field of realization of the peasants land rights are offered.Keywords: access to land, agricultural land, peasants land rights, realization of the land rights, agricultural cooperative, producers of agricultural products, land circulation ; У статті досліджуються правові проблеми реалізації селянами конституційного права на землю, яке знайшло закріплення на міжнародному рівні та розглядається через призму реалізації селянами права доступу до земельної ділянки із розташованими на ній природними ресурсами, їх стале використання та управління ними з метою досягнення достатнього життєвого рівня, створення місця для життя в умовах безпеки, миру і гідності та розвитку своєї культури. The article is devoted to the analysis of ecological and legal problems of rural development. Determined are main tendencies of ecological and agrarian policy of Ukraine in the aspect of development of rural territories. The analysis of legislative support for rural development showed that environmental protection measures, which are provided for in the relevant strategies, concepts, programs and other normative legal acts of a conceptual nature, do not contain mechanisms for their implementation and are not developed in current legislation.Based on the analysis of legal literature, national legislation and practice of its application, the need for a comprehensive, intersectoral approach to solving environmental and legal problems of rural development, given the inextricable link between the environmental component and socio-demographic and economic components of rural development.Keywords: state ecological policy, state agrarian policy, sustainable development, rural areas, environmental protection, environmental impact assessment, planning and development of territories ; Статтю присвячено аналізу еколого-правових проблем розвитку сільських територій. This article researches the legal bases of state support for organic agricultural production under the legislation of Ukraine and the EU. On the basis of the analysis of the EU legislation, the legal grounds and the procedure for granting state support to entities engaged in organic farming are identified.The analysis of the national agricultural legislation showed that the legislation of Ukraine on state support of agriculture did not take into account the importance and features of organic agricultural production.The conclusion is made about the necessity of adaptation of the legislation of Ukraine on state support of organic agricultural production to the EU legislation and ensuring guarantees of priority access of producers of organic agricultural products to the measures of state support.Keywords: state support for agriculture, the EU legislation, organic farming, organic agricultural production, producers of organic agricultural products ; У статті досліджуються правові засади державної підтримки органічного сільськогосподарського виробництва за законодавством України та ЄС. One of the forms of social work organization in rural areas is the work of united territorial communities created in the course of administrative reform in Ukraine. Such social services in the community can be developed on the basis of a local school, turning it into a comprehensive center of social work with children and adults, families, the elderly and the disabled. The center can employ social educators and social workers, cultural organizers, medical social workers, psychologists. Lawyers, economists and other specialists can be involved as consultants. Analysis of socio-economic problems of the modern Ukrainian village allows to design the main directions of social work in the community: socio-pedagogical patronage at the place of residence; individual social patronage; programs of individual support of children and parents "at risk"; advisory points; charity events; pedagogical psychotherapy; educational courses for children and parents; initiative groups, clubs of assistants of social pedagogues; employment of adolescents and young people. During our research, villages with a high, medium and low level of organization of social work were identified. Along with the negative tendencies, sprouts of a new, creative attitude to work with the inhabitants of rural areas were revealed. This work is based on a systematic approach to the organization of institutions and associations of socio-educational and cultural orientation.

The aim of the article was to determine the current state of the ideological basis of the Russian-Ukrainian war of 2014-2022. The purpose was to achieve a scientific reflection on the historical and civilizational foundations of the Russian-Ukrainian war of 2014-2022, with a key focus on the distorted facts of the past. The presentation of the research results is carried out on the basis of the chronological method. The main sources of the work are written historical evidence (Hypatian Chronicle and Chronicle of Thietmar of Merseburg, etc.). In addition, the problem of the main historical and political origins of the divergence between the Ukrainian and Russian peoples, the features of the formation of Asiatic-type despotism in Russia and the problem of Eurocentricity of Ukrainian territories over the centuries were considered. In conclusion, it is summarized that the simplified schemes of interpretation of the history of Ukrainian and Russian peoples became the main feature for the Russian, anti-Ukrainian propaganda in the period of 2014-2022. On the basis of distortion of historical facts and financial opportunities poured into the information sphere, the old Soviet and imperial myths are actively replicated in Russia.
