The following work tries to analyze an increasingly current phenomenon, that is, the illegal return of migrants and refugees who try to cross European borders, seeking protection. In particular, we will clarify what constitutes the refugees international legal framework, ie the rules and conventions that cover refugees under international law, as well as the jus cogens nature of the non-refoulement principle. In addition, we will try to understand what have been the most relevant developments in the case law of the European Court of Human Rights and, within the legal framework of the European Union, the Luxembourg Court of Justice. We will also deepen the reactions of the European States and the European Union to the growing migratory flow and the doubts about the legitimacy of some agreements, such as between Turkey and the European Union. Finally, by analyzing the problems raised in the Mediterranean area, we are going to clarify the reasons why Italy and Spain have been condemned by international and European organizations by reason of poor migration phenomenon management and the practice of illegal returns. ; El presente trabajo trata de analizar la actual cuestión de las devoluciones ilegales de los emigrantes y de los refugiados que tratan de cruzar las fronteras europeas buscando protección, el marco legal internacional del refugiado y el carácter de norma imperativa del principio de no devolución. Además, se estudia la jurisprudencia más relevante tanto del Tribunal Europeo de los Derechos Humanos como del Tribunal de Justicia de Luxemburgo. Se trata de ofrecer una visión de conjunto teórica y práctica del problema planteado, para lo cual es también conveniente hacer referencia a las reacciones de los estados europeos y de la Unión Europea frente al creciente flujo migratorio consecuencia del conflicto sirio, y las dudas sobre la legitimidad de algunos acuerdos, como el suscrito entre Turquía y Unión Europea. Finalmente, analizando los problemas planteados en la zona mediterránea, se aclararán las razones por las que Italia y España han sido condenadas por organismos internacionales y europeos por una supuesta mala gestión del fenómeno migratorio y mala práctica de las devoluciones de los ilegales.

Multimorbidity is a common and burdensome condition that may affect quality of life, increase medical needs, and make people live more years of life with disability. Negative outcomes related to multimorbidity occur beyond what we would expect from the summed effect of single conditions, as chronic diseases interact with each other, mutually enhancing their negative effects, and eventually leading to new clinical phenotypes. Moreover, multimorbidity mirrors an accelerated global susceptibility and a loss of resilience, which are both hallmarks of aging. Due to the complexity of its assessment and definition, and the lack of clear evidence steering its management, multimorbidity represents one of the main current challenges for clinicians, researchers, and policymakers. The authors of this article recently reflected on these issues during two twin international symposia at the 2016 European Union Geriatric Medicine Society (EUGMS) meeting in Lisbon, Portugal, and the 2016 Gerontological Society of America (GSA) meeting in New Orleans, USA. The present work summarizes the most relevant aspects related to multimorbidity, with the ultimate goal to identify knowledge gaps and suggest future directions to approach this condition.

This paper summarises the results of an experimental campaign carried out at SIET on the ELSMOR facility built in 2022 to validate a decay heat removal system for the E-SMR. Based on the passive mechanisms of natural circulation, the system aims to dissipate the reactor decay heat to a water pool, using two heat exchangers: a plate-type one coupling the primary side to the secondary side, and a vertical tube one coupling the secondary side to the water pool. Such a system is considered to be the most effective passive system, capable of safely managing the SMR accident and accidental situations, and achieving long-term decay heat removal without the need for electricity or external inputs. A description of the primary and secondary loops of the plant is given, together with the installed instrumentation and data acquisition system. In addition, the paper summarises the tests performed in terms of test procedures, test type and associated objectives, test matrix, test results, achievements, and open issues.

<p>This study aimed to compare the morphological traits and growth performance of monosex populations of the Genetic Improved Farmed Tilapia (GIFT) and Saint Peter® of male tilapias reared in a mixed system. The experiment was carried out from June 2012 to November 2012 in Sgarbi fish farm, Palotina, Paraná State, Brazil. GIFT juveniles were obtained from the State University of Maringá (UEM/Codapar) fish farm broodstock, and the red hybrids were from the Sgarbi fish farm broodstock. The average genetic values of GIFT from three genetic groups (I, II, and III) were obtained by controlling individual pedigree and genetic evaluation using Best Linear Unbiased Prediction (BLUP). Information from complete GIFT pedigree since its introduction in Brazil was used, and the genetic groups were ranked as I (upper group), II (middle group), and III (inferior group). In all, 1,880 fish, including 480 GIFT strain and 1,400 red hybrids, with an average initial weight of 15 g, were placed in a semi-intensive system with a density of 4.7 fish m-2. The fish were individually identified using Passive Integrated Transponder (PIT) tags. Harvesting was performed at the end of a 160 d period. The performance data including final weight and daily weight gain, and morphological traits including total length, standard length, body depth, head length, tail depth, tail width, body width, head length/standard length, body area and body volume were evaluated. Analysis of variance (ANOVA) and the Tukey test at 5% probability level were applied. The average final weight and daily weight gain among the three genetic groups of GIFT did not show significant differences. However all GIFT groups (I, II, and III) presented average values of performance and morphological traits higher that the Saint Peter®. Among the GIFT genetic groups, only body depth between groups I and III showed significant differences (p&lt;0.001). The morphological traits and growth performance are superior in the GIFT strain, regardless of its genetic group, when compared to Saint Peter®, except for the head length/standard length ratio. </p>

Patients with multimorbidity have complex health needs but, due to the current traditional disease-oriented approach, they face a highly fragmented form of care that leads to inefficient, ineffective, and possibly harmful clinical interventions. There is limited evidence on available integrated and multidimensional care pathways for multimorbid patients. An expert consensus meeting was held to develop a framework for care of multimorbid patients that can be applied across Europe, within a project funded by the European Union; the Joint Action on Chronic Diseases and Promoting Healthy Ageing across the Life Cycle (JA-CHRODIS). The experts included a diverse group representing care providers and patients, and included general practitioners, family medicine physicians, neurologists, geriatricians, internists, cardiologists, endocrinologists, diabetologists, epidemiologists, psychologists, and representatives from patient organizations. Sixteen components across five domains were identified (Delivery of Care; Decision Support; Self Management Support; Information Systems and Technology; and Social and Community Resources). The description and aim of each component are described in these guidelines, along with a summary of key characteristics and relevance to multimorbid patients. Due to the lack of evidence-based recommendations specific to multimorbid patients, this care model needs to be assessed and validated in different European settings to examine specifically how multimorbid patients will benefit from this care model, and whether certain components have more importance than others. ; final draft ; peerReviewed
